About approval of Industrial safety rules in steel-smelting production

According to the Law of Ukraine "About labor protection" PRIKAZYVAYU:

1. Approve Industrial safety rules in steel-smelting production (further - Rules) (are applied).

2. Repeal the order of the State committee of Ukraine on supervision of labor protection of 19.02.97 N 33 "About approval of Safety rules for steel-smelting production".

3. The order becomes effective from the date of its official publication.

4. To the head of department of the organization of the state supervision in metallurgy, power, construction and Ivanchenko V. I. boiler inspection. provide submission of this order on state registration in the Ministry of Justice of Ukraine.

5. To the head of department of normative and legal and legal providing Prokhorov V. V. to enter changes in the State register of regulatory legal acts concerning labor protection and to post this order on the website of Gosgorpromnadzor.

6. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

7. To impose control over the implementation of this order on the vice-chairman of Committee Dunas S. V.

Industrial safety rules in steel-smelting production

I. Scope

1.1. These Rules extend to all subjects of managing irrespective of patterns of ownership which are engaged in designing, construction, operation, reconstruction and repair of objects of steel-smelting production (further - the companies).

1.2. Requirements of these Rules are obligatory for all subjects of managing irrespective of patterns of ownership which are occupied with designing, construction, operation, reconstruction, testing, adjustment and repair of the companies and trial shops on steel production, and also designing, production and repair of the equipment for them.

II. General provisions

2.1. Designing, construction and reconstruction of steel-smelting shops and their equipment shall be performed according to construction regulations and rules Construction Norms and Regulations 2.09.02-85 * "Factory buildings", the State health regulations of planning and building of settlements approved by the order of the Ministry of Health of Ukraine of 19.06.96 of N 173, registered in the Ministry of Justice of Ukraine 24.07.96 for N 379/1404 (further - the chipboards 173-96) registered by the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations of 19.10.2004 of N 126, in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further - NAPB A.01.001-2004), Regulations on procedure for conducting state examination (check) for the project documentation on construction and reconstruction of production facilities and production of means of production on compliance to their regulations about labor protection, the approved resolution of the Cabinet of Ministers of Ukraine of 23.06.94 N 431.

Bring changes in designs of steel-smelting aggregates and the equipment of steel-smelting shops, and also to increase cages of furnaces, converters without coordination with the project organization or manufacturing plant are not allowed.

2.4. Working conditions on workplace, safety of engineering procedures, operation of machines, mechanisms, the equipment and other means of production, condition of means of collective and individual protection which are used by the worker and also sanitary living conditions shall meet the requirements of the corresponding regulatory legal acts for labor protection.

2.5. At the companies irrespective of patterns of ownership in case of approach of accident it is necessary to organize investigations and to record accidents, occupational diseases and accidents according to requirements of the Procedure for the investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112.

2.6. At the steel-smelting companies the employer develops and approves regulations on security service of work according to the Standard regulations on security service of work approved by the order of the State committee of Ukraine on supervision of labor protection of 15.11.2004 of N 255, registered in the Ministry of Justice of Ukraine 01.12.2004 for N 1526/10125 (NPAOP 0.00-4.21-04).

2.7. All companies shall have the instructions for labor protection approved by the employer.

Instructions for labor protection shall conform to requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of Ukraine of the Ministry of Labour and Social Policy of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 (further - NPAOP 0.00-4.15-98), the Procedure for development and approval of regulations by the owner about labor protection which act on the company, the State committee of Ukraine on supervision of labor protection approved by the order of 21.12.93 of N 132, registered in the Ministry of Justice of Ukraine 07.02.94 for N 20/229 (NPAOP 0.00-6.03-93).

2.8. The employer shall for the means provide financing and organize carrying out preliminary (during acceptance for work) and periodic (during labor activity) medical examinations of workers according to the procedure and terms established by the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.

2.9. Application of work of women at the works specified in the List of hard work and works with harmful and dangerous working conditions on which application of work of women is forbidden approved by the order of the Ministry of Health of Ukraine of 29.12.93 of N 256, registered in the Ministry of Justice of Ukraine 30.03.94 for N 51/260 is not allowed.

The raising and cargo transfer manually is allowed by women within Limit rates of raising and movement of the heavy things by women approved by the order of the Ministry of Health of Ukraine of 10.12.93 of N 241, registered in the Ministry of Justice of Ukraine 22.12.93 for N 194.

