The agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on cooperation in the field of seal

The government of the Russian Federation and the Government of the Republic of Belarus which are hereinafter referred to as by the Parties

proceeding from importance of expansion and deepening of good-neighbourhood between the Russian Federation and the Republic of Belarus, need of strengthening of mutual understanding and establishing mutual assistance of fraternal peoples,

attaching great value to role of printed materials in social and political, social and economic and cultural spheres of life of the Russian Federation and the Republic of Belarus,

recognizing indisputability of liberty principle of production, distribution of information and exchange by it,

performing and developing provisions of the Agreement on cooperation in the field of information of the State Parties of the CIS of October 9, 1992, the Agreement on cooperation in the field of book publishing, book trading and polygraphy of the State Parties of the CIS of February 10, 1995,

based on the Agreement on the Union of Belarus and Russia of April 2, 1997 and the Charter of the Union of Belarus and Russia of May 23, 1997, the Contract between the Russian Federation, the Republic of Byelorussia, the Republic of Kazakhstan and the Kyrgyz Republic on deepening of integration in economic and humanitarian areas of March 29, 1996, the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on cooperation in the field of culture, science and education of February 21, 1995, for the purpose of creation of general information space of Russia and Belarus

agreed as follows:

Article 1

The parties will develop cooperation on creation of favorable legal, organizational and economic conditions in the field of book publishing of polygraphy, printing mass media and distribution of printed materials in the territory of the states of the Parties.

Article 2

The parties will encourage and support establishment of direct creative and business contacts between publishing houses, the printing companies, the editorial offices of printing mass media, the organizations for distribution of printed materials which specific conditions and forms of cooperation will be determined by his direct participants by the conclusion of free standing agreements.

Article 3

The parties guarantee open and equal entry of citizens of the states to the printed materials which are turned out on legal causes in the territory of the states of the Parties according to the universally recognized norms of international law.

For this purpose each of the Parties will not interfere with distribution in the territory of the state of products of the printing mass media registered and operating on legal causes in the state of other Party, and the book products which are turned out by the publishing houses operating on legal causes in the territory of the state of other Party provided that distribution of the data and materials forming such products does not contradict requirements of the national legal system of the states of the Parties.

Each of the Parties will not interfere with distribution of messages and information of diplomatic and other official representations of the state of other Party.

Article 4

The parties will develop cooperation and experience exchange in the field of legal regulation of printing mass media, publishing, polygraphy and distribution of printed materials, on permanent basis to provide each other normative legal information concerning seal, to help that the national legal system of the states of the Parties concerning mass media, publishing, polygraphy and distribution of printed materials conformed to international standards.

Article 5

The parties will promote development and implementation in the Russian Federation and the Republic of Belarus of mutually advantageous bilateral projects, including:

release and distribution as required newspapers, magazines and other printed materials in the territory of the states of the Parties;

rational use of raw material resources, development and effective use of printing base, implementation of scientific, technological and other developments in the field of polygraphy;

mutual transfer into the Russian and Belarusian languages of works of fiction, scientific and others socially and socially important editions, their release and distribution in the territory of the states of the Parties;

joint editions on the approved subject.

The sales terms of these projects including connected with copyright questions will be stipulated in separate agreements or contracts of the relevant organizations of the Russian Federation and the Republic of Belarus taking into account the national legal system of the states of the Parties.

Article 6

The parties on the basis of the principle of mutual advantage and taking into account interests of each other will perform cooperation concerning acquisition of the printing equipment, spare parts to it and printing materials, ensuring field service of the printing equipment, supply of necessary raw materials for what the relevant agreements will be signed and to be developed long-term programs between producers and consumers.

Article 7

The parties will help cooperation in the field of research activities for the questions connected with subject of this agreement and also in training of specialists in the field of seal.

Article 8

The parties will assist cooperation between national libraries and the centers of the state bibliography according to the Russian Federation and the Republic of Belarus, including in providing according to the mutual arrangement with copies of the books published in the territory of the states of the Parties.

Article 9

The parties will encourage exchange of specialists in the field of book publishing, polygraphies, printing mass media and distribution of printed materials, cooperation of their professional organizations, to promote involvement of specialists of the states to implementation of joint projects, participation in the international book fairs, seminars and symposiums on problems of book publishing, polygraphy, printing mass media and the distribution of printed materials which is carried out in the territory of the states of the Parties.

Article 10

The parties according to the national legal system of the states of the Parties will render assistance to accredited representatives of mass media in accomplishment of the professional obligations by them, including establishment of business contacts, preparation of information materials, provision of necessary information, statistical data.
