1. Approve enclosed:

- the qualifier of dangerous wastes (further - the Qualifier);

- methodical recommendations about determination of class of danger of waste.

2. This resolution becomes effective from the date of official publication.

3. To impose control over the implementation of this resolution on the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic.

Methodical recommendations about determination of class of danger of waste

The qualifier of dangerous wastes (further - the Qualifier) No. 261 "About measures for implementation of the Law of the Kyrgyz Republic "About production wastes and consumption", using the state standard specification 30775-2001 Interstate standard "Resource-saving is developed according to the order of the Government of the Kyrgyz Republic of April 29, 2002. 3. The qualifier is intended for determination of level of danger and the coding of waste. In case of lack of this type of waste in the qualifier, the level of danger and the coding are proved in each case and are approved with authorized body in the field of environmental protection.

4. The coding of waste considers the field of education, method of warehousing (burial), method of utilization or regeneration, potentially dangerous components, danger level, industry of economy on which objects waste are formed.

5. Determination of level of danger and the coding of waste is made in case of change of technology or upon transition to other raw material resources, and also in other cases when dangerous properties of waste can change.

6. Reference of withdrawal to certain coding is made by the user of nature independently or with involvement of the physical and (or) legal entities performing activities in the field of the address with waste.

7. According to the Basel Convention on the Control of Trans-boundary Movement of Hazardous Wastes and their removal for the purposes of transportation, utilization, storages and burials are established 3 levels of danger of waste:

1) Green - index G;

2) Amber - index A;

3) Red - index R.

8. Coding of waste is based on consecutive consideration and determination of the main signs of waste, their toxicological, ecological and other characteristics.

9. The types of waste given in the Qualifier if necessary can be added.

10. The complete classification code of waste consists of 9 blocks of the multiple-valued codes divided by one virgule.

11. Each group is designated by letter of the Latin alphabet and separated by gap. The complete code of waste includes the following code groups (blocks):

- the list of nomenclature groups of waste (No.) - appendix A of state standard specification 30775-2001;

- core activity as a result of which waste (R) was formed;

- the reasons of transfer of material (product) in withdrawal (Q) - appendix B state standard specification 30775-2001;

- aggregate state of waste (W) - appendix B state standard specification 30775-2001;

- class of danger of waste (T);

- the identifier of dangerous components of waste (C) - appendix G state standard specification 30775-2001;

- the properties determining danger of waste (N) - appendix D state standard specification 30775-2001;

- the implemented address method with waste (D, R) - appendix E;

- level of danger of production wastes and consumption (G, A, R) - lists of waste, according to the Basel Convention on the Control of Trans-boundary Movement of Hazardous Wastes and their removal for the purposes of transportation, utilization, storage and burial.
