1. These rules of ensuring obtaining by citizens of the guaranteed amount of free medical care (daleepravil) determine procedure for ensuring obtaining by citizens of the Republic of Kazakhstan and oralmans of the guaranteed amount of free medical care.
2. The guaranteed amount of free medical care appears on free basis in the medical organizations according to the direction them the activities determined by the license irrespective of pattern of ownership.
3. Enter the guaranteed amount of free medical care:
1) emergency medical service and sanitary aircraft;
2) the out-patient and polyclinic help including:
primary health care (further - PHC);
the consulting and diagnostic help (further - KDP) in the direction of the specialist of primary health care and profile specialists;
3) stationary medical care in the direction of the specialist of PHC or the medical organization within the planned quantity of cases of hospitalization (limiting amounts) determined by authorized body for the emergency indications - regardless of direction availability;
4) hospital-replacing medical care in the direction of the specialist of primary health care or the medical organization;
5) recovery treatment and medical rehabilitation;
6) palliative care and sisterly leaving for the categories of the population established by the Government of the Republic of Kazakhstan.
4. Emergency medical service (further - SMP) appears in case of the diseases and conditions requiring the emergency medical care for prevention of essential harm to health or elimination of threat of life.
5. The procedure for rendering SMP is established by authorized body in the field of health care (further - authorized body).
6. The sanitary aircraft is provided for rendering the emergency medical care to the population in case of impossibility of delivery of health care due to the lack of the medical equipment or specialists of the corresponding qualification in the medical organization for the location of the patient.
7. Provision of medical care in the form of sanitary aircraft is performed by delivery of qualified specialists to the destination, or transportations of the patient in the relevant medical organization by different types of transport.
8. The procedure for provision of medical care in the form of sanitary aircraft is established by authorized body.
9. PHC appears in the form of pre-medical or qualified medical care without the round-the-clock medical observation, including complex of the available medical services rendered at the level of the person, family and society:
1) diagnostics and treatment of the most widespread diseases, and also injuries, poisonings and other medical emergencies;
2) sanitary and anti-epidemic (preventive) actions in the centers of infectious diseases;
3) hygienic training of the population, protection of family, motherhood, paternity and childhood;
4) explanatory work on safe water supply and balanced diet of the population.
10. Organization activity, rendering PHC, is based on the territorial principle for the purpose of ensuring availability of medical care to citizens in the place of their residence and (or) attachment taking into account the right of the free choice of the medical organization.
11. PHC appears local therapists, pediatricians, general practitioners, obstetricians-gynecologists, paramedics, obstetricians, nurses in the form of pre-medical or qualified medical care.
12. Types, amount, procedure for rendering PHC, and also procedure for attachment of citizens to the PHC organizations are established by authorized body.
13. The organization of primary health care is performed by bodies of local public administration.
14. KDP appears in the form of specialized or highly specialized medical care without the round-the-clock medical observation.
15. Rendering the consulting and diagnostic help by the profile specialist is performed in the direction of the specialist of PHC and profile specialists.
16. The procedure for rendering KDP is established by authorized body.
17. The stationary help form of provision of qualified, specialized and highly specialized medical care with the round-the-clock medical observation.
18. Hospitalization in hospitals is performed:
1) in the direction of specialists of PHC and the medical organization;
2) services SMP and sanitary aircraft;
3) in case of the self-address in case of emergency.
19. The procedure for rendering the stationary help is established by authorized body.
20. The hospital-replacing help form of provision of pre-medical, qualified, specialized and highly specialized medical care with medical observation lasting from four till eight o'clock during the day.
21. The procedure for rendering the hospital-replacing help is established by authorized body.
22. Conducting examination of temporary disability, and also issue of leaf and certificate of temporary disability to the patient is performed according to the procedure, approved by authorized body.
23. Recovery treatment and medical rehabilitation appear to the citizens having congenital and acquired diseases, and also consequences of sharp, chronic diseases and injuries.
24. Procedure for rendering recovery treatment and medical rehabilitation including children's medical rehabilitation, it is established by authorized body.
25. Palliative care is given under the leadership of the doctor to incurable patients in terminal (final) stage of disease in specialized structural divisions, the independent medical organizations (hospices) or in the form of hospital at home.
26. Sisterly leaving is performed in the cases which are not requiring permanent medical observation in specialized structural divisions, the independent medical organizations (hospitals of sisterly leaving) or in the form of hospital at home.
