Requirements of industrial safety in case of operation of railway tank cars for transportation of liquid ammonia

(as amended of the Order of the Minister of Emergency Situations of the Republic of Kazakhstan of 21.10.2009 No. 244)

1. General provisions

1. These Safety requirements in case of operation of railway tank cars for transportation of liquid ammonia (daleepravil) extend to all organizations irrespective of their forms of business and patterns of ownership which perform filling and (or) draining of railway tank cars (further - tanks) liquid ammonia, and also perform their forwarding servicing.

Requirements do not extend to truck tanks, containers and cylinders for liquid ammonia.

2. Items of filling and draining of liquid ammonia (slivonalivny Items) and warehouses for storage of liquid ammonia are constructed according to the project documentation approved in accordance with the established procedure.

3. In each organization connected with obtaining and leave of liquid ammonia in tanks the instructions regulating procedure for draining, filling, acceptance, check, preparation, processing, movement and shunting operations with tanks with liquid ammonia are developed.

Train and shunting operation with tanks with liquid ammonia on sidings of the organizations is performed according to safety requirements in case of technical railway operation, on the organization of access and shunting operation, in transit dangerous goods by rail.

4. On each slivonalivny Item "Production schedules", "Liquidation plans of accidents", "Provision on production supervision" are developed and affirm in accordance with the established procedure.

The available dangers are listed in the specified documents, obligations working at this workplace are determined, the mode of operation in case of regular operation is specified and in emergency situations, possible malfunctions, their signs and methods of elimination, and also safe methods of work are given.

5. Plans and accident elimination (further - PLA) slivonalivny Items are developed according to the existing requirements of plan development and accident elimination.

6. In case of change of engineering procedure, piping diagrams and the equipment, the corresponding amendments are introduced in regulatory legal act.

7. In each organization participating in processes of draining filling and transportation of liquid ammonia production supervision is provided:

1) behind safe operation of objects, the equipment;

2) behind safe conducting engineering procedures on draining, filling liquid ammonia in tanks;

3) behind technical condition and repair of tanks;

4) behind the organization and implementation of transportation of tanks;

5) behind operation of constructions of rail transport.

8. Cases of industrial traumatism are also investigated and considered according to requirements of the Law of the Republic of Kazakhstan "About industrial safety on hazardous production facilities".

9. Investigation of the reasons of accidents is made according to requirements of the Law of the Republic of Kazakhstan "About industrial safety on hazardous production facilities".

2. Requirements to service personnel.

10. The personnel connected with operation of slivonalivny Items transportation and maintenance of tanks with liquid ammonia have training according to general requirements "Single rules of industrial safety".

11. Crews of maintenance of tanks and mobile rescue teams are completed from members of the rescue units allowed in accordance with the established procedure on conducting works in gas-polluted by ammonia to environment.

3. Requirements to tanks

12. Properties of ammonia of the 4th class are this in appendix of 1 these Requirements. Ammonia in the special tanks expected pressure with the upper slivonalivny devices is transported.

13. Tanks are manufactured according to the technical specifications approved in accordance with the established procedure.

14. The device, production, procedure and terms of engineering certification of boilers of tanks shall conform to requirements to the device and safe operation of the vessels working under pressure.

15. Before pressure-relief valves of tanks, for prevention of leakages via the closed valve, safety membranes are established. At the same time the devices allowing to control operability of membrane safety appliances are provided.

16. The protective caps closing armature of tanks (pressure-relief valve, locking valves and manometroderzhatel), are sealed up by locking and sealing devices (further - ZPU).

17. Tanks shall have coloring, distinctive strips and texts on it.

18. Are applied to each tank:

1) the passport of goods wagon in the established form;

2) the passport of the vessel working under pressure (tank boiler);

3) passport of pressure-relief valve and calculation of its handling capacity;

4) passport (certificate) of spring of pressure-relief valve;

5) the passport of safety membrane (in case of its installation);

6) passport of slivonalivny valves;

7) acts of testing of locking and safety armature;

8) operating manual of vessel;

9) operating manual of pressure-relief valve;

10) permission to the application of vessels of tanks issued in accordance with the established procedure.

4. Safety requirements to content, servicing and repair of tanks.

19. The organization provides content of tanks in good repair and safe conditions of their work, timely production of major and depot repair of tanks on the schedule approved by the technical lead.

20. The amount and types of repair of tanks are established according to existing rules on major and depot repair of goods wagons.

21. Repair of boiler of the tank, its engineering certification, and also carrying out depot and factory repair of tanks is made only after decontamination of boiler of the tank what it is necessary for:

1) the organization consignor of tanks in case of departure of tanks to the repair organizations for depot and major repair attaches the certificate of operability of boiler of the tank and locking and safety armature, and also the certificate of decontamination of boiler of the tank to carriage documents;

2) locking and safety armature can be removed for repair and testing only after carrying out decontamination of boiler of the tank;

3) openings on the protective cap closing tank armature after removal of locking and safety armature, are muffled.

22. Acceptance of tanks from repair is performed under the act on this type of repair.

Acceptance of boilers of tanks from repair using welding is made according to requirements to the device and safe operation of the vessels working under pressure.

23. Works in boiler of the tank are gas dangerous and are carried out according to the work permit taking into account specifics of production and local conditions.

24. Boilers of tanks are exposed to engineering certification:

1) primary in case of production;

2) periodic in use;

3) to extraordinary;

Primary engineering certification of boiler of the tank before putting into operation is made by the organization manufacturer with the corresponding entry in the passport of the vessel working under pressure.

The amount, methods and frequency of engineering certifications of boilers of tanks shall conform to requirements to the device and safe operation of the vessels working under pressure.

Before commissioning, the tank is registered according to safety requirements to the device and safe operation of the vessels working under pressure.

Periodic engineering certification of boilers of tanks is made by specialists of the organizations having the certificate on accomplishment of examination of industrial safety;