2.10. Application of work of minors at the works specified in the List of hard work and works with harmful and dangerous working conditions on which application of work of minors is forbidden approved by the order of the Ministry of Health of Ukraine of 31.03.94 of N 46, registered in the Ministry of Justice of Ukraine 28.07.94 for N 176/385 is not allowed.

The raising and movement of heavy things by minors is allowed within Limit rates of raising and movement of the heavy things by minors approved by the order of the Ministry of Health of Ukraine of 22.03.96 of N 59, registered in the Ministry of Justice of Ukraine 16.04.96 for N 183/1208.

2.11. Carrying out training and examination concerning labor protection is carried out according to the Standard regulations on procedure for carrying out training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (further - NPAOP 0.00-4.12-05).

2.12. The employer shall according to article 5 of the Law of Ukraine "About labor protection" during execution of an employment agreement acquaint workers behind the personal signature about working conditions at the company, availability on workplace where they will work, dangerous and harmful production factors which are not eliminated, and possible consequences of their influence on health, and also about their rights to privileges and compensations for work in such conditions.

2.13. At the companies on the basis of the List of works with the increased danger, the State committee of Ukraine on supervision of labor protection approved by the order of 26.01.2005 N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 232/10512 (NPAOP 0.00-8.24-05), taking into account specifics of production by the employer are developed and affirm the corresponding list of works with the increased danger which carrying out requires special training and annual examination concerning labor protection.

2.14. Works with the increased danger need to be performed according to the work permit of the established form. The work permit which is issued to the executive in charge of works before works of the increased danger shall be drawn up according to requirements "Regulations on application of work permits in case of works of the increased danger at the companies and in the organizations of the Ministry of metallurgy of the USSR", the Ministry of metallurgy of the USSR approved by the order 20.06.90 (further - NPAOT 27.0-4.02-90).

In the work permit issued on work of the increased danger the complete amount of organizational and technical measures which acceptance will provide safe work in specific conditions shall be specified.

The list of positions of heads and specialists who have the right to issue work permits shall affirm the authorized officer of the company.

2.15. For all workers in case of acceptance for work and on place of employment it is necessary to provide passing of instructing in fire safety according to requirements of the Standard regulations on instructing, special training and examination concerning fire safety at the companies, in organizations and the organizations of Ukraine, the Ministry of Ukraine approved by the order concerning emergency situations and for protection of the population against consequences of the Chernobyl catastrophic crash of 29.09.2003 of N 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for N 1148/8469 (NAPB B.02.005-2003).

2.16. In each steel-smelting shop plans of localization and liquidation of emergencies and accidents according to the Regulations on plan development of localization and liquidation of emergencies and accidents approved by the order of Committee on supervision of labor protection of Ukraine of the Ministry of Labour and Social Policy of Ukraine of 17.06.99 of N 112, registered in the Ministry of Justice of Ukraine 30.06.99 for N 424/3717 shall be approved (further - NPAOP 0.00-4.33-99).

2.17. The employer shall provide all workers with overalls, special footwear and other individual protection equipment, and also safety devices according to requirements of Regulations of free issue of special clothes, special footwear and other individual protection equipment to workers of metallurgical industry approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 27.08.2008 of N 187, registered in the Ministry of Justice of Ukraine 01.10.2008 for N 918/15609 (further - NPAOP 27.0-3.01-08), and also the washing and neutralizing means according to legislation regulations.

2.18. The procedure for issue, storage and use of individual protection equipment shall conform to requirements of the Regulations on procedure for the providing workers with special clothes, special footwear and other individual protection equipment approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 24.03.2008 of N 53, registered in the Ministry of Justice of Ukraine 21.05.2008 for N 446/15137 (further - NPAOP 0.00-4.01-08).

It is not allowed to allow to work of workers who have no corresponding overalls, special footwear and other individual protection equipment.

2.19. The workers occupied at works with harmful working conditions free of charge are provided with milk or other equivalent foodstuff according to regulations of the current legislation.

III. General requirements concerning creation of safe working conditions

3.1. Production processes, operation of steel-smelting aggregates and the equipment, repair of machines and mechanisms of steel-smelting production shall conform to requirements of the state standard specifications 12.2.003-91 interstate standards "SSBT. Production equipment. General requirements of safety", GOST 12.2.062-81 * (ST of SEV 2696-80) "SSBT. Production equipment. Barriers protective", GOST 12.2.099-84 "SSBT. Aggregates for smelting became. General requirements of safety", Industrial safety rules during repair of the equipment at the companies of ferrous metallurgy approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 20.08.2008 of N 183, registered in the Ministry of Justice of Ukraine 16.09.2008 for N 863/15554 (further - NPAOP 27.1-1.06-08), NAPB A.01.001-2004, and also the State health regulations of "The company of ferrous metallurgy the" of chipboard 3.3.1.038-99, approved by the resolution of the Chief state health officer of Ukraine of 01.12.99 N 38 (further - chipboard 3.3.1.038-99).

