Approve Regulations on political and diplomatic measures and mechanisms of response of the Shanghai Cooperation Organization to the situations threatening the world safety and stability in the region (is applied).

Regulations on political and diplomatic measures and mechanisms of response of the Shanghai Cooperation Organization to the situations threatening the world, safety and stability in the region

This Provision determines procedure for coordination of efforts and interaction of state members of the Shanghai Cooperation Organization (further - SCO or the Organization) by development and realization of political and diplomatic measures and mechanisms of response of SCO to the situations threatening the world, safety and stability in the region.

Section 1

1.1. In case of origin in any of state members of SCO of the situation threatening the world, safety and stability in the region, the Secretary general of SCO (further - the Secretary general) on behalf of the Organization can make the statement (orally and/or in writing, and/or by placement of the text of the statement on the official website of the Organization).

The draft of such statement quickly, as a rule, within 24 hours from the moment of emergence of the specified situation, prepares the Secretariat of SCO (further - the Secretariat) and is without delay transmitted to state members of SCO through their permanent representatives under the Secretariat for review within a day.

State members of SCO after receipt of the draft statement from the Secretariat officially inform within 24 hours of the Secretary general on the line items according to this document.

In case notes and/or project proposals of the statement arrived from state members of SCO, the question is considered promptly (no more days) by the Secretariat together with permanent representatives of state members of SCO under the Secretariat.

The text of the statement is considered approved if any of state members of SCO in the course of approval did not object to it (consensus).

In case of impossibility of reaching consensus the question of the statement of the Secretary general is removed from the agenda.

1.2. If any of state members of SCO it is interested in that the Secretary general on behalf of the Organization made the developed statement in connection with the arisen situation, it notifies on it the Secretary general through the permanent representative under the Secretariat and at the same time represents it the draft of such statement. The secretary general approves the text of the statement before its promulgation with other state members of SCO according to the procedure, stipulated in Item 1.1. this provision.

1.3. On behalf of the Organization the head of state or the Minister of Foreign Affairs of the state in the territory of which the regular meeting of Council of heads of states - members of SCO (the daleepredsedatelstvuyushchy state) is held can make the statement for the situation threatening the world, safety and stability in the region orally and/or in writing, and/or by placement of the text of the statement on the official website of the Organization.

The draft statement prepares the presiding state. Before promulgation the text of the statement is approved through diplomatic channels with other state members of SCO according to the procedure, stipulated in Item 1.1. this provision.

1.4. If the situation threatening the world, safety and stability in the region arose outside the territories of state members of SCO, the Secretary general on behalf of the Organization can make the statement orally and/or in writing, and/or by placement of the text of the statement on the official website of the Organization. The question of feasibility of such statement and the draft statement which prepares the Secretariat are approved according to the procedure, stipulated in Item 1.1. this provision.

Any state member of SCO can through the permanent representative under the Secretariat address in writing the Secretary general with initiative about that the Secretary general on behalf of the Organization made the statement in connection with the situation threatening the world, safety and stability in the region which developed outside the territories of state members of SCO, having provided at the same time the draft of such statement. The similar initiative without delay is carried by the Secretary general to other state members of SCO through their permanent representatives under the Secretariat and is approved according to the procedure, stipulated in Item 1.1. this provision.

1.5. Due to the emergence of the situation threatening the world, safety and stability in the region can make statements during the meetings Council of heads of states - members SCO, Council of Heads of Government (Prime Ministers) of state members of SCO, Council of Foreign Ministers of state members (further - SMID) SCO, and also Council of Regional anti-terrorist structure (further - RATS) SCO.

Section 2

2.1. In case of need more detailed study of reaction of SCO to the situation threatening the world, safety and stability in the region, state members of SCO hold consultations at the level of heads (deputy managers) of the relevant divisions of Foreign Ministries of state members of SCO. Such consultations are held at the initiative of one of gosudarstvchlen of SCO or the Secretary general and in case of the consent of other state members of SCO. In need of the same purposes the emergency meeting of SMID SCO can be held.

The proposal on carrying out consultations can be made on behalf of the head of state or the Minister of Foreign Affairs of one of gosudarstvchlen of SCO and is sent to all state members of SCO and the Secretary general.

The offer on carrying out such consultations shall contain the draft of the agenda, information on the level of participants, the place and time of their carrying out.

By agreement of state members of SCO consultations can have confidential character. The host state - the member of SCO creates the corresponding conditions for their carrying out.

If necessary the decisions made within consultations are drawn up in the form of protocols of meetings or in the form approved by state members other SCO.
