These rules of the procedure determine operating procedure of Council of heads of states, Council of Heads of Government, Council of Foreign Ministers and Economic council of the Commonwealth of Independent States (further - Councils), the organization of their meetings and procedure of preparation and adoption of the documents submitted for their consideration.

Rule 1. Meetings

1. Within year are, as a rule, held one next - in December and one informal - in May meetings of Council of heads of states, two meetings of Council of Heads of Government, and also at least two meetings of Council of Foreign Ministers. On the eve of the regular meetings of Council of heads of states meetings of Council of Foreign Ministers are, as a rule, held. The economic council holds meetings, as a rule, once in quarter.

2. The informal meeting of Council of heads of states is convened at the initiative of at least one of the State Parties of the CIS (further - the State Parties). The offer on holding such meeting goes to other State Parties through Executive committee of the Commonwealth of Independent States (further - Executive committee).

The Council of Heads of Government, Council of Foreign Ministers and Economic council can hold informal meetings at the initiative of one of the State Parties.

The informal meeting is held in the format offered by the state in which such meeting, taking into account possible wishes of participants of meeting is held.

3. Preparation of the regular meeting is performed by Executive committee together with the State Party in which such meeting is held.

Preparation of informal meeting is performed by gosudarstvouchastnik in whom such meeting, in case of need, with involvement of Executive committee is held.

4. Meetings of Council of heads of states, Council of Heads of Government and Council of Foreign Ministers are held in the city of Minsk or, by agreement, in one of other cities of the State Parties, and meeting of Economic council, - as a rule, in the city of Moscow.

5. At meetings of Councils date and the venue of the next meetings are determined.

In case of impossibility of holding the regular meeting in the terms coordinated earlier and/or the place presidency through Executive committee offers and approves new date and/or the place of its carrying out with the State Parties.

6. The emergency meeting of Council can be held according to its decision or according to the decision of higher Council. The emergency meeting of Council can be also convened by presidency at the initiative of one of the State Parties.

The State Party initiating emergency meeting sends to presidency through Executive committee the appeal with reasons for need of convocation of such meeting, and also the offer on date and the place of its carrying out, drafts of the agenda and documents on the questions offered to consideration for the direction to the State Parties.

Rule 2. Procedure for introduction of draft documents. Preparation of documents

1. Draft documents for consideration at meetings of Councils are introduced by the State Parties, and also bodies of the Commonwealth according to their competence.

2. Draft documents with the materials proving need of their acceptance go to Executive committee which dispatches them for consideration to the State Parties and then consolidates the arrived notes and offers.

3. For completion and approval of draft documents expert groups of number of representatives of gosudarstvuchastnik and bodies of the Commonwealth are, as a rule, created.

Meetings of expert groups are held according to Procedure for preparation and holding meetings of expert groups on approval of draft documents of the Commonwealth of Independent States. The organization of work of expert groups is assigned to Executive committee.

4. For project development of documents the interstate working groups at the level of the senior officials working according to own regulations considering specifics of the preparing document can be created by decisions of Councils.

5. The draft documents prepared by the State Parties and bodies of the Commonwealth for consideration of heads of states by Council and Council of Heads of Government after their expert and legal study are considered by Council of Foreign Ministers and/or Economic council according to their competence.

Rule 3. Forming of agendas of the regular meetings

1. The executive committee together with Council of permanent plenipotentiaries of the State Parties of the Commonwealth under authorized and other bodies of the Commonwealth creates drafts of agendas of meetings of Council of heads of states, Council of Heads of Government, Council of Foreign Ministers and, having approved them with presidency routinely, dispatches with draft documents in gosudarstvauchastnik and the interested bodies of the Commonwealth not later than 45 days prior to the meetings of the specified Councils.
