The government of the Russian Federation and the Government of the Republic of Belarus which are hereinafter referred to as by the Parties

being guided by the principles of friendship and cooperation,

expressing the aspiration to develop effective forms of bilateral interaction in the field of geodesy and cartography, and also in the adjacent fields of science and in use of the equipment and technologies,

based on provisions of the Agreement on formation of community of Russia and the Republic of Belarus of April 2, 1996, agreed as follows:

Article 1

The parties assist cooperation between two countries in the field of geodesy, cartography, the inventory, remote sensing of Earth, and also in joint development of geographic information systems (technologies) for their use in the territory according to the conventional principles and rules of international law, regulatory legal acts operating in their countries.

Article 2

For the purpose of implementation and development of the cooperation provided by this agreement, the Russian Side and the Belarusian Side appoint as the head organizations contractors respectively the Federal Service of geodesy and cartography of Russia and the State committee on land resources, geodesy and cartography of the Republic of Belarus.

The parties if necessary can appoint the additional organizations contractors for accomplishment of specific joint operations and projects.

Article 3

Considering that this agreement determines organizational bases of possible further coordinated actions, the Parties in case of mutual interest in more detailed regulation of separate aspects of joint activities, and also for the purpose of development of the relevant standards and principles sign the working protocols which are integral part of this agreement.

Nature of specific target projects and types of joint activities are determined in the supplementary agreements signed between the organizations - contractors.

Article 4

The cooperation within this agreement includes, in particular, the following types of activity which are carried out according to requirements of the current legislation of the State Parties of this agreement:

implementation of land and cartographic works;

carrying out space shootings and data exchange of remote sensing of Earth;

development of methodology of creation and maintaining banks of digital data, geographic information and cadastral systems,

rendering on mutual basis of specialized printing services;

exchange of scientific and technical and production information;

training, exchange of scientific and other specialists;

experience exchange of work between the land and cartographic organizations and educational institutions;

carrying out joint symposiums and scientific conferences;

exchange of documentation, technical means, equipment, experimental data, scientific information and literature;

joint development and production of geodetic, photogrammetric devices and equipment;

accomplishment of joint research, developmental, experimental, production and operational operations.

Article 5

The parties shall make mutual exchange (transfer) of the initial geodetic and cartographic materials and materials of space shootings relating to the territory of the Russian Federation and to the territory of the Republic of Belarus which are available at their order as of January 1, 1992. The procedure for exchange (transfer) of the specified materials is determined by free standing agreements between the relevant central governing bodies of the Russian Federation and the Republic of Belarus according to requirements of the current legislation of the State Parties of this agreement.

Article 6

Since 1997 development of the joint projects realized within this agreement and approval of use for these purposes of production capacities of both countries is performed.

Article 7

The parties according to the legislation existing in their countries will render assistance to mutual import and export of property, including the raw materials, the equipment, materials and finished goods necessary for accomplishment of this agreement.

Article 8

In need of more detailed settlement of separate aspects of joint activities, and also for the purpose of development of offers on interaction of the Party or the organizations contractors appointed by them create the mixed working groups.

Article 9

The parties will render development assistance to cooperation between specialized enterprises, organizations and the organizations of both countries and will provide favorable conditions for their participation in jointly implementable projects.

Article 10

The parties to the conclusion of the corresponding bilateral agreements will not make changes to designation of the existing border between the Russian Federation and the Republic of Belarus, to names of the settlements and geographical objects located in the territory of the State Parties of this agreement in the cartographic editions issued by them.

Article 11

The matters of argument connected using and interpretation of this agreement, are solved by consultations of the Parties.

Article 12

This agreement does not affect the rights and obligations of the Parties following from other international treaties which participants they are.

Article 13

This agreement becomes effective from the date of its signing, will be effective within five years and to be prolonged automatically for the subsequent 5-year periods if one of the Parties does not express desire to stop its action by means of the written notice sent to other Party at least in six months prior to the expiration of the corresponding period.

In case of cancellation of this agreement of its provision continue to be applied to all incomplete actions performed according to it and with prisoners between the Parties or working protocols or executive agreements appointed by them the organizations contractors.

It is made in the city of Minsk on May 15, 1997 in duplicate, everyone in the Russian and Belarusian languages, and both texts are equally authoritative.
