Approve the enclosed Rules of the organization and work on repair and content of highways of federal importance.

Rules of the organization and work on repair and content of highways of federal importance

1. These rules determine procedure for the organization and work by recovery of transport utilization properties of highways public of federal importance (daleeavtomobilny roads) in case of which accomplishment constructional and other features of reliability and safety of highways are not mentioned (further - works on repair of highways), of works on maintenance of proper technical condition of highways, assessment of their technical condition, and also on the organization and safety control of traffic (further - works on content of highways).

2. Features of the organization and work on repair of highways of uncommon use of federal importance and their content are established by federal executive body under which authority the shown highways are.

3. The organization and work for repair of highways and works on content of highways (further - works on repair and content of highways) include the following events:

a) assessment of technical condition of highways;

b) project development of works on repair and content of highways (further - projects) or estimate calculations of cost of works on repair and content of highways (further - estimate calculations);

c) work on repair and content of highways;

d) acceptance of works on repair and content of highways.

4. The organization of works on repair and content of highways concerning the highways which are in operational management of federal state institutions is performed by the specified organizations, and concerning the highways which are in trust management of Russian Highways State-owned company - Russian Highways State-owned company (further - the organizations).

5. Assessment of technical condition of highways is carried out according to the procedure, established by the Ministry of Transport of the Russian Federation.

6. By results of assessment of technical condition of highways and according to projects of the organization of traffic, and also taking into account the analysis of accident rate of the organization perform forming of the plan of project development or estimate calculations.

The plan of project development or estimate calculations affirms Federal Highway Agency, and concerning the highways which are in trust management of Russian Highways State-owned company - Russian Highways State-owned company.

7. According to the approved plans of project development or estimate calculations of the organization perform project development or estimate calculations. For the purpose of project development in the procedure established by the legislation of the Russian Federation contract organizations are attracted.

Projects or estimate calculations are developed taking into account established by the Ministry of Transport of the Russian Federation of job classification on repair and content of highways, and also frequency of work on content of highways and frequency of work on content of the road constructions which are their part.

8. If the size of means of the federal budget provided on content of highways for the next financial year and subsequent periods is lower than the requirement determined according to the standard rates of cash repair costs and content of highways approved by the Government of the Russian Federation, the organizations develop estimate calculations in which types and frequency of work are determined by content of highways.

9. In case of development of estimate calculations the following priorities shall be considered:

a) work, influencing traffic safety, including recovery and replacement of elements of the holding barriers, traffic light objects, route signs, cleaning of foreign objects from the carriageway, cleaning of snow and fight against winter slipperiness, patching of coverings;

b) work, the elements of the highway and road constructions which are its part, including recovery of roadsides, slopes of subgrade, drainage system elements, reduction of right of way of the highway influencing service life in normative condition.

10. The projects or estimate calculations approved by the organizations are the basis for forming of annual plans of work for repair and content of highways.

The specified plans affirm Federal Highway Agency, and concerning the highways which are in trust management of Russian Highways State-owned company, Russian Highways State-owned company.

According to such plans work on repair and content of highways is performed with attraction in the procedure for contract organizations established by the legislation of the Russian Federation.

11. In case of work on repair of highways:

a) works on content of sections of the highways or their separate elements which are in repair stage and also sites of the trail roads, entrances, congresses, detours used for the organization of movement of vehicles in work zone are performed;

b) movement of vehicles in work zone according to the schemes approved by the organizations and bodies of State Inspection for Road Traffic Safety of the Ministry of Internal Affairs of the Russian Federation will be organized.

12. In case of work on content of highways:

a) in case of origin on the highway of obstacles for movement of vehicles as a result of force majeure circumstances acceptance of immediate measures for the organization of traffic is provided to either temporary restriction or traffic congestion of vehicles;

b) the used machines are equipped with the equipment of satellite navigation of GLONASS or GLONASS/GPS according to the requirements established by the legislation of the Russian Federation.

13. Acceptance of results of the works on repair of highways performed by contract organizations is performed by the organizations in accordance with the terms of the signed contract for their accomplishment.

14. Acceptance of results of the performed works on content of highways is performed by the organizations in accordance with the terms of the signed contract for their accomplishment by assessment of level of content of highways which procedure for carrying out affirms the Ministry of Transport of the Russian Federation.
