About approval of Rules of implementation of sanitary and quarantine control over delivery and spread of infectious and parasitic diseases on Frontier of the Republic of Kazakhstan and ensuring sanitary protection of border and the territory of the Republic of Kazakhstan

According to the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of implementation of sanitary and quarantine control over delivery and spread of infectious and parasitic diseases on Frontier of the Republic of Kazakhstan and ensuring sanitary protection of border and the territory of the Republic of Kazakhstan.

2. Declare invalid the order of the Government of the Republic of Kazakhstan of November 22, 2003 No. 1168 "About approval of Rules of implementation of sanitary and quarantine control and ensuring sanitary protection of border and territory of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2003, No. 44, the Art. 475).

3. This resolution becomes effective from the date of the first official publication.

Rules of implementation of sanitary and quarantine control over delivery and spread of infectious and parasitic diseases on Frontier of the Republic of Kazakhstan and ensuring sanitary protection of border and the territory of the Republic of Kazakhstan

1. General provisions

1. These rules of implementation of sanitary and quarantine control over delivery and spread of infectious and parasitic diseases on Frontier of the Republic of Kazakhstan and ensuring sanitary protection of border and the territory of the Republic of Kazakhstan (further - Rules) are developed according to the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and determine procedure for sanitary and quarantine control over delivery and spread of infectious and parasitic diseases on Frontier of the Republic of Kazakhstan and ensuring sanitary protection of border and the territory of the Republic of Kazakhstan.

2. Sanitary and quarantine control - the control of sanitary and epidemiologic condition of load and the state of health of people when moving people and loads through Frontier of the Republic of Kazakhstan which is carried out for the purpose of non-admission of delivery on the territory of the country of infectious and parasitic diseases and also substances and products potentially hazardous to health of the person.

3. Sanitary and quarantine control at check points through Frontier of the Republic of Kazakhstan is component of sanitary protection of border and territory of the Republic of Kazakhstan.

4. At check points through Frontier of the Republic of Kazakhstan sanitary and quarantine Items for implementation of sanitary and quarantine control of passengers, crews, crews of train, vehicles, the loads constituting health hazard of the population are organized.

5. Sanitary and quarantine control at check points (sanitary quarantine Items) through Frontier of the Republic of Kazakhstan is carried out by territorial subdivisions of state body in the field of sanitary and epidemiologic wellbeing of the population.

2. Procedure of sanitary and quarantine control and ensuring sanitary protection of border and territory of the Republic of Kazakhstan

6. Sanitary and quarantine control is carried out for the purpose of non-admission of delivery and spread of the following infectious and parasitic diseases:

1) quarantine infections (plague, cholera, yellow fever);

2) especially dangerous infections (contagious viral hemorrhagic fevers: Lassa, Marburg, Ebola, Junin, Machupo, Congo-Crimean hemorrhagic fever);

3) heavy sharp respiratory syndrome or atypical pneumonia;

4) the pandemic flu caused by new high-pathogenic subtype (A/H1N1/, bird flu of A(H5N1) and other types);

5) parasitic diseases (malaria).

7. Officials of sanitary and epidemiologic service at check points on Frontier of the Republic of Kazakhstan carry out sanitary and quarantine control in case of:

1) arrival of passenger and other vehicle or physical person from the countries, unsuccessful on the infectious and parasitic diseases provided in Item 6 of these rules at the time of arrival;

2) receipt of the message from crew of passenger and other vehicle on availability of the patient or person with suspicion of infectious and parasitic disease on the vehicle;

3) receipt of information from competent authorities of the country of the sender, transit or the receiver on arrival of the load constituting health hazard of the population;

4) detection of signs of opening of containers and lash ships at check points through Frontier of the Republic of Kazakhstan or violation of their integrity;

5) detection on the vehicle of insects carriers of the infectious and parasitic diseases listed in Item 6 of these rules, rodents and the fallen rodents.

8. The officials exercising the state control at check points through Frontier of the Republic of Kazakhstan in case of the address of persons to them with claims to the state of health immediately inform the officials exercising sanitary and quarantine control.

9. The officials exercising sanitary and quarantine control at check points through Frontier of the Republic of Kazakhstan on presentation of the official ID freely visit rooms, vehicles where there are crew members, passengers and loads constituting health hazard of the population.

10. To the officials exercising sanitary and quarantine control, commanders of crews of aircrafts, captains of ocean ships, foremen of crews of train submit the following documents:

1) medical and sanitary declaration of the passenger vehicle;

2) certificate on disinfection, disinsection and deratization of passenger and other vehicle;

3) accompanying documents on the loads certifying its safety (the sanitary and epidemiologic conclusion (the hygienic conclusion, the hygienic certificate), appropriate certificates (sanitary, compliance, qualities, health) issued by competent authority of the exporting country.

11. Sanitary and quarantine control of physical persons (except for passengers of aircrafts, ocean ships and trains) is carried out at check points through Frontier of the Republic of Kazakhstan constantly for the purpose of exception of cases of import and distribution on the territory of the Republic of Kazakhstan of infectious and parasitic diseases.
