About approval of the Procedure for prolongation of term of safe operation of technical devices, the equipment and constructions on hazardous production facilities

1. Approve the enclosed Procedure for prolongation of term of safe operation of technical devices, the equipment and constructions on hazardous production facilities.

2. Recognize not subject to application the resolution of the Federal inspectorate for mining and industry of Russia of July 9, 2002 N 43 "About approval of "Regulations on procedure for prolongation of term of safe operation of technical devices, the equipment and constructions on hazardous production facilities" (it is registered by the Ministry of Justice of the Russian Federation on August 5, 2002, registration N 3665).

Procedure for prolongation of term of safe operation of technical devices, the equipment and constructions on hazardous production facilities

1. This Provision is developed in pursuance of the Order of the Government of the Russian Federation "About Measures for Ensuring Industrial Safety of Hazardous Production Facilities in the Territory of the Russian Federation" of March 28, 2001 N 241 (The Russian Federation Code, 2001, N 15, Art. 3367; 2005, N 7, Art. 560; 2009, N 18 (2 h), the Art. 2248) also establishes procedure for prolongation of term of safe operation of technical devices, the equipment and constructions on hazardous production facilities for which the appointed resource or service life is established by technical documentation or is determined by the expert organization.

2. The provision is obligatory for the organizations and the individual entrepreneurs operating hazardous production facilities (further - the organizations) or performing activities for examination of industrial safety according to the license for implementation of this type of activity (further - the expert organizations).

3. This Provision is developed according to the Federal Law of July 21, 1997 N 116-FZ "About industrial safety of hazardous production facilities" (The Russian Federation Code, 1997, N 30, Art. 3588; 2000, N 33, Art. 3348; 2003, N 2, Art. 167; 2004, N 35, Art. 3607; 2005, N 19, Art. 1752; 2006, N 52 (1 h), Art. 5498; 2009, N 1, Art. 17, Art. 21).

4. On reaching the useful life established in technical regulations, regulating, project and operational documentation, standards, safety rules further operation of the technical device, equipment and construction without prolongation of term of safe operation is not allowed.

If in documentation there is no appointed useful life of the diagnosed technical devices, the equipment and constructions, then useful life of the similar technical device, equipment and construction is accepted.

In case of lack of data on normative useful lives estimated useful lifex are established after the corresponding settlement reasons on the approved Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) to technique taking into account analysis results of the project documentation and service conditions of the technical device, equipment and construction.

5. Works on determination of possibility of prolongation of terms of safe operation of technical devices, the equipment and constructions it is performed by the expert organizations based on agreements with the organizations according to the procedure, established by this Provision, taking into account features of design and service conditions of specific types of technical devices, the equipment and constructions.

6. By results of works on determination of possibility of prolongation of term of safe operation one of decisions is accepted:

1) continuation of operation on the set parameters;

2) continuation of operation with restriction of parameters;

3) repair;

4) completion (reconstruction);

5) use on other appointment;

6) conclusion from operation.

7. Works on determination of possibility of prolongation of term of safe operation can be carried out as concerning separate technical devices, the equipment, construction, and concerning technology complex as a part of which separate technical devices, the equipment, construction are operated.

8. Depending on technical condition and taking into account requirements of regulating documents prolongation of operation of the technical device, equipment and construction is performed for a period of up to the predicted limiting approach of condition (residual resource) or to certain period (step-by-step prolongation of useful life) within residual resource.

9. Work on technical diagnosing as the working (operated) technical devices, the equipment and constructions and being in reserve, stored or preservation with the subsequent carrying out separate types of control after their reduction in the working condition is allowed. At the same time changes can be made to the work program on prolongation of term of safe operation.

10. The procedure for prolongation of terms of safe operation of the technical devices, the equipment and constructions which are in operation includes the following main stages:

1) establishment of need of work by determination of possibility of prolongation of term of safe operation of terms of safe operation;

2) giving and consideration of the work request by determination of possibility of prolongation of term of safe operation and the documents attached to it;

3) development, approval and approval of the work program;

4) work, provided by the program, the analysis of the acquired information and results, development of technical solution about possibility of prolongation;

5) creation and registration of experimental testimony of industrial safety in accordance with the established procedure

6) training of one of the decisions on possibility of prolongation of term of safe operation of technical devices, the equipment and constructions specified in Item 6 of this Procedure and, if necessary, the plan of the adjusting actions for ensuring safe operation of technical devices, the equipment and constructions for the prolongable period;

7) carrying out by the organization operating hazardous production facility of the adjusting actions provided by the decision on possibility of prolongation of term of safe operation of technical devices, the equipment and constructions;

8) production control over accomplishment of the adjusting actions.
