ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

of November 13, 2009 No. 1715-r

1. Approve the enclosed Energy strategy of Russia for the period till 2030 (further - Strategy).

2. The Ministry of Energy of the Russian Federation, the Ministry of Economic Development of the Russian Federation, to the Ministry of Natural Resources and Environmental Protection of the Russian Federation and State Atomic Energy Corporation "Rosatom" to provide implementation of actions, provided by Strategy, and annually, in the I quarter, to represent the corresponding report to the Government of the Russian Federation.

3. By preparation of the action plan on realization of the main activities of the Government of the Russian Federation for the corresponding period to include the Ministry of Economic Development of the Russian Federation and the Ministry of Energy of the Russian Federation in the specified plan of action, provided by Strategy.

4. Recommend to executive bodies of subjects of the Russian Federation within the competence when forming regional development programs to provide measures for implementation of actions, provided by Strategy.

5. Recognize invalid:

the order of the Government of the Russian Federation of August 28, 2003 N 1234-p (The Russian Federation Code, 2003, N 36, the Art. 3531);

The energy strategy of Russia for the period till 2030

I. Introduction

The purpose of energy policy of Russia is the most effective use of natural energy resources and potential of the energy sector for strong growth of economy, improvement of quality of life of the population of the country and assistance to strengthening of its external economic line items.

This Strategy determines the purposes and tasks of long-term development of the energy sector of the country for the forthcoming period, priorities and reference points, and also the mechanisms of the state energy policy at separate stages of its realization providing achievement of the planned purposes.

During implementation of the Energy strategy of Russia for the period till 2020 approved by the order of the Government of the Russian Federation of August 28, 2003 N 1234-p adequacy of the majority of its major provisions to real development of the energy sector of the country even in the conditions of sharp changes of the external and internal factors determining key parameters of functioning of fuel and energy complex of Russia was confirmed. At the same time it was provided to perform entering of necessary changes into the specified Strategy at least once in 5 years.

This Strategy provides expansion of the temporary horizon till 2030 according to new tasks and priorities of development of the country.

This Strategy creates new reference points of development of the energy sector within transition of the Russian economy to the innovative way of development provided by the Concept of long-term social and economic development of the Russian Federation till 2020 approved by the order of the Government of the Russian Federation of November 17, 2008 N 1662-p (further - the Concept).

Provisions of this Strategy are used in case of development and adjustment of programs of social and economic development, energy strategies and programs of subjects of the Russian Federation, comprehensive programs on energy development of regions of Eastern Siberia and the Far East, the Northwest region of Russia, the Yamal Peninsula and the continental shelf of the Russian Federation, in case of development and adjustment of general schemes of development of separate industries of fuel and energy complex, programs of geological studying of regions of the country, by preparation and adjustment of parameters of investing programs and large projects of the companies of the energy sector.

This Strategy is based as on experience evaluation of implementation of the Energy strategy of Russia for the period till 2020, and on the analysis of the existing tendencies and new system challenges to development of power, considers possible fluctuations of external and internal conditions of economic development of Russia. At the same time the major purposes and long-term high-quality reference points of transition of national economy provided to Concepts on the innovative way of development are considered as invariant, despite possible effects of the world economic crisis which began in 2008. The same requirements are imposed to the major purposes and long-term high-quality reference points of this Strategy.

Within this Strategy are provided:

the current results of implementation of the Energy strategy of Russia for the period till 2020 and target vision of this Strategy;

main tendencies and projections of social and economic development of the country, and also interaction of economy and power;

perspectives of demand for the Russian energy resources;

basic provisions of the state energy policy and its major components;

perspectives of development of fuel and energy complex of Russia;

the expected results and system of realization of this Strategy.

Quantitative parameters of development of economy and power are subject to refining in implementation process of the measures provided by this Strategy.

II. The current results of implementation of the Energy strategy of Russia for the period till 2020, the purposes and tasks of this Strategy

The main vectors of perspective development of industries of fuel and energy complex provided by the Energy strategy of Russia for the period till 2020 are:

transition to way of innovative and energy efficient development;

change of structure and scales of production of energy resources;

creation of competitive market environment;

integration into world power system.

One of the main priorities is development of market infrastructure of power (market mechanisms, institutes of open trade in energy resources, infrastructure of their transport). Special significance is attached to the program of increase in prices for gas and mechanisms of minimization of negative social and economic effects of general increase in prices for energy resources. Support and stimulation of strategic initiatives in power are basis for implementation of large energy projects in the future.

