About approval of the technical regulation "Requirements to Safety of Hoisting-and-transport Means"

For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed technical regulation "Requirements to Safety of Hoisting-and-transport Means".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of Hoisting-and-transport Means"

1. Scope

1. This technical regulation "Requirements to Safety of Hoisting-and-transport Means" (further - the Technical regulation) establishes requirements to hoisting-and-transport means and to processes of their lifecycle.

2. Identification of hoisting-and-transport means, is made by use of codes of the commodity nomenclature of foreign economic activity of the Republic of Kazakhstan (further - the Commodity Nomenclature of Foreign Economic Activity of RK) given in appendix to this Technical regulation on marking and accompanying documents, on signs, parameters, indicators and requirements which are in total sufficient for recognition.

3. This Technical regulation extends on:

1) hoisting cranes of all types, including cranes manipulators;

2) the load electric trolleys moving on elevated railway lines together with cabin of management;

3) the cranes excavators intended for work only with the hook suspended on rope or electromagnet;

4) electric waists;

5) winches for load lifting and (or) people;

6) replaceable load gripping bodies (hook, grab, load-lifting electromagnet).

4. This Technical regulation does not extend on:

1) the hoisting-and-transport means established in mines on ocean and river crafts, other floating constructions;

2) the excavators intended for work with the digging equipment or the grab;

3) the cranes intended for work only with the hinged equipment (vibropogruzhatel, shpuntovydergivatel, cradles, drilling equipment);

4) hoisting-and-transport means floor, charging and landing machines, the pipe layers, electro-and auto-loaders, pilers, put - and mostoukladochny machines, manipulators;

5) mounting polyspasts and designs to which they are suspended (masts, shevra, beams);

6) hoisting-and-transport means of the military of department;

7) manual waists.

5. The major dangerous factors (risks) which should be avoided are:

1) instability in working and non-working provision;

2) movement overspeeding;

3) exceeding of angle of rotation;

4) load-carrying capacity exceeding;

5) mechanical impact on personnel;

6) the operating electroinstallations;

7) wind loadings;

8) fire-dangerous and explosive elements.

2. Terms and determinations

6. In this Technical regulation the terms and determinations established by the legislation in the field of technical regulation and industrial safety and also the following terms with the corresponding determinations are applied:

1) testing dynamic - testing of hoisting-and-transport means by accomplishment of labor movements under the loading exceeding load-carrying capacity of hoisting-and-transport means;

2) bias of way - bias on which work of hoisting-and-transport means is allowed;

3) hoisting-and-transport means - the lifting device of cycling action with back and forth motion of load gripping body;

4) counterbalance - the loads attached to the counter-weight console or to rotary platform for equilibration of weight of working load and/or separate parts of hoisting-and-transport means in operating time;

5) cargo payload - load weight lifted by hoisting-and-transport means and suspended by means of removable load gripping devices, and in case of their absence suspended directly to fixed load gripping devices;

6) testing static - testing of hoisting-and-transport means by static appendix of the loading to load gripping body exceeding load-carrying capacity of hoisting-and-transport means.

3. Conditions of market circulation

7. Hoisting-and-transport means (further - PTS), are allowed to realization in the market if they conform to requirements of this Technical regulation and exclude damnification of life, to health of the person and the environment.

8. The complete and reliable information given in the accompanying documentation is provided to consumers of PTS.

9. The accompanying documentation shall contain:

1) project documents and passport of products;

2) instruction for installation of PTS;

3) maintenance instruction of PTS;

4) assembly drawings of PTS and assembly units;

5) passports of steel ropes;

6) passports of hire and fasteners;

7) pick list.

10. The maintenance instruction shall include:

1) instructions for installation, assembly, adjustment or adjustment;

2) instructions for regular use of PTS, measures for safety which need to be observed in case of operation (including commissioning, proper use, maintenance, all types of repair and technical certificates, remedies, transportation and storage);

3) the appointed indicators of service life or the appointed resource;

4) the list of critical refusals, possible human errors leading to accident and the actions preventing the specified mistakes;

5) extreme criteria of conditions.

11. Marking is carried out according to requirements of the order of the Government of the Republic of Kazakhstan of March 21, 2008 No. 277 "About approval of the Technical regulation "Requirements to Packaging, Marking, Labelling and Their Correct Drawing".

12. PTS, and if necessary separate assembly units shall have accurate and nonerasable marking.

4. Requirements to safety

13. The possibility of work of PTS in the explosion-fire-hazardous circle (with indication of category of the circle) shall be specified in the passport.

14. PTS, their nodes, mechanisms, stations of management, system of protection and devices of safety, shall conform to requirements of this Technical regulation.

15. Self-propelled PTS shall be steady in working and non-working provision.

16. The bias of way of load trolleys at goat and console PTS in case of the most adverse provision of the cart with the greatest working load shall not exceed 0,003 hail. The specified regulation of bias does not belong to PTS at which the mechanism of movement of the cart is equipped with automatic brake of the closed type, or at which the cart moves rope draft.
