According to the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed technical regulation "Requirements to Safety of the Oil and Gas, Drilling, Prospecting and Geophysical Equipment".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of the Oil and Gas, Drilling, Prospecting and Geophysical Equipment"

1. Scope are made

1. This technical regulation "Requirements to Safety of the Oil and Gas, Drilling, Prospecting and Geophysical Equipment" (further - the Technical regulation) acts on the territory of the Republic of Kazakhstan and extends to the estuarial oil and gas, drilling, prospecting and geophysical equipment used in the territory of the Republic of Kazakhstan.

2. The technical regulation extends to the equipment which list is given in appendix of 1 Technical regulation, according to codes of the Commodity nomenclature of external economic activity of the Republic of Kazakhstan (further - the Commodity Nomenclature of Foreign Economic Activity of RK).

3. Identification of the estuarial oil and gas, drilling, prospecting and geophysical equipment is made by use of the RK Commodity Nomenclatures of Foreign Economic Activity codes and the codes corresponding to them on products Qualifier by types of economic activity (KP of foreign trade activities) of RK Group 04-2008, on marking and accompanying documents, parameters, indicators and requirements which are in total sufficient for recognition.

For unambiguous identification of the oil and gas equipment information for the consumer shall be located in a visible place products and is executed in the form of marking: necessary minimum data, accurate and nonerasable during the predicted service life:

name and address of the manufacturer;

product name;

designation of series or type;

serial serial number;

year of production;

warning signs;

maximum speed of rotation of details; the mass of the equipment, use in potentially explosive atmosphere, need of use of individual protection equipment.

4. Marking, signs and warning signs shall be unambiguous are understood.

5. The major dangerous factors (risks) which it is necessary to avoid in case of use of the estuarial oil and gas, drilling, prospecting and geophysical equipment are:

1) highly located and poorly fixed objects and low-strong parts of designs capable to fall or fall upon the workers who are under them in case of installation and operation of the estuarial oil and gas, drilling, prospecting and geophysical equipment;

2) the increased noise level and vibrations in case of installation and operation of the estuarial oil and gas, drilling, prospecting and geophysical equipment;

3) the dangerous production factors connected with non-compliance with occupational safeties and health regulations in case of installation and operation of the estuarial oil and gas, drilling, prospecting and geophysical equipment;

4) mobile parts of the estuarial oil and gas, drilling, prospecting and geophysical equipment, the moving products;

5) insufficient illumination of the working area;

6) possibility of impact on the worker of electric current;

7) dangerous operational processes in case of which the excessive amount of heat is generated;

8) leakage of flange connections, armature;

9) uneven distribution of load in case of transportation and strapping.

2. Terms and determinations

In the Technical regulation the terms and determinations corresponding to the laws of the Republic of Kazakhstan of April 3, 2002 "About industrial safety on hazardous production facilities" of July 21, 2007 "About safety of machines and the equipment", of November 9, 2004 "About technical regulation", of December 4, 2002 "About sanitary and epidemiologic wellbeing of the population" are applied, and also:

1) hostile environment - set of natural and (or) artificial factors which influence causes the increased depreciation (aging) of fixed assets in the course of their operation;

2) drilling equipment - the technical tool or set of technical means used for drilling of oil and gas wells;

3) the prospecting and geophysical equipment - technical means or set of the technical means intended for determination of the place of laying of well, control of process of drilling of well, studying of geological section of well, geological control of opening of layer and the course of testing;

4) testing of the equipment - experimental determination of quantity and (or) quality characteristics of properties of the equipment as result of impact on it, in case of its functioning;

5) the equipment - the technical device established on the machine and necessary for accomplishment of the main and (or) additional functions of machines and also for their consolidation in single complex;

6) acceptance tests of the equipment - the monitoring tests of the ready equipment which are carried out for the purpose of the solution of question of feasibility of statement of this equipment on production and (or) proper uses;

7) incoming inspection - control of products of the supplier who arrived to the consumer or the customer and intended for use in case of production, repair or operation of products;

8) protective barrier - part of the machine which is used especially for ensuring protection by means of physical barrier;

9) the declaration of industrial safety - the document containing the following data:

list of dangerous substances (including derivatives) and their characteristics;

factors of dangerous influence (each factor separately; in interaction with other factors; in interaction with the environment);

technology data on distribution of dangerous factors;

analysis of danger and risk;

technical solutions on safety;

analysis of conditions of emergence of emergencies;

training of personnel for actions in emergencies;

scheme of probable scenarios of origin and development of accidents;

liquidation plan of accidents (warning system; means and measures for protection of people; reserve resources for accident elimination, emergency situations; medical support on assistance to victims);

10) the estuarial oil and gas equipment - the technical tool or set of the technical means established on the mouth of well of oil or gas well in case of its construction, operation or repair intended for accomplishment of one or several independent functions connected with sealing of the mouth;

11) refusal (malfunction) - the event consisting in violation of operating state of the equipment.
