1. Approve the enclosed Rules of conducting sanitary and epidemiologic examination.

2. To committee of the state sanitary and epidemiological surveillance of the Ministry of Health of the Republic of Kazakhstan (Ospanov K. S.) direct this order to state registration in the Ministry of Justice of the Republic of Kazakhstan.

3. To department of administrative and legal work of the Ministry of Health of the Republic of Kazakhstan (Bismildin F. B.) provide in accordance with the established procedure official publication of this order after its state registration.

4. Recognize invalid:

1) order of the deputy. Rules of conducting sanitary and epidemiologic examination

1. General provisions

1. These rules of conducting sanitary and epidemiologic examination (further - Rules) are developed according to the Code of the Republic of Kazakhstan "About health of the people and health care system".

2. These rules establish procedure for the organization and implementation of sanitary and epidemiologic examination for the purpose of determination of safety of products, studying, assessment of factors of the habitat of the person, negative impact, business and/or other activity, and also objects on the habitat of the person and the state of health of the population of the Republic of Kazakhstan and taking measures to their prevention.

3. For conducting sanitary and epidemiologic examination according to statements of physical persons and legal entities they provide financing and documentation, according to Item 12 of these rules is submitted.

4. Requirements of these rules extend to physical persons and legal entities which perform the activities in the territory of the Republic of Kazakhstan.

5. The determinations used in these rules:

1) the customer - the physical persons and legal entities giving the order for conducting sanitary and epidemiologic examination;

2) contractors - the state bodies of sanitary and epidemiologic service which are carrying out sanitary and epidemiologic expertize regarding examination of projects, the state organizations of sanitary and epidemiologic service which are carrying out sanitary and epidemiologic expertize regarding sanitary and epidemiologic laboratory researches.

6. Main objectives of sanitary and epidemiologic examination:

1) risk assessment of objects of sanitary and epidemiologic examination;

2) research of the reasons and conditions of emergence of infectious and parasitic diseases, population poisonings.

7. The objects specified in Item 8 of article 62 of the Code of the Republic of Kazakhstan "About health of the people and health care system" are subject to sanitary and epidemiologic examination.

8. When conducting sanitary and epidemiologic examination customers can:

1) to represent written explanations, notes and offers of rather ekspertiruyemy objects or on separate studies and reasons for objects of examination;

2) to get acquainted with preliminary and final conclusions of sanitary and epidemiologic examination;

3) to introduce the amendments, changes which are not requiring detailed researches and calculations.

9. The disagreements arising between state bodies and the organizations of sanitary and epidemiologic service and customers, which are drawn up by the protocol are considered by Committee of the state sanitary and epidemiological surveillance of the Ministry of Health of the Republic of Kazakhstan (further - Committee).

10. The term of consideration of disagreements shall not exceed one month from the date of receipt of the protocol of disagreements and other required materials in Committee.

11. The decision on disagreements can be appealed in court.

2. Procedure for conducting sanitary and epidemiologic examination

12. For conducting sanitary and epidemiologic examination the customer sends to the contractor the following documents:

1) the statement on conducting sanitary and epidemiologic examination of any form;

2) the preproject and project documentation and materials concerning objects of sanitary and epidemiologic examination;

3) the explanatory note containing the characteristic of the used raw materials, food products, the main and auxiliary materials;

4) the list of sanitary and anti-epidemic (preventive) actions and indicators, references to the specifications and technical documentation used by preparation of the submitted document;

5) requirements to sanitary and epidemiologic labor safety and the list of harmful working conditions for working in case of production, ingredients and rendering services, accomplishment of engineering procedures;

6) product samples, materials and products;
