This Law is directed to determination of the purposes, the principles and the main directions of the state youth policy as important element of state policy in the field of social, economic and cultural development of the Republic of Belarus.
For the purposes of this Law the following main terms and their determinations are applied:
the state youth policy – system of the social, economic, political, organizational, legal and other measures directed to support of young citizens (further if other is not determined by this Law, – youth) and performed by the state for the purpose of social formation and development of youth, the most complete realization of its potential for the benefit of all society;
young family – family in which both or one of spouses (the parent in incomplete family) are in age up to thirty one years;
youth personnel policy – the activities of republican state bodies, local executive and administrative organs, other state bodies, and also republican youth public associations for ensuring functioning of system of support and office promotion of the working young citizens directed to increase in their professional competence and motivation, attraction to the solution of urgent and perspective tasks of social and economic development of the country;
youth initiatives – the actions and projects directed to realization of the state youth policy, offered for realization by subjects of youth initiatives;
young citizens are the citizens of the Republic of Belarus, foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus aged from fourteen up to thirty one years;
subjects of youth initiatives – the youth public associations registered in the procedure established by the legislation and (or) the initiative groups numbering at least two young citizens offering realization of youth initiatives.
The relations in the sphere of the state youth policy are governed by the legislation on the state youth policy, and also international treaties of the Republic of Belarus.
The legislation on the state youth policy is based on the Constitution of the Republic of Belarus and consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Belarus establishes other rules, than those which contain in this Law then are applied rules of the international treaty.
The purposes of the state youth policy are:
comprehensive education of youth, assistance to its spiritual, moral, intellectual, professional and physical development;
creation of necessary conditions for free and effective participation of youth in public life, realization of potential of youth for the benefit of all society;
social, material, legal and other support of youth;
expansion of opportunities of youth in the choice of course of life.
The state youth policy is based on the principles:
protection of the rights and legitimate interests of youth;
combinations of the state, public concerns, the rights and personal freedoms in forming and realization of the state youth policy;
providing youth of the legal and social and economic guarantees compensating the restrictions of its social status caused by age;
scientific justification and complexity;
participations of youth in forming and realization of the state youth policy;
priority of competitive mechanisms in case of program implementation in the sphere of the state youth policy;
interdepartmental cooperation and interaction.
Subjects of the state youth policy are:
youth public associations;
the state bodies and other organizations participating in limits of the competence of realization of the state youth policy.
For the purpose of enhancement of legal, social and economic and organizational conditions and guarantees of the state youth policy, ensuring its complexity and coordination with other directions of state policy state programs (subprogrammes) in the sphere of the state youth policy are developed.
Development and approval of state programs (subprogrammes) in the sphere of the state youth policy are performed taking into account opinion of subjects of the state youth policy.
State regulation and control in the sphere of the state youth policy exercise the President of the Republic of Belarus, Council of Ministers of the Republic of Belarus, the Ministry of Education, local executive and administrative organs, other state bodies according to their competence.
The president of the Republic of Belarus in the sphere of the state youth policy determines single state youth policy and performs other powers according to the Constitution of the Republic of Belarus, this Law and other legal acts.
Council of Ministers of the Republic of Belarus in the sphere of the state youth policy:
performs measures for forming and realization of the state youth policy;
considers the annual report of the Ministry of Education on youth provision in the Republic of Belarus;
provides development and implementation of state programs and approves them;
performs other powers assigned to it by the Constitution of the Republic of Belarus, the laws and acts of the President of the Republic of Belarus.
The Ministry of Education is the republican state body responsible for implementation of the state youth policy.
The Ministry of Education in the sphere of the state youth policy:
pursues the state youth policy;
develops projects of regulatory legal acts;
exercises state regulation and control;
