About approval of the regulation in the field of industrial safety

According to subitem 17-1) of article 7 of the Law of the Republic of Kazakhstan "About industrial safety on hazardous production facilities", PRIKAZYVAYU:

1. Approve Rules of industrial safety in case of production, storage, transportation and use of chlorine according to appendix to this order.

2. To impose control of execution of this order on the chairman of Committee on the state control of emergency situations and industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan Akhmetov S. B.

3. This order becomes effective from the date of signing.

Rules of industrial safety in case of production, storage, transportation and use of chlorine

Chapter 1. General provisions

1. These rules of industrial safety in case of production, storage, transportation and use of chlorine (further - Rules) establish requirements for hazardous production facilities of the chemical, petrochemical and oil and gas processing industry, other hazardous production facilities in which chlorine addresses.

2. Rules are intended for application:

1) during the designing, construction, operation, expansion, reconstruction, modernization, preservation and liquidation of hazardous production facilities;

in case of production of chlorine, the caustic soda and hydrogen by all methods of electrolysis of solutions of chloride of sodium and chloride of potassium, solution of hydrochloric acid;

on the objects connected with chlorine consumption, storage, filling and discharge of liquid chlorine using all types of chloric container;

2) in case of transportation of chlorine on pipelines, transportation of liquid chlorine by vehicles;

3) in case of production, installation, adjustment, servicing and repair of technical devices, the applied above-stated objects.

3. When designing all risk factors are established decisions on liquidations or decrease their striking impact on personnel, the population, the environment to admissible level are developed.

4. The organization is developed:

1) regulations on production supervision;

2) liquidation plan of accidents;

3) production schedules.

Production schedules - the internal regulating document of the company establishing production methods, technology standard rates, technical means, conditions and the procedure for carrying out engineering procedure providing finished goods with the quality indicators meeting the requirements of standards, and also establishing safety of conducting works and achievement of optimum technical and economic indicators of production.

5. Modification of the technology scheme, hardware registration, management system, control of communication, lighting and antiemergency automatic protection is performed after modification of the project documentation.

6. In dangerous places of manufacture workshops, sites and outside installations on foregrounds safety signs are hung out.

7. In production rooms on workplaces of operators the technology scheme of production with designation of pipelines, shutoff valves of instrumentations and means of automatic equipment is hung out. Numbering of devices (vessels) in the technology scheme corresponds to numbers put on the equipment.

Chapter 2. Safety requirements in case of chlorine production by electrolysis method

8. Production of chlorine is equipped with the membrane or diaphragm electrolyzers excluding mercury use.

9. The technology of receipt of chlorine excludes possibility of formation of explosive chlorohydrogen mixes in processing equipment and communications in case of procedural operating modes.

10. Chlorine production by method of electrolysis is provided with regular supply water, vapor, compressed air (nitrogen) of necessary parameters.

11. Chlorine production by method of electrolysis concerns to consumers of the first category on reliability of electric utility service.

12. On reliability of electric utility service series of electrolyzers, electric motors of compressors on transfer of chlorine and hydrogen, pumps for circulation of sulfuric acid in chlorine osushka column, pumps for circulation of solution through system of absorption of chlorine (sanitary column), pumps for circulation of brine in the membrane electrolyzer, pumps for electroleaches, pumps of giving of brine on electrolysis, pumps of supply of hydrochloric acid on the electrolyzer, pumps for liquid chlorine, compressors for compressed air, electric motors of refrigeration units for production of liquid chlorine, pumps for increase in pressure in networks of localization of chloric wave, fans of system of emergency ventilation, emergency lighting system of the main production rooms, control systems, management and antiemergency automatic protection concern to consumers of the first category.

13. For all electrolyzers electrical insulation from the earth, from the pipelines attached to them is provided.

14. Chloric, hydrogen, brine and other collectors in the hall of electrolysis, the related devices elektroizolirutsya from the earth. When using metal pipelines electric insulating inserts, suspension brackets or insulators are applied.

15. All unions of electrolyzers are connected to collectors by means of the connections made of not electrowire materials or through inserts from these materials.

16. Ladders, step-ladders, platforms and floorings for servicing of electrolyzers and collectors elektroizolirutsya from the earth and metal designs or are made of dielectric materials.

17. Electric load-lifting devices in halls of electrolysis are isolated from the earth. The number of consecutive steps of isolation of hook of the crane from the earth is provided at least three (hook from polyspast, cart rails from the bridge, crane rails from subrail designs).

