About procedure for commissioning of separate state information systems

1. Before commissioning of federal state information system which is held for use when implementing the state functions and (or) provisions of the state services the federal executive body shall:

adopt the legal act about procedure and terms of commissioning of federal state information system;

register federal state information system in the register of federal state information systems.

2. Approve the enclosed Regulations on registration of federal state information systems.

3. Provide to Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications registration of federal state information systems and maintaining the register of federal state information systems taking into account information of the State register of bases and databanks.

4. Recommend to chambers of Federal Assembly of the Russian Federation, to Audit Chamber of the Russian Federation, Judicial department under the Supreme Court of the Russian Federation, Russian Central Election Commission, the Prosecutor General's Office of the Russian Federation and Administration of the President of the Russian Federation to register federal state information systems in the register of federal state information systems.

5. To the Ministry of Telecom and Mass Communications of the Russian Federation in the IV quarter 2009 to approve commitment forms on registration of federal information system in the register of federal state information systems, requests about updating of data on such system, requests about canceling of registration in the specified register, and also form of the electronic passport of federal state information system.

6. To federal executive bodies in the I quarter 2010 to register the federal state information systems put into operation before entry into force of this resolution.

Regulations on registration of federal state information systems

I. General provisions

1. This Provision establishes registration procedure of federal state information systems, procedure for forming and maintaining the register of federal state information systems, and also procedure for ensuring access to information containing in the specified register.

2. In this Provision concepts which mean the following are used:

"the register of federal state information systems" (further - the register) - the federal state information system containing data on federal state information systems, held for use during the implementing of the state functions and (or) provision of the state services;

"registration of federal state information system" (further - registration) - actions of the operator of the register for entering of data on federal state information system into the register and issue of the electronic passport of federal state information system;

"the electronic passport of federal state information system" (further - the electronic passport) - the electronic document confirming registration of federal state information system in the register;

"updating of data on federal state information system" (further - updating of data) - entering into the register of data on the changes of structure of information, information technologies and technical means forming the federal state information system registered in the register;

"canceling of registration of federal state information system" (further - registration canceling) - entering into the register of data on the termination of operation of the federal state information system registered in the register.

3. Federal state information systems which are held for use federal executive bodies during the implementing of the state functions and (or) provision of the state services regardless of the name of these systems are subject to registration (registers, registers, reference systems, directories, etc.).

Federal state information systems, data on which constitute information, access to which is limited by the Federal Laws, are not subject to registration according to this Provision.

4. Registration is performed for the purpose of:

the organizations of access for citizens and the organizations, public authorities and local government bodies to information on the operated federal state information systems, including on structure of information containing in them, information technologies and technical means providing information processing;

ensuring coordination of works on creation and operation of federal state information systems.

5. Registration, updating of data, the registration canceling, and also information access containing in the register are performed on a grant basis.

6. Operator of the register is the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications.

Separate functions of the operator of the register can be transferred to other organizations in accordance with the legislation of the Russian Federation.

7. Registration, updating of data, canceling of registration are performed within 14 days from the date of receipt by the operator of the register of the corresponding request.

II. Registration procedure of federal state information systems

8. For carrying out registration, updating of data, registration canceling the operator of federal state information system (further - the applicant) submits the operator of the register the corresponding application in the approved form.

9. Submission of requests about registration, updating of data, canceling of registration of federal state information system which is operated by several operators performs the operator of federal information system determined by the agreement signed between all operators of federal state information system.

10. In requests about registration, the applicant specifies to updating of data the data provided by subitems "v" - "e", "and", "l", "N", "p", "with" - "t" and "f" Item 23 this provision.

In the request about registration canceling the applicant specifies the data provided by subitems "an" - "in", "x" and Item "c" 23 this provision.