The majority of the directions provided in the Energy strategy of Russia for the period till 2020 are implemented in practice, at the same time all mechanisms of the state energy policy provided by it are involved. In particular, reform of power industry is performed, there are liberalization of electricity market and reform of nuclear power, more favorable tax conditions in oil and gas complex are created, development of the oil processing and petrochemical companies is stimulated, stock exchange trading by energy resources develops, excessive administrative barriers in activities of the energy companies are eliminated. Actively the infrastructure projects which are basis of development of domestic power are implemented.

At the same time yet achievement of the aggregate high-quality results of the first stage of its realization planned by the Energy strategy of Russia for the period till 2020 is not fully provided, namely - creations of the base for sustainable forward development of the energy sector including:

forming of the complete and approved normative legislation, creation of energy markets with the high level of the competition and the fair principles of the organization of trade;

completion of the transformations removing adjacent sectors of economy on the new level of energy efficiency;

transition from leading role of fuel and energy complex in national economy to natural function of the effective and stable supplier of fuel and energy resources for needs of economy and the population.

Taking into account the principle of succession it is necessary to provide achievement of these high-quality reference points within this Strategy.

During the time which passed since the beginning of implementation of the Energy strategy of Russia for the period till 2020, the Russian energy sector developed mainly within the main forecast tendencies provided by the specified document despite essential variations of basic economic indicators of development of the country and the external economic conditions from their values predicted in 2003.

So, with growth of world oil prices from 27 US dollars for barrel in 2000 to 94 US dollars in 2008 and almost 4-fold excess by the last indicator of projections of the Energy strategy of Russia for the period till 2020 the actual export volume of fuel and energy resources for the same period grew in time 1,6 in case of variation from forecasts of export for the Energy strategy of Russia for the period till 2020 by percent 9,6.

In case of the actual gross domestic product growth of the country for 65 percent to the level of 2000 and variation from forecasts of the Energy strategy of Russia for the period till 2020 for 11 percent the actual surplus of extraction and production of fuel and energy resources constituted 26 percent to the level of 2000 in case of variation from forecasts of the Energy strategy of Russia for the period till 2020 on percent 2,6.

At the same time internal consumption of fuel and energy resources grew by 10 percent to the level of 2000 in case of variation from forecasts of the Energy strategy of Russia for the period till 2020 for 5 percent mainly due to reducing demand in 2008 owing to world economic crisis.

The main indicators of development of economy and fuel and energy complex of Russia in 2008 and forecast indicators of the Energy strategy of Russia for the period till 2020 are given in the appendix N 1. In general the given ratio testifies to stability and high inertance of production parameters of development of fuel and energy complex in relation to external conditions, and also to sufficient justification of the forecasts of development of the energy sector of the country provided by the Energy strategy of Russia for the period till 2020.

The purposes of this Strategy are determined by the main internal and external challenges of the forthcoming long-term period.

The main internal challenge consists in need of accomplishment by the energy sector of the country of the major role within the transition to innovative way of development of economy provided by the Concept. The guaranteed satisfaction of the internal demand on energy resources shall be provided taking into account the following requirements:

providing with Russia the standards of welfare corresponding to developed countries of the world;

achievement of scientific and technological leadership of Russia in number of the major directions providing its competitive advantages and national including energy, safety;

transformation of structure of national economy for benefit of less power-intensive industries;

transition of the country from export and raw to resource innovatively development with high-quality updating of power (both fuel, and not fuel) and allied industries;

rational decrease in share of fuel and energy complex in total amount of investments into national economy in case of increase in the absolute volumes of investment into power necessary for development and the accelerated upgrade of this sector and growth of scales of its activities;

need of increase in energy efficiency and decrease in power consumption of economy to the level of the countries with similar climatic conditions (Canada, the countries of Scandinavia);

consecutive restriction of loading of fuel and energy complex for the environment and climate by decrease in emissions of pollutants, dumping of the contaminated sewage, and also emissions of greenhouse gases, reducings production wastes and energy consumption.

The energy sector shall promote reproduction of human capital (through development of energy infrastructure and provision of energy goods and services in socially reasonable prices, ensuring steady reproduction of highly qualified personnel and improvement of quality of life of the citizens of the country including occupied in energy and adjacent sectors), and also to promote transition to the new model of space development relying on the balanced development of energy and transport infrastructure.

