For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed technical regulation "Requirements to Safety of Processes of Development of Ore, Nonmetallic and Loose Fields by Underground Method".
2. This resolution becomes effective after six months from the date of the first official publication.

1. This technical regulation "Requirements to Safety of Processes of Development of Ore, Nonmetallic and Loose Fields by Underground Method" (further - the Technical regulation) establishes the minimum requirements to safety of the processes connected with development of ore, nonmetallic and loose mineral deposits by underground method.
2. Development of minerals by underground method includes opening, preparation for dredging, production and transportation of mountain weight within mountain branch. The major dangerous factors (risks) which should be avoided are:
1) collapses of breeds and mountain blows;
2) pollution of the miner atmosphere;
3) threat of break of water and gases;
4) vzryvo-fire danger.
3. The technical regulation does not extend to processes of development of combustible minerals, radiation-hazardous productions, including in case of underground lixiviation, protection of subsoil.
4. In this Technical regulation the terms and determinations established by the legislation in the field of technical regulation and in the field of industrial safety and also the following terms with the corresponding determinations are applied:
1) reversal of ventilating stream - artificial change of the direction of movement of air in excavations on the return (opposite);
2) underground excavations - whether the constructions in earth subsoil created as a result of conducting mining operations irrespective of they have exit to surface or not;
3) face - the surface of mineral or rocks moving in space being subject to their dredging;
4) miner air - the mix of atmospheric air with the gases and vapors filling excavations, experiencing different changes in the structure in case of movement on developments;
5) tub - the lifting vessel applied in case of driving of trunks of mines and holes;
6) production - complex of production processes on extraction of mineral from subsoil;
7) collapse of rocks - displacement of breeds with destruction of layers and department from array of separate pieces and blocks;
8) airing of excavations - steady maintenance of the atmosphere in condition of proper purity on high-quality structure in all operating excavations;
9) mountain blow - the instant brittle destruction of tselik or regional part of array which is shown in the form of emission of ore (breed) in underground developments.
