2. Declare invalid the order of the Ministry of Agriculture of the Russian Federation of March 19, 2008 N 99 "About enhancement of the organization of work with addresses of citizens in the Ministry of Agriculture of the Russian Federation" (It is registered in the Ministry of Justice of the Russian Federation on June 4, 2008, registration N 11798).

I. General provisions

1.1. The administrative regulations of the Ministry of Agriculture of the Russian Federation (further - Administrative regulations) determine terms and the sequence of actions (ministerial procedures) in case of execution of the state function "The Organization of Reception of Citizens, Ensuring Timely and Complete Examination of Oral and Written Addresses of Citizens, Decision Making and the Direction of Answers to Applicants in the Time Established by the Legislation of the Russian Federation" by execution of the state function "The Organization of Reception of Citizens, Ensuring Timely and Complete Examination of Oral and Written Addresses of Citizens, Adoption on Them of Decisions and the Direction of Answers to Applicants in the Time Established by the Legislation of the Russian Federation" (further - the state function).

1.2. The state function is performed by federal executive body - the Ministry of Agriculture of the Russian Federation (further - the Ministry).

1.3. Decision making according to the considered addresses of applicants with the direction of answers in the cases established by the legislation of the Russian Federation, and also to the addresses accepted on personal acceptance of applicants is result of execution of the state function.

1.4. Applicants concerning whom the state function is performed are:

citizens of the Russian Federation (further - citizens);

Provisions of these Regulations extend to all oral and written, individual and collective addresses of citizens and do not extend to relations of citizens and the Ministry in implementation process of other state functions by it.

1.5. According to the Federal Law of May 2, 2006 N 59-FZ "About procedure for consideration of addresses of citizens of the Russian Federation" in these Regulations the following main terms are used:
