About protection of atmospheric air

Atmospheric air is one of the basic vital elements of the surrounding environment.
For the benefit of the present and future generations the Republic of Armenia applies evidence-based actions which purpose is prevention and elimination of pollution of atmospheric air, harmful effects on it, and also implementation of international cooperation in the field of protection of atmospheric air.
1. This Law regulates:
1) the legal and organizational basis of protection of atmospheric air directed to preserving quality of atmospheric air;
2) the public relations in the field of protection of atmospheric air for the purpose of quality assurance of the atmospheric air favorable for health of the person and the environment.
1. The legislation on protection of atmospheric air consists of the Constitution of the Republic of Armenia, international treaties of the Republic of Armenia, this Law and other legal acts.
1. Enter the purposes of this Law:
1) quality assurance of the atmospheric air favorable for health of the person and the environment, by its protection against pollution (natural and technogenic);
2) prevention of destruction of ozone layer of the atmosphere, and also negative impact on weather and climate, health of the person, plant and animal life.
2. Enter tasks of this Law:
1) regulation of the public relations in the field of protection of atmospheric air for the purpose of quality assurance of the atmospheric air favorable for health of the person and the environment;
2) the prevention and decrease harmful chemical, biological and other impacts on atmospheric air;
3) exception of irreversible effects of impurity of atmospheric air for the environment;
4) ensuring full value and availability of information on impurity of atmospheric air.
1. In this Law the following basic concepts are used:
1) the atmosphere – the gas cover surrounding the planet Earth which lower bound adjoins to water and earth surface stretches to near-earth space and rotates together with Earth as single whole;
2) atmospheric air – the vital component of the environment representing natural mix of the gases constituting the atmosphere, and being outside buildings and structures;
3) protection of atmospheric air – system of the actions performed for the purpose of the prevention, elimination or decrease in the harmful effects on atmospheric air made by state bodies and local government bodies, legal entities or physical persons (including engaged in business activity);
4) harmful effects – emissions of the contaminating (harmful) substances in atmospheric air;
5) the contaminating (harmful) substance – the chemical or biological substance or mix of such substances which are available in atmospheric air in case of certain concentration the making harmful effects on health of the person and the environment;
6) pollution of atmospheric air – penetration of the contaminating (harmful) substances into atmospheric air or their emergence there in such concentration which exceed threshold limit values of the substances contaminating atmospheric air (harmful);
7) cross-border pollution of atmospheric air – pollution of atmospheric air owing to movement of the contaminating (harmful) substances from the sources of pollution which are in the territory of other states;
8) adverse weather conditions – the weather conditions promoting accumulation of the contaminating (harmful) substances in ground layer of atmospheric air;