The main external challenge consists in need of overcoming the threats connected with instability of world energy markets and volatility of the world prices for energy resources, and also providing contribution of the energy sector of the country to increase in efficiency of its foreign economic activity and strengthening of line items of Russia in world economic system. It means that shall be provided:

achievement of steady results of foreign economic activity in the field of fuel and energy complex in the conditions of strengthening of the global competition for resources and the markets;

minimization of negative impact of world economic crisis and its use for radical updating and diversification of structure of economy for benefit of less power-intensive industries, stimulation of transition of the Russian energy sector to the accelerated innovative development and new technology way;

increase in strategic presence of Russia in the markets of high-technology products and intellectual services in the field of power, including due to expansion of globally oriented specialized productions;

geographical and product diversification of the Russian energy export in the conditions of the stable and extending supply of energy resources to the largest world consumers;

rational decrease in share of fuel and energy resources in structure of the Russian export, transition from sale of primary raw material and energy resources abroad to sale of products of their deep conversion, and also development of sale of the oil products issued at the foreign oil refineries belonging to the Russian oil companies;

the development of large nodes of the international energy infrastructure in the territory of Russia performed with use of new energy technologies.

Need of the adequate answer to the most important internal and external challenges of long-term development in combination with the available problems in the energy sphere creates the purposes and tasks of this Strategy. The corresponding risks are subject to accounting in system of strategic priorities and reference points, and also within process of step-by-step realization of this Strategy.

Main goal of this Strategy is creation of the innovative and effective energy sector of the country adequate both to the needs of the growing economy for energy resources, and the external economic interests of Russia, providing necessary contribution to socially oriented innovative development of the country.

Achievement of the specified purpose requires consecutive promotion in the solution of the following main objectives:

increase in efficiency of reproduction, production and conversion of fuel and energy resources for satisfaction of the internal and external demand on them;

upgrade and creation of new energy infrastructure on the basis of large-scale technology updating of the energy sector of national economy;

forming of steadily favorable institutional circle in the energy sphere;

increase in energy and ecological efficiency of the Russian economy and power, including due to structural changes and activation of technology energy saving;

further integration of the Russian power into world power system.

III. The main tendencies and projections of social and economic development of Russia for the period till 2030

Despite effects of world economic crisis, achievement of target long-term reference points of social and economic development of Russia and adequate development of the energy sector of the country continues to be based on basic provisions of the scenario of innovative development of economy containing in the Concept.

The scenario of basic innovative development assumes along with use of competitive advantages of the Russian economy both in traditional sectors, and in new knowledge-intensive sectors and "economy of knowledge", break in increase in efficiency of human capital, development is high - and srednetekhnologichny productions and transformation of innovative factors into the main source of economic growth.

Implementation of the basic innovative scenario will allow to provide the level of social and economic development of Russia and welfare of her citizens characteristic of the developed post-industrial countries, due to increase in competitiveness of domestic economy, structural diversification and growth of its efficiency. At the same time the gap between Russia and the leading countries of the world on welfare will significantly be reduced.

Development of economy in the basic innovative scenario is characterized by full-scale providing:

developments and realization of comparative advantages of the Russian economy in power, science and education, high technologies and other spheres;

dynamics of development of the institutes determining entrepreneurial and investment activity, and also competitiveness of the companies;

intensity of innovative updating of the processing productions and dynamics of labor productivity;

dynamics of development of transport and energy infrastructure;

intensity of improvement of quality of human capital and forming of middle class;

integration of Euro-Asian economic space.

At the same time it is provided that the specific trajectory of exit to innovative way of development and achievement of the set long-term goals can change, including owing to the world economic crisis which began in 2008 and taking into account its possible duration.

When forming basic forecasts of this Strategy (the daleebazovy forecast field) the following range of the enlarged forecast hypotheses of social and economic development is used.

Hypothesis of I. By the end of the first stage of realization of this Strategy and the beginning of the post-crisis period (approximate 2013 - 2015) social and economic development of the country will be performed by the rates provided by the Concept.

Hypothesis of II. By the end of the second stage of realization of this Strategy (approximate 2020 - 2022) due to more accelerated development during the post-crisis period the level of social and economic development of the country provided by the Concept will be provided.

The system of communications and interaction of economy and power is characterized, first, by transformation of forecast hypotheses of social and economic development to the basic forecast field of development of the energy sector, secondly, by forming of hypotheses of target reference points of perspective system of communications and interaction of economy and power.

