1. NORMATIVE REFERENCES

In these Methodical instructions references to documents are used:

2. ORGANIZATION OF CONDUCTING EXAMINATION OF ENERGY SAVING

1. The organization of conducting examination of energy saving is assigned to objects of energy saving which producers, transporters and the consumer of TER are. Obligation of conducting examination of energy saving is determined by object of energy saving based on the calculations of the amount of annual consumption of TER which are carried out by him in accordance with the established procedure.

2. Availability and reliability of calculations of the amount of annual consumption of TER objects of energy saving, as a rule, shall be controlled by Committee on the state energy supervision (daleekomitt). In case of absence on object of energy saving of data on annual consumption of TER, the Committee or its regional body authorized by it has the right to issue the corresponding instruction, obligatory for execution.

3. Examination of energy saving is performed on the basis of contracts between objects of energy saving and the independent experts accredited by Committee (further - the expert organization). The expert organization carries out expertize of energy saving in full accordance with these Methodical instructions and the special techniques approved by Committee.

4. Examination of energy saving acting and objects under construction is carried out by the independent expert organization accredited in accordance with the established procedure.

The expert organization bears responsibility for quality of the energy examinations conducted by them. In case of examination accomplishment low-quality numerous confirmation, the expert organization can be deprived of accreditation on the right of carrying out these works.

5. The expert organization has the right to involve if necessary additional experts (design institutes, manufacturing plants, other specialized organizations) and to sign with them the relevant contract for carrying out local and/or the express of examinations.

6. In the contract for conducting examination of energy saving the examination type is reflected (pre-launch, primary, periodic, local or the express examination). Agreed volumes of inspections of utilities and processing equipment (branches, workshops, productions, separate aggregates, etc.), conditions of accounting and control of use by TER on them are applied to the agreement. In the agreement also the responsibility of the parties for reliability of the represented and processed data is reflected.
