The parties, confirming earlier reached two-way deals concerning freedom of transit and to conditions of preserving military facilities of the Russian Federation in the territory of the Republic of Belarus, agreed about introduction since January 1, 1995 of free trade regime between the Russian Federation and the Republic of Belarus in full without withdrawals and restrictions specified in article 1 of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus about free trade of November 13, 1992 and about cancellation of the Protocol on withdrawals to this Agreement of January 22, 1993.
The parties agreed that introduction since January 1, 1995 of free trade regime between the Russian Federation and the Republic of Belarus in full without withdrawals and restrictions is caused by confirmation by the Government of the Republic of Belarus till January 20, 1995 of the assumed liabilities concerning transit including fixed in Article 10 of the Free-trade agreement of November 13, 1992 and accomplishment of necessary interstate procedures for introduction in legal force of two-way deals under the terms of preserving military facilities of the Russian Federation in the territory of the Republic of Belarus and the Agreement on the Customs union of January 6, 1995 about what the notification through diplomatic channels shall be made.
It is made in Minsk on January 6, 1995 in two authentic copies, everyone in the Russian and Belarusian languages, and both texts are equally authoritative.