The basic forecast field is used for determination of priorities and reference points of perspective development of the energy sector in all directions provided in this Strategy. Assessment and refining of specific forecast trajectories of development of the energy sector are made within system of the advancing monitoring of this Strategy (depending on the course of realization of its purposes and dynamics of external conditions). At the same time the possibility of exit of the specified development trajectories out of limits of the basic forecast field is considered first of all through refining of terms and parameters of separate stages of realization of this Strategy (when preserving their qualitative content). The specified mechanism provides protection against the available risks, allowing to specify ways and terms of achievement of the planned strategic reference points proceeding from invariance of the main strategic objectives.

Thus, within this Strategy not specific trajectories, but the model of step-by-step perspective development of the energy sector considering objectively existing risks are determined. Key value at the same time has not so much forecasting of the changing risks, how many readiness for their overcoming.

Main hypotheses about target reference points of system of communications and interactions of economy and power for the period till 2030 are characterized as follows.

For the period realization of this Strategy there will be decrease in dependence of the Russian economy on the energy sector due to the advancing development of innovative low-power-intensive sectors of economy and realization of technology energy saving potential. It will be expressed in reducing by 2030 (in comparison with the level of 2005):

fuel and energy complex shares in gross domestic product and shares of fuel and energy resources in export - time 1,7 at least;

shares of export of fuel and energy resources in gross domestic product - more than by 3 times;

shares of capital investments in fuel and energy complex as a percentage to gross domestic product - time 1,4 at least, their shares in the total amount of capital investments - more than twice;

specific power consumption of gross domestic product - more than twice;

specific electric capacitance of gross domestic product - time 1,6 at least.

At the same time during action of this Strategy the Russian energy sector will keep the determining value in case of the solution of important strategic tasks of development of the country. First of all it concerns construction of new energy infrastructure which will allow to provide the accelerated social and economic development of Eastern Siberia and the Far East, and also to overcome infrastructure dissociation of number of regions of the Russian Federation and to create new territorial and production clusters based on the development which is power providing and processing industry.

Decrease in dependence of economy on the energy sector will be followed by high-quality change of role of fuel and energy complex in country life. Being the largest customer for many allied industries of the industry (mechanical engineering, metallurgy, chemistry, etc.) and economies (construction, transport), the Russian energy sector will make powerful contribution to investment ensuring innovative development of domestic economy.

The Russian energy sector will also keep the influence and on social situation in the country as the level of energy comfort and degree of availability of energy resources in many respects determine and will determine quality of life of the Russian citizens.

IV. Perspectives of demand for the Russian energy resources

1. Forming of demand for fuel and energy in the domestic market

The internal demand on energy resources is determined by the expected dynamics of economic development, changes in structure of economy and level of its specific power consumption.

Decrease in specific power consumption of economy is the central task of energy policy of Russia without which solution the energy sector will inevitably constrain social and economic development of the country.

The solution of the specified task requires among other rational reorganization of structure of the Russian economy.

The concept provides large-scale structural transformations in economy both regarding production of gross domestic product in general, and in the sector of industrial production. It is provided that under the influence of market demand the advancing rates the low-power-intensive industries of industrial production specializing in release of high-technology and knowledge-intensive products will develop. At the same time power-consuming material and raw industries will develop much more slowly that shall lead to structural transformation of the Russian economy for benefit of less power-intensive sectors and industries. Thus, in the country based on the processing production and the sector of the high-technology knowledge-intensive services having significantly smaller specific power consumption the complex - source of economic growth will be created new, more powerful, than oil and gas.

It is expected that by 2030 the share of low-power-intensive industries (mechanical engineering, the light, food industry, etc.) in structure of industrial production will grow in 1,5 - 1,6 of time and will constitute more than a half of total amount of industrial production in the country against 33 percent now.

Along with the expected structural changes intensive realization of organizational and technology measures for economy of fuel and energy, that is carrying out purposeful energy saving policy is also provided in economy. Carrying out energy saving policy essential decrease by 2030 to power consumption and electric capacitance of the Russian economy shall become result of structural transformations in economy and that adequately will affect dynamics of the internal demand on primary energy carriers and the electric power.

Forecast indicators of dynamics of the internal demand on fuel and energy resources are given in the appendix N 1 to this Strategy.

2. Russia on world energy markets

Russia occupies one of the leading places in world system of turnover of energy resources, actively participates in world trade by them and in international cooperation in this sphere.

Country line items in the world market of hydrocarbons are especially significant.

