1. Approve the Agreement "About mutual recognition of privileges and guarantees for participants and disabled people of the Great Patriotic War, combatants in the territory of other states, families of the died military personnel" signed on April 15, 1996 in the city of Moscow.

2. This Law becomes effective from the date of publication.

The agreement on mutual recognition of privileges and guarantees for participants and disabled people of the Great Patriotic War, combatants in the territory of other states, families of the died military personnel

The governments of the State Parties of this agreement, further - the Parties, understanding special importance of social protection of disabled people and participants civil and the Great Patriotic War of wars, combatants in the territory of other states, families of the died military personnel, being guided by need of mutual recognition in the territory of the states of privileges and guarantees for the above-stated categories of persons, agreed as follows:

Article 1

Action of this agreement extends to disabled people and participants civil and the Great Patriotic War of wars, combatants in the territory of other states, family of the died military personnel and to other categories of persons to which privileges by the legislation of the former USSR according to appendix 1 to this agreement are provided.

Article 2

The categories of persons specified in Article 1 of this agreement irrespective of in the territory of what state from the Parties they live, use the privileges and guarantees provided by the national legal system of the Parties and this agreement.

The parties will not establish in the territory of the states amount of privileges and guarantees below, than it is provided by appendix 2 to this agreement.

Article 3

The categories of persons specified in Article 1 of this agreement, which are temporarily staying in the territory of the states of the Parties have the following privileges and warranties:

1. Free receipt of ambulance and emergency medical service to absolute recovery or, at least, till time when transportation of the patient to the place of residence is not dangerous to his health and life, without mutual compensation of costs by the Parties.

2. Free or with 50 percent discount receipt of drugs according to recipes of doctors of polyclinic of the state of stay in case of out-patient (polyclinic) treatment if the specified categories of persons have the privileges on provision of medicines established by appendix 2 to this agreement without mutual compensation of costs by the Parties on the basis of the mutual arrangement between them.

3. Preferential servicing by the companies and organizations of consumer services, trade, public catering, housing and communal services, transport, provision of privileges in case of the visit of cultural and educational institutions according to the procedure determined by the Party of stay if the specified categories of persons have these privileges according to appendix 2 to this agreement.

Article 4

The rights of disabled people and participants of the Great Patriotic War to preferential journey on the corresponding modes of transport are determined by the Agreement on mutual recognition of the rights to preferential journey for disabled people and participants of the Great Patriotic War, and also persons equated to them signed by heads of governments of the Commonwealth of Independent States on March 12, 1993.

Article 5

Financing of the costs connected with provision of privileges and guarantees to the categories of persons specified in Article 1 of this agreement is performed by the Parties according to their national legal system.

Article 6

The parties will take measures for ensuring protection of graves, monuments to disabled people and participants of the Great Patriotic War, to combatants in the territory of other states and to other categories of persons specified in Article 1 of this agreement.

Article 7

The parties inform each other on changes in the legislation existing in their states in the field of social protection of category of persons specified in Article 1 of this agreement through the Advisory Board on work, migration and social protection of the population of the State Parties of the Commonwealth of Independent States.

Article 8

The basis for provision of privileges are the documents issued by relevant organs of the former USSR or the Parties in the forms operating for January 1, 1992 at the permanent address of person having the right to privileges.
