In pursuance of the Law of the Republic of Uzbekistan "About rescue service and the status of the rescuer" the Cabinet of Ministers decides:

1. Approve Regulations on procedure for attraction of rescue services and rescue forming to liquidation of emergency situations according to appendix.

2. To impose control of execution of this resolution on the Deputy prime minister of the Republic of Uzbekistan Hodzhayev B. A.

Regulations on procedure for attraction of rescue services and rescue forming to liquidation of emergency situations

I. General provisions

1. This Provision regulates legal regulation in the field of involvement of rescue services and rescue forming (further - rescue services) to carrying out rescue operations in case of liquidation of emergency situations according to article 16 of the Law of the Republic of Uzbekistan "About rescue service and the status of the rescuer".

2. In this Provision the following basic concepts are applied:

involvement of rescue services - the organization of participation of the governing bodies, forces and means necessary for the solution of tasks but to the prevention and liquidation of emergency situations when carrying out rescue operations;

liquidation of emergency situations - complex of the rescue and urgent operations which are carried out in case of emergency situations and directed to rescuing of life and preserving human health, decrease in the extent of harm to the surrounding environment and material losses and also on localization of zones of emergency situations and cancellation of dangerous factors;

urgent works in case of liquidation of emergency situations it is activities for comprehensive ensuring rescue operations, rendering to the population which was injured in emergency situations, medical and other types of the help, to creation of the conditions minimum necessary for preserving life and human health, maintenance of their working capacity;

the works manager on liquidation to extraordinary situatsiidolzhnostnoa person performing direct management of forces and the funds raised to emergency situation liquidation and coordination of their interaction in compliance with its powers;

the headquarters of liquidation of emergency situation - the body created by the decision of the works manager on liquidation of emergency situation for assessment of nature of emergency situation, development of offers on its localization and liquidation, protection of the population, the territories and the environment directly in the disaster area.

II. Procedure for attraction of rescue services

3. Involvement of rescue services to liquidation of emergency situations is performed:

according to the action plan according to the prevention and liquidation of emergency situation on the serviced objects and the territories;

in accordance with the established procedure in case of origin and development of emergency situations;

according to the decision of the officials of state bodies, public authorities authorized on that on places, the organizations, including public associations which are performing management of activities of data of rescue services and rescue forming, or having on that the powers established by the legislation.

4. For accomplishment of the emergency rescue operations and assistance to affected population in case of large-scale natural and technogenic emergency situations according to the decision of the President of the Republic of Uzbekistan engineer divisions, divisions of chemical protection and other army divisions, military transport aircraft and organizations of military-medical service of the Ministry of Defence of the Republic of Uzbekistan can be attracted.

5. Involvement of rescue services and rescue forming to liquidation of emergency situations according to the decision of the officials of state bodies, public authorities authorized on that on places, the organizations, including public associations, shall be followed by obligatory taking measures, providing level of security of objects and the territories established by the Cabinet of Ministers of the Republic of Uzbekistan from emergency situations.

6. Involvement of rescue services to liquidation of emergency situations outside the territory of the Republic of Uzbekistan is performed according to the decision of the President of the Republic of Uzbekistan.

III. Management of works on liquidation of emergency situations

7. The management of actions of the rescue services involved in liquidation of emergency situations, and the organization of their interaction are performed by works managers on liquidation of emergency situations.

8. Management of works on liquidation of emergency situations is performed:

in case of local emergency situations - heads of bodies of the public and economic board, the organizations and objects;

in case of local emergency situations - heads of public authorities on places;

in case of cross-border and republican extraordinary situatsiyakhrukovoditel of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan (further - GSChS).

The decision on involvement of rescue services is drawn up in writing in form according to appendix to this Provision.

9. Powers of the works manager are determined by liquidation of emergency situations:

The Cabinet of Ministers of the Republic of Uzbekistan - in case of cross-border and republican emergency situations;

public authorities on places - in case of local emergency situations;

state bodies and the organizations - in case of local emergency situations.

10. In case of direct threat of life and to human health works managers on liquidation of emergency situations have the right to make decisions independently:

about holding evacuation actions;

about carrying out rescue operations on the objects and the territories which are in zones of emergency situations;

about restriction of access to zones of emergency situations;

about use for liquidation of emergency situations of material resources of the organizations which are in zones of emergency situations, according to the procedure, established by the legislation;

about attraction to work on liquidation of emergency situations of emergency rescue forming and public rescue forming, and also the rescuers who are not part of the specified forming, in the presence at them the documents confirming their right to carrying out rescue operations;

about attraction on voluntary basis for carrying out urgent rescue operations of the certain citizens who are not rescuers;

about acceptance of other necessary measures caused by development of emergency situations and progress in their liquidation.