In recent years Russia takes leading positions on amount of production of crude oil and provides 12 percent of world trade with oil. Over four fifth amount of the Russian oil it is exported to the countries of Europe which share of Russia in the markets constitutes about 30 percent. The main direction of export of the Russian oil products is also the European market.

Russia wins first place in the world on inventories of natural gas (23 percent of world reserves) and on amounts of its annual production, providing 25 percent of world trade with this energy carrier, dominating both in the European gas market, and in the market of countries of the Commonwealth of Independent States. In total amount of gas consumption in the countries of foreign Europe (including Turkey, but disregarding countries of the Commonwealth of Independent States) about 30 percent are the share of the Russian gas. Having unique gas-transport system, Russia also plays important role in ensuring supply of Central Asian gas to Europe and countries of the Commonwealth of Independent States.

Russia keeps the second place in the world on coal resource (19 percent of world reserves), the fifth place on amounts of annual production (5 percent of world production) and provides about 12 percent of world trade with steam coal.

The Russian nuclear power constitutes 5 percent of the world market of atomic power generation, 15 percent of the world market of reactor building, 45 percent of the world market of uranium enrichment, 15 percent of the world market of conversion of spent fuel and provides 8 percent of world production of natural uranium.

Features of the forthcoming period of development of world energy markets are connected with processes of their restructuring, increase of specific weight of developing countries, competition aggravation. At the same time recently degree of uncertainty and risks in development of the world markets, including in connection with sharp and unpredictable price performance significantly increased by oil, negative effects of the global financial crisis, threats of deficit of supply of energy resources during the post-crisis period, ambiguous perspectives of the conclusion of international agreements concerning environmental policy and climate change. On the other hand, the increasing understanding and support in the world are found by efforts on increase in long-term stability of energy markets, global energy security which ensuring would shall be performed without damage whose that was to national interests. This tendency found the reflection, in particular, in the decisions and recommendations accepted in 2006 at the St. Petersburg summit of "Group of eight".

The specified factors taking into account the carried-out Russia of foreign energy policy will determine its provision on world energy markets in the long term.

Undoubtedly, Russia will remain the leading player in the world market of hydrocarbons, will actively participate in market development of the electric power and coal, will strengthen the line items in world nuclear power.

Preserving the stable relations with traditional consumers of the Russian energy resources and forming of so steady relations on new energy markets will be one of the main principles at the same time.

Along with export of primary energy carriers special attention will be paid to development of export of products of deep extent of conversion, and also development of its production abroad by the Russian fuel and energy companies. In particular, in the future the highly competitive world markets of products oil and gas chemistries are of considerable interest to Russia.

Though now Russia is almost not presented at the world market of the power based on renewable energy resources, it will not remain away from development of this perspective direction (taking into account structure and features of development of the national energy sector). The potential of renewable energy resources which is available in the country and scientific and technical developments in this sphere along with development of international cooperation will become basis of step-by-step increase in contribution of Russia to development of the specified market.

During the period till 2030 export of energy carriers will remain the most important factor of development of national economy, however extent of its influence on economy will be reduced. It will affect dynamics of export which will slow down gradually the growth and, as expected, is stabilized by the end of the considered period.

This tendency will be approved with the long-term economic policy of the state oriented to diversification of structure of economy and decrease in dependence of the country on export of energy resources.

Forecast indicators of dynamics of export of the Russian energy resources are given in the appendix N 1 to this Strategy.

Energy markets of Europe and countries of the Commonwealth of Independent States will remain the main markets of products of the Russian fuel and energy complex for the entire period of action of this Strategy. With respect thereto measures for decrease in transit risks, including further development and enhancement of the full-fledged export infrastructure providing delivery reliability of the Russian energy carriers on the specified markets will be performed.

At the same time the share of the European direction in the total amount of export of the Russian fuel and energy resources will be steadily reduced due to diversification of export energy markets in east direction (China, Japan, the Republic of Korea, Asia-Pacific countries). At the same time by the end of the third stage of realization of this Strategy the specific weight of east direction in export of liquid hydrocarbons (oil and oil products) will increase from 6 percent up to 22 - 25 percent now, and in export gazas 0 up to 19 - 20 percent.

This Strategy provides also diversification of commodity structure of export of energy carriers due to increase in export of share of energy products with high value added (oil products, liquefied natural gas, gas motor fuel, products of gas chemistry and petrochemistry, the electric power).