3.2. Safety of production processes shall be ensured:

choice of the most rational engineering procedures;

arrangement, operating mode and procedure for servicing of production equipment;

quality of initial materials;

mechanization and automation of hard and dangerous work;

remote control of mechanisms in danger areas;

professional selection and training of workers in questions of labor protection;

safety requirements which are included in normative and technical and technological documentation.

3.3. For the purpose of injury prevention it is necessary to provide:

availability in the shop of accurate system of passes with allocation of zones for pedestrian movement with noted marking, indexes and lighting, with the structure of transitional galleries and bridges over dangerous sites, observance of the required distances between walls of buildings, the equipment and mobile transport;

availability of precautionary signs, signals and posters in especially dangerous places and on sites, directly about aggregates and in places of stay of workers, accurately executed schemes of placement and technological communication of aggregates and pipelines of combustible gases, fuel oil, oxygen, air, couple, waters, etc.;

availability of locking devices of pipelines;

content in good repair aggregates, the equipment, machines and mechanisms, tools and devices which are operated.

3.4. It is not allowed to perform work on defective aggregates, the equipment, machines and mechanisms using the broken tools and devices.

3.5. For the purpose of content of steel-smelting aggregates, machines and mechanisms, the equipment in good repair it is necessary:

observe the technical modes set by passports or special instructions of the manufacturing plants;

inspect aggregates, the equipment, machines and mechanisms during acceptance of changes and to eliminate the defects and defects revealed at the same time;

carry out servicing of the metallurgical equipment during change;

perform condition of aggregates, the equipment of machines, mechanisms specialists;

to periodically perform audit and repair of aggregates of the equipment.

3.6. On steel-smelting aggregates, machines and mechanisms, buildings, constructions, flues, gas pipelines, other aggregates and the equipment passports which contain the main specifications shall be constituted and are constituted on DSTU state standard specification 2.601-2006 "Uniform system of design documentation. Operational documents".

3.7. During operation of the equipment, aggregates, mechanisms shall be brought in passports by the authorized person designated by the employer, all data on changes which happened on aggregates (the equipment, machines, mechanisms), about carrying out capital repairs, about the accidents taking place, considerable defects and the taken measures concerning liquidation of their consequences.

3.8. All open rotating parts of machines and mechanisms shall be protected. In especially dangerous places removable barriers shall be blocked with starting and actuating units. These blocking shall exclude possibility of operation of the equipment, machines and mechanisms in case of the removed barrier.

3.9. It is not allowed to work at the equipment with the removed or defective barrier, and also to perform repair, cleaning of mobile parts and fixing of barriers in operating time of machines and mechanisms.

3.10. The mobile and rotating parts of machines and mechanisms located in hard-to-reach spots are allowed to be protected with general barrier with the closing device provided that the barrier will not interfere with servicing of machines and mechanisms.

3.11. All fans shall have safety grid on the soaking-up opening with size of cells no more than 20 x 20 mm.

3.12. Lubricant of the equipment, machines and mechanisms shall be centralized. Manual lubricant of the operating machines and mechanisms is allowed only in the presence of special devices which ensure safety. It is not allowed to carry out lubricant of parts to operating time of machines and mechanisms.

The lubricant and cleaning cloths applied to servicing of machines and mechanisms shall be stored in the established places in the closed metal boxes.

3.13. The device and operation of gas pipelines, the gas equipment and gas devices shall conform to requirements of regulatory legal acts.

3.14. Pipelines, hoses for supply of natural gas, oxygen, fuel oil, air shall be placed in the places excluding possibility of hit of the flaring objects.

Connection of hoses with unions and their separation shall be performed only in case of the closed shutoff valves. Hoses on unions shall be reliably fixed.

3.15. 3.17. During smelting of steel it is necessary:

take measures for the prevention of burns from steel and slag for what to load into the furnace during melting the dry, and if necessary heated, materials;

not allow water effluence from cooling system of steel-smelting aggregates, availability of moisture, combustible materials and objects on working platforms of furnaces, and also in other places of possible hit of the melted metal or slag;

not allow operation of steel-smelting aggregates in the presence of water leakage from cooling systems, and also water availability on working surfaces and under them;

keep workplaces clean and procedure, leaving free the established passes and drives.

