About the veteran organizations of the State Parties of the Commonwealth of Independent States

Council of heads of states of the Commonwealth of Independent States, proceeding from importance of veteran movement and need of its further development, solved:

1. Take into consideration Information of Coordination council of "Commonwealth of Public Organizations of Veterans (Pensioners) of the Independent States" International union it (is applied).

2. Recommend to the veteran organizations of the State Parties of the Commonwealth of Independent States, and also Coordination council of "Commonwealth of Public Organizations of Veterans (Pensioners) of the Independent States" International union (further - Coordination council):

continue comprehensive protection of the social and economic rights and legitimate interests of veterans (pensioners);

stir up activities for patriotic and international education of youth, counteraction of falsification of history of the Great Patriotic War of 1941-1945.

3. Recommend to Coordination council to develop and submit in accordance with the established procedure for consideration of Council of CIS Heads of Government actions plans, aimed at the solution of the State Parties of the Commonwealth of Independent States of socially significant social tasks facing the veteran organizations.

4. To the governments of the State Parties of the Commonwealth of Independent States for the purpose of implementation of the above-stated actions plans to consider the possibility of providing financial support of the State Parties of the Commonwealth of Independent States to the veteran organizations and Coordination council in holding socially significant social actions by them.

5. This Decision becomes effective from signature date, and for the states which legislation requires accomplishment of the interstate procedures necessary for its entry into force, - from date of delivery to depositary of the adequate notice.

Information on activities of Coordination council of "Commonwealth of Public Organizations of Veterans (Pensioners) of the Independent States" International union

The "Commonwealth of Public Organizations of Veterans (Pensioners) of the Independent States" international union (further - International union of veterans) combines 11 public organizations of veterans of the State Parties of the CIS, and also Georgia, Latvia and Estonia and totals in the ranks more than 51 million people - representatives of the senior generation. Among them about 1 million participants of the Great Patriotic War (veterans), more than 600 thousand disabled veterans, about 6 million home front workers of military years, more 1,2 of one million combat veterans (participants of local wars and military conflicts), more than 4 million veterans of military service, more than 23 million veterans of work. The numerical list of veterans (pensioners) on the State Parties of the CIS is provided in the enclosed table.

Governing body of International union of veterans is the Coordination council elected for 5 years operating since December, 1991 which performs the activities on a voluntary basis.

The main directions of activities of Coordination council and all veteran organizations of the Commonwealth countries are:

protection of the social rights and interests of veterans of all categories, pensioners, elderly people, fight for increase in their living standards, improvement of provision of pensions and medical attendance;

patriotic, international and moral education of the population, especially youth, strengthening of brotherly friendship, mutual respect and trust between the people of the CIS countries;

protection of historical values, the truths about stories of formation and development of the Commonwealth countries, fight against falsifiers, perversion of our general history and especially the period of the Great Patriotic War of 1941-1945;

perpetuating of memory of the fallen defenders of the Fatherland and their heroic feats in glory of the people, use of this work for the benefit of forming of the healthy moral atmosphere in society.

All these questions are regularly considered at meetings of Presidium and plenums of Coordination council, at congresses and conferences of International union of veterans with participation of heads of the veteran organizations of all Commonwealth countries. For this period 3 congresses of International union of veterans are held, and also are annually held on one plenum and on two meetings of Presidium of Coordination council.

So, on plenums of Coordination council on November 15, 2007 and on November 26, 2008 questions of the course of accomplishment of decisions of the IV congress of International union of veterans and of work of the veteran organizations of the independent states for strengthening of unity and unity of veteran movement, to enhancement of its organizational structure respectively are considered.

At presidiums of Coordination council questions are considered:

about work of Council of the Organization of veterans of Ukraine on counteraction to attempts of falsification of history of the Great Patriotic War of 1941 - 1945 years, discredit of role and the place of veterans of war in achievement of the Victory over fascism (on May 23, 2007);

about work of the Organization of veterans of the Republic of Moldova on promotion of heroic feats of soldiers of the Great Patriotic War of 1941-1945 and perpetuating of memory of the dead in fight against fascist aggressors (on November 14, 2007);

about tasks of the veteran organizations of the Commonwealth for preparation for the celebration of the 65th anniversary of the victory in the Great Patriotic War of 1941-1945 (on May 21, 2008). Following the results of this meeting were accepted the Statement of Presidium of Coordination council of International union of veterans with condemnation of attempts of falsification of history of the Great Patriotic War and rehabilitation of helpers of Hitlerite fascists, and also the Appeal of Coordination council and Executive committee of General confederation of labor unions to the veteran and trade-union organizations of the State Parties of the CIS in connection with preparation for the 65 anniversary of the Victory in the Great Patriotic War of 1941-1945;
