About approval of the technical regulation "Requirements to Safety of Stationary Compressor Refrigeration Units"

For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed technical regulation "Requirements to Safety of Stationary Compressor Refrigeration Units".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of Stationary Compressor Refrigeration Units"

1. Scope

1. This technical regulation "Requirements to Safety of Stationary Compressor Refrigeration Units" (further - the Technical regulation) establishes requirements to safety of stationary compressor refrigeration units (further - refrigeration units) and to processes of their lifecycle.

2. Identification of refrigeration units is made by use of the codes of the commodity nomenclature of foreign economic activity of the Republic of Kazakhstan (further - the Commodity Nomenclature of Foreign Economic Activity of RK) specified in appendix to this Technical regulation on marking and accompanying documents, on signs, parameters, indicators and requirements which are in total sufficient for recognition.

3. The major dangerous factors (risks) which should be avoided in the course of lifecycle of refrigeration units are:

1) unprotected mobile elements;

2) the increased noise level and vibrations;

3) dangerous voltage level in electric chain and possibility of its impact on the worker;

4) all-toxic and irritant action of coolant;

5) fire-dangerous and explosive elements.

4. Requirements of this Technical regulation do not extend to compressor installations for air conditioning.

2. Terms and determinations

5. In this Technical regulation the terms and determinations established by the legislation in the field of technical regulation and industrial safety and also the following terms with the corresponding determinations are applied:

1) the switching device - the pipeline gate controlling two protection devices and executed so that one of these devices could be switched off from work (in case of concurrent work of another);

2) the evaporator - part of the equipment of refrigerating system in which liquid coolant evaporates;

3) the compressor - the device allowing to increase mechanically coolant pressure;

4) the compressor aggregate - the aggregate which part are the compressor and another, as a rule, the additional energy and regular equipment unified for various refrigerating systems, but without condenser and receiver;

5) the compressor and vaporizing aggregate - the aggregate which part one or several compressors and another, as a rule, the regular equipment unified for various refrigerating systems, including one or several evaporators and, perhaps, receiver are;

6) the compressor and condenser aggregate - the aggregate which part one or several compressors and another, as a rule, the regular equipment unified for various refrigerating systems, including one or several condensers and, perhaps, receiver are;

The condenser - the heat exchanger in which coolant after compression with the corresponding pressure is condensed giving 7) to warmly external cooling environment;

8) the compressor of volume action - the compressor in which increase in pressure and movement of vapor of coolant happens in case of change of unobstructed capacity of the working camera of compression;

9) the hermetic refrigerating compressor - the aggregate in which compressors and the electric motor hermetically are built in in one casing and have no the shaft coming to light with omental consolidation. The electric motor works in the environment of coolant;

10) the engine room - the room intended for placement of the capital equipment of refrigerating system taking into account safety which is not that if in it only condensers, evaporators or pipelines are placed;

11) coolant (the refrigerating agent) - the working environment used in refrigerating system which absorbs warmth in case of low values of temperature and pressure and marks out warmth in case of higher values of temperature and pressure. This process is followed by change of aggregate state of working environment;

12) the safety valve - the device intended for automatic pressure reduction in case of excess of admissible value, and also for the subsequent automatic overlapping of flow of coolant when lowering its pressure is lower than the established value;

13) hladonositel - the liquid used for transfer of heat without change of its aggregate state;

14) liquid receiver - the reservoir which is constantly connected with system the entering and leaving pipelines and intended for storage of liquid coolant;

15) the locking device - the device allowing to interrupt coolant flow;

16) devices refrigerating - the equipment entering refrigerating system (condensers, evaporators, receivers);

17) refrigeration unit - aggregates, nodes and other components of refrigerating system and the equipment necessary for their functioning;

18) the equipment of refrigeration unit - the equipment of refrigerating system including everything or part of the following devices: compressor, condenser, evaporator, steam generator, absorber (adsorber), receiver, connecting pipeline;

19) refrigerating system - set of the parts which are reported among themselves containing coolant and forming one closed refrigerating contour for circulation of coolant for the purpose of supply and heat extraction;

20) pipelines - pipes and the channel device intended for connection among themselves of various parts of refrigerating system.

3. Product circulation conditions in the market of the Republic of Kazakhstan

6. Refrigeration units, are not subject to realization in the market if they do not conform to requirements of this Technical regulation and can do harm to life, health of the person and the environment.

7. The refrigeration units coming to the market and put into operation in the Republic of Kazakhstan shall meet safety requirements during all useful life established by the manufacturer in case of accomplishment by the consumer of the requirements established in documentation.

8. The complete and reliable information given in the accompanying documentation is provided to consumers of refrigeration units.

9. The accompanying documentation shall contain:

1) project documents and passport of products;

2) mounting instruction of refrigeration unit;

3) operating manual of refrigeration unit.
