1. Approve the enclosed Regulations on the commission of the Ministry of Defence of the Republic of Belarus on establishment of the status to the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents.
2. Declare invalid the resolution of the Ministry of Defence of the Republic of Belarus of March 25, 2008 No. 31 "About approval of the Regulations on the commission of the Ministry of Defence of the Republic of Belarus on establishment in Armed Forces of the Republic of Belarus and transport troops of the Republic of Belarus of participant status of mitigation of consequences of catastrophic crash on the Chernobyl NPP" (The national register of legal acts of the Republic of Belarus, 2008, No. 94, 8/18549).
3. This resolution becomes effective after its official publication.

1. Regulations on the commission of the Ministry of Defence of the Republic of Belarus on establishment of the status to the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents developed based on Regulations on procedure for establishment to citizens, affected by catastrophic crash on the Chernobyl NPP, other radiation accidents, participant status of mitigation of consequences of catastrophic crash on the Chernobyl NPP, other radiation accidents, the status of the victim from catastrophic crash on the Chernobyl NPP, other radiation accidents, and also issue of the documents confirming the right to privileges, the Council of Ministers of the Republic of Belarus approved by the resolution of September 10, 2009 to No. 1170 (The national register of legal acts of the Republic of Belarus, 2009, No. 224, 5/30427).
2. This Provision determines the organization of activities of the commission of the Ministry of Defence of the Republic of Belarus for establishment of the status to the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents (further - the commission), and also powers of the chairman, the vice-chairman, the secretary and members of the commission.
3. The commission in the activities is guided by acts of the legislation of the Republic of Belarus and this Provision.
4. The commission is created for joint consideration of addresses of the military personnel, civil personnel of Armed Forces, and also the unemployed military personnel transferred to the reserve or resignation concerning establishment of participant status of mitigation of consequences of catastrophic crash by it on the Chernobyl NPP, other radiation accidents (daleeuchastnik of liquidation).
5. The staff of the commission affirms the order of the Minister of Defence of the Republic of Belarus.
6. Work of the commission is headed by the commission chairman, and in case of its absence - the vice-chairman of the commission.
7. The commission chairman directs activities of the commission, determines date, time and the venue of commission session, and also signs the protocols of commission sessions issued by the commission documents and their duplicates.
8. Vice-chairman of the commission:
approves with members of the commission and prepares offers on date, time and the venue of commission session;
exercises control of preparation of the materials considered on commission sessions.
9. Members of the commission shall be present at commission sessions personally.
10. Commission sessions are held in process of receipt of petitions from citizens and need. Work of the commission is based on liberty principles of discussion of questions and publicity.
11. The decision of the commission is made by open voting on condition of presence at least a half of its payroll and deemed accepted if more than a half of the members of the commission participating in vote voted for it. In case of equal distribution of voices the decision for which voted presiding over commission session is made.
Members of the commission in case of disagreement with the made decision have the right to state in writing special opinion which joins the minutes of the commission.
12. The decision of the commission is drawn up by the protocol in which are reflected content of cases in point and the decisions made on them.
13. Documents on establishment of participant status of liquidation are considered by the commission according to the procedure, established in Regulations on procedure for establishment to the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents, participant status of mitigation of consequences of catastrophic crash on the Chernobyl NPP, other radiation accidents, the status of the victim from catastrophic crash on the Chernobyl NPP, other radiation accidents, and also issue of the documents confirming the right to privileges.
14. Secretary of the commission:
constitutes the agenda of commission session and represents it to the commission chairman for approval, prepares required materials and other documents for consideration on commission session;
informs members of the commission on date, time and the venue of commission session;
not later than three days prior to the meeting brings to members of the commission the agenda of commission session with all required materials;
will request from the documents necessary for decision making by the commission;
keeps protocols of commission sessions;
performs organizational actions for ensuring work of the commission;
notifies in accordance with the established procedure applicants on the made decision of the commission;
conducts clerical work;
issues to applicants the relevant documents.
15. Action of this provision extends to the commissions created in military commissariats of Minsk and areas for joint consideration of the addresses of the persons liable for call-up called on special military charges and who were involved in performance of works, connected with mitigation of consequences of catastrophic crash on the Chernobyl NPP, other radiation accidents.