3.18. Performance of works concerning cargo transfer by cranes, check of condition of cables and load gripping devices of cranes, and also container (containers, scoops, bunkers, boxes, etc.) which is applied to delivery of burdening and filling materials shall be performed according to requirements of Rules for the Construction and Safe Operation of the hoisting cranes approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 18.06.2007 of N 132, registered in the Ministry of Justice of Ukraine 09.07.2007 for N 784/14051 (NPAOP 0.00-1.01-07).

3.19. Transfer carts shall be equipped with brakes, limit switches and rather sensitive sound alarm system which turns on along with movement of the cart. Tradable wheels of transfer carts shall be equipped with safety guards with gap between guard and head of rail no more than 10 mm.

The design of the transfer cart shall provide steady position of the moved freight. It is not allowed to overload the cart.

wide use of means of collective and individual protection;

normal illumination;

systematic and careful cleaning of rooms.

3.24. The sanitary and hygienic condition of production rooms shall conform to requirements of Sanitary standards of production noise, ultrasound and infrasound of DSN 3.3.6.037-99, approved by the resolution of the Chief state health officer of Ukraine of 01.12.99 N 37 (further - DSN 3.3.6.037-99), the State sanitary standards of production general and local vibration approved by the resolution of the Chief state health officer of Ukraine of 01.12.99 N 39 (further - DSN 3.3.6.039-99), GOST 12.1.005-88 "SSBT. General requirements of safety" (further - GOST 12.1.003-83), Construction Norms and Regulations 2.04.05-91 "Heating, ventilation and conditioning" (further - Construction Norms and Regulations 2.04.05-91), DBN V. 2.5-28-2006 "The engineering equipment of buildings and constructions. Natural and artificial lighting" (further - DBN B.2.5-28-2006), the State sanitary standards and rules during the work with sources of the electromagnetic fields approved by the order of the Ministry of Health of Ukraine of 18.12.2002 of N 476, registered in the Ministry of Justice of Ukraine 13.03.2003 for N 203/7524 (further - DSN 3.3.6.096-2002).

3.25. The equipment of water supply systems and the sewerage shall conform to requirements of chipboard 173-96, Construction Norms and Regulations 2.09.04-87 "Office and household buildings" (further - Construction Norms and Regulations 2.09.04-87) and Construction Norms and Regulations

2.04.02-84 "Water supply. External networks and constructions".

3.26. Water supply sources which are used for supply of economic and drinking water supply systems shall correspond to GOST 2761-84 "Sources of centralized economic and drinking water supply. Hygienic, technical requirements and rules of the choice".

3.27. Quality of drinking water, water for shower, wash basins, ventilation, chilling of air and dust suppression shall conform to requirements of the State health regulations and regulations "Drinking water. Hygienic requirements to quality of water of centralized economic and drinking water supply", N 383, approved by the order of the Ministry of Health of Ukraine of 23.12.96 registered in the Ministry of Justice of Ukraine 15.04.97 for N 136/1940 (DSANPIN N 383-96).

3.28. Production and household premises of the steel-smelting companies shall be provided with drinking water.

3.29. The equipment and operation of boiler rooms of installations, tanks for heating of water and water-to-water heat exchangers of hot water supply shall conform to requirements of Rules of safe operation of electroinstallations of the consumers approved by the order of Committee on supervision of labor protection of Ukraine of the Ministry of Labour and Social Policy of Ukraine of 09.01.98 of N 4, registered in the Ministry of Justice of Ukraine 10.02.98 for N 93/2533 (NPAOP 40.1-1.21-98), Construction Norms and Regulations of 2.04.01-85 and DBN B.2.5-38-2008 "Thermal networks".

3.30. Systems of heating of buildings and constructions shall conform to requirements of chipboard 173-96, Construction Norms and Regulations of 2.04.05-91 and these Rules.

3.31. For the workers who are in not heated production and storage facilities special rooms for heating according to requirements Construction Norms and Regulations shall be provided

3.32. Start-up, adjustment and operation of ventilating systems shall be made according to requirements of chipboard 173-96, Construction Norms and Regulations 2.04.05-91 and GOST 12.4.021-75 "SSBT. Systems ventilating. General requirements".

3.33. Concentration of hazardous substances in air of the working area shall not exceed maximum permissible levels.

3.34. During the organization and conducting the engineering procedures connected using hazardous substances it is necessary to observe safety requirements according to GOST 12.1.007-76 "SSBT. Hazardous substances. Classification and general requirements of safety".
