The government of the Russian Federation and the Government of the Republic of Belarus which are hereinafter referred to as with the Parties
being guided by the Agreement on the Union of Belarus and Russia of April 2, 1997, the Agreement between the Russian Federation and the Republic of Belarus on creation of equal conditions to subjects of managing of December 25, 1998 and the Program of economic cooperation between the Republic of Belarus and the Russian Federation for 1999 - 2008, proceeding from the accepted Russian Side of the Structural adjustment program and economic growth in 1997 - 2000 and the Concept of industrial policy, and also from accepted by the Belarusian Side of the Concept and Development program of industrial complex of the Republic of Belarus for 1998 - 2015,
recognizing that the single structural industrial policy of the Russian Federation and the Republic of Belarus is component of economic policy of both states and represents package of measures, performed by the Parties for the purpose of ensuring stabilization and growth of industrial production on the basis of increase in its efficiency and product competitiveness of the states in the internal and external markets, and also forming of modern structure of national industrial complexes,
based on unity of the purposes and community of tasks in the field of development of industrial complexes of the Parties,
considering necessary approval of actions in the field of structural transformations to the industries of the Russian Federation and the Republic of Belarus within the undertaken economic reforms,
agreed as follows:
The parties will perform measures for carrying out single structural industrial policy on basis:
approvals of the priority directions of development of national industrial production during implementation of single industrial policy;
effective use of the available potential production, preserving and development of earlier developed production and technological bonds, preserving production profile of the companies in the industries which are making products, competitive in the world market, and having key value for ensuring defense capability of the Russian Federation and the Republic of Belarus;
implementation of package of measures in the field of carried out by the Parties budget and financial, tax, external economic, investment (including leasing development) and innovative policy, carrying out institutional transformations for the purpose of creation of the macroeconomic conditions promoting sustainable development of industrial production.
The parties realize single industrial structural policy through:
development of production and technological cooperation on the basis of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on production cooperation of March 29, 1999;
creation of transnational economic structures, including interstate financial and industrial groups;
development and implementation of the joint production and scientific and technical programs connected with structural transformations to the industries (first of all knowledge-intensive and high-technology) approved in accordance with the established procedure by Executive Committee of the Union of Belarus and Russia.
For the purpose of respect for mutual interests of the Party will control jointly the course of accomplishment of this agreement and to consider economic results of its realization.
The disputes arising in connection with interpretation and application of this agreement are permitted by consultations and negotiations between the Parties.
According to the mutual arrangement of the Parties changes and additions which are drawn up by the relevant protocols can be made to this agreement.
This agreement becomes effective from signature date and will be valid before the expiration of 6 months from date when one of the Parties notifies other Party on the intention to stop its action.
It is made in Minsk on September 8, 1999 in duplicate, everyone in the Russian and Belarusian languages, and both texts are equally authoritative.
