About the child's rights

This Law establishes the rights of the child, obligation of the state, relevant organs and citizens, and also program bases of implementation of state policy in the field of protection of the rights of the child and governs the related relations.
The state proceeds from first priority of the principles of training of the child for full-fledged life in society, developments in it public and creative activity, education of high moral qualities, patriotism and education of the citizen in it. The child is under protection and protection of the state and society.

In this Law the following basic concepts are used:
1) the child – each person which did not reach 18 years, except as specified when it in the procedure established by the law acquires capacity to act or is recognized capable earlier;
2) programs of prevention of risks of separation of children with families – the programs performed by the state or on delegation by the state or the private organizations, directed to prevention of risk of distinguishing of the child with family or realization of its right to live in family;
3) alternative care for the child – the leaving organized in case of impossibility of accommodation of the child in biological family who can be by adoption of establishment of guardianship or custody, care, and in case of impossibility of they are the organizations of leaving in institutions of social protection of the population (orphanages).