Thus, Russia not only will keep the line items on world energy market as the largest supplier of energy carriers, but also will qualitatively change nature of the presence on it due to diversification of commodity structure and the directions of the Russian energy export, active development of new forms of the international energy business and expansion of presence of the Russian companies abroad. It will allow to reduce risk of monodependence of the Russian energy sector on export of energy carriers to Europe, and also to increase profitability and efficiency of the international activities of the Russian fuel and energy companies without essential growth in volumes of export of primary energy carriers.

V. State energy policy

1. Fundamentals of the state energy policy and stages of its realization

Carrying out long-term state energy policy for protection of the rights and legitimate interests of citizens and business entities, ensuring defense and safety of the state, effective management of state-owned property, achievements of qualitatively new condition of the energy sector is performed on the following invariable principles:

sequence of actions of the state for realization of the major strategic reference points of development of power;

interest in creation of the strong and steadily developing energy companies which are adequately presenting Russia at the foreign markets and promoting successful functioning of the competitive domestic markets;

justification and predictability of the state regulation directed to stimulation of private entrepreneurial initiative in the field of realization of the purposes of state policy including in the investment sphere.

The main strategic reference points of long-term state energy policy are:

energy security;

energy efficiency of economy;

budget efficiency of power;

ecological safety of power.

Are among the main components of the state energy policy:

subsurface use and management of subsoil of the state fund;

development of domestic energy markets;

forming of rational fuel and energy balance;

regional energy policy;

innovative and scientific and technical policy in power;

social policy in power;

foreign energy policy.

Serve as the main mechanisms of implementation of the state energy policy:

creation of favorable economic environment for fuel and energy complex functioning (including the approved tariff, fiscal, customs, anti-monopoly regulation and institutional transformations in fuel and energy complex);

introduction of system of the perspective technical regulations, national standards and regulations increasing controllability and stimulating realization of the major priorities and reference points of development of power including increase in energy efficiency of economy;

stimulation and support of strategic initiatives of business entities in investment, innovative, energy saving, ecological and other spheres having priority value;

increase in effective management of state-owned property in power.

Realization of the state energy policy is provided to be performed in 3 stages for the purpose of providing:

consecutive promotion on the way of goal achievement and the solution of tasks of this Strategy;

coordination of the specified policy with social and economic development of the country in general;

accounting of high-quality distinctions in external and internal conditions of development and parameters of condition of the energy sector, and also in nature and orientation of actions of the state energy policy during the different periods of its implementation.

The first stage is stage of recovery from the crisis and forming of fundamentals of new economy. In connection therewith the main task is the fastest overcoming the crisis phenomena in economy and power for the purpose of achievement of the steady rates of economic and energy development provided by the Concept, and also use of the opportunities for high-quality updating and upgrade of the Russian fuel and energy complex opened during crisis.

The main risks of the first stage consist in possibility of heavier, than it was expected, crisis effects, and also its bigger duration, at insufficient rate and efficiency of those transformations in fuel and energy complex which shall create basis for sustainable post-crisis development by the end of stage.

At this stage broad innovative updating of industries of fuel and energy complex due to the domestic technologies, materials and the equipment received as a result of active interaction of fuel and energy complex and the industry at the first stage and also international cooperation shall be developed.

Stabilization of world energy market in anticipation of transition to the new technology wave connected with expanded use of not hydrocarbonic power in economy and also general reduction of dependence of the Russian economy and the budget from activities of fuel and energy complex of the country will be external conditions of development of the Russian energy sector during this period. During this period, as expected, fuel and energy complex will be able to yield the leading position in the Russian economy and forming of budget receipts for benefit of new innovative sources of growth based on the processing production and the sector of high-technology knowledge-intensive services.

In these conditions direct state participation in development of the energy sector will weaken and be replaced gradually with different forms of public and private partnership, especially regarding construction and upgrade of energy infrastructure, development of innovations. At the same time the state will strengthen the regulating influence in the field of enhancement and optimization of the institutional circle in the Russian energy sector.

The third stage is stage of development of innovative economy. In connection therewith gradual transition to future power with essentially other technological capabilities of further development, with support on highly effective use of traditional energy resources and new not hydrocarbonic power sources and technologies of its obtaining will become the main content of this stage.

Innovative development of the Russian power at the same time will be provided with the investment and innovative foundation laid at the previous stages in the form of new technologies, the equipment and the principles of functioning of fuel and energy complex of Russia and allied industries.