18. Electric insulating devices (inserts, insulators, suspension brackets and others) systematically clear of pollution them electrowire substances and at least once a quarter, check for the isolation resistance which is provided to at least 0,5 106 of Ohms.

19. Shunting of electrolyzers is performed by stationary or portable korotkozamykatel in open execution.

20. Korotkozamykatel elektroizolirutsya from the earth. The distilled water (condensate) is applied to chilling of contact surfaces of korotkozamykatel. Connecting hoses are made of flexible not electrowire materials.

21. In the hall of electrolysis protection of the equipment, pipelines against electrochemical corrosion, leakage currents is provided. For reduction of currents of leakage metal sites of collectors are protected by stekatel of current. Installation sites of stekatel of current are proved by the project. The discharge of electroleaches from the electrolyzer in collector is performed via the stream breaker.

22. Before launch of electrolyzers hydrogen collectors blow nitrogen before residual content of oxygen in flue gases no more than 2% volume.

23. For exception of formation of explosive mixes of hydrogen with air when dumping hydrogen on candle in it nitrogen or vapor continuously moves. The amount of the given nitrogen (vapor) is proved by the project.

24. Air (nitrogen) used for the technology purposes (chlorine displacement, purge, dilution in case of condensation and others), is purified previously of mechanical impurity and drained. The drained gas moisture content corresponding to dew point temperature not higher than 40 shs is provided.

25. In departments of transfer of chlorine three compressors are established (one - in work, one - in reserve).

26. In department of transfer of hydrogen two compressors, one reserve are established.

27. Concentration of salts of ammonium in the feeding brine and in the water pumped on mixing refrigerators for chlorine chilling is not exceeded by 10 mg/dm3 (in terms of ammonia).

28. Drying towers and refrigerators of mixing of department of osushka of chlorine are equipped with membrane safety devices.

29. General chloric collectors of the hall of electrolysis are equipped with safety hydrolocks on pressure and vacuum.

30. On general or line hydrogen collector the hydrolock for dumping of hydrogen on candle in case of exceeding of the regulated pressure is established.

31. Hydraulic locks are operated in the conditions excluding possibility of their freezing or obstruction.

32. Installation of the locking device between hydraulic lock and source of pressure is not allowed.

33. In case of use of chloric compressors in which as working liquid apply sulfuric acid, devices for catching of drops of sulfuric acid on the delivery pipeline are provided.

34. Pipelines of not drained hydrogen are equipped with devices for removal of condensate.

35. The equipment and pipelines of the drained hydrogen protect from static electricity.

36. In the hall of electrolysis, in rooms of cleaning and osushka of hydrogen, hydrogen compressors natural ventilation from the upper zone of rooms is provided. The device of roof is carried out so that to exclude formation of not ventilated zones.

37. On pipelines after chloric compressors the backpressure or gate-type valves blocked with system of stop and launch of the electric motor of the compressor are established.

38. Abgaza of liquefaction and displacement of chlorine, gases of purges of chloric vessels go for consumption or in absorption system for cleaning of chlorine. Dumpings from safety valves, membrane safety devices (except explosive membranes of electrolyzers) and hydrolocks, containing chlorine, go on separate pipelines to absorption system of cleaning.

39. In departments of electrolysis the system of emergency absorption of chlorine from systems of electrolysis by water solution of alkali with mass fraction of content of alkali of 10-20% is provided. The emergency inventory of alkali sufficient for absorption of the chlorine made by all electrolyzers within 10-15 min. in case of the maximum project current load is provided.

40. Pumps for transfer of aggressive and caustic products are equipped with pallets or trays from corrosion-resistant materials.

41. In each workshop dumping production sewage control of quality of sewage according to production schedules is exercised.

Paragraph 1. Electrolysis by diaphragm method

42. In general chloric collector the volume fraction of hydrogen in chlorine is not exceeded by % 0,5.

43. Depression in group hydrogen collector should be supported on 5 10-5 - 15 10-5 MPas above, than in group collector of chlorine.

44. The volume fraction of oxygen in hydrogen in general collector does not exceed % 0,5.

45. Shutdown of series of diaphragm electrolyzers, except the cases provided by production schedules and PLA is not allowed.

46. In electrolyzers regulation of level of anolyte over the upper edge of diaphragm is provided and the alarm system of decrease is lower than it maximum permissible.
