About establishment of the sizes of public welfare payments

For the purpose of rendering additional social support to receivers of public welfare payments in the conditions of change of tariff policy for energy carriers I decide:

1. Increase since January 1, 2010 the sizes of single monthly allowances on average on the republic for 25 percent at least.

2. Establish the following sizes of monthly social benefits since January 1, 2010:

- to the handicapped children having cerebral palsy - in the amount of 2000 (two thousand) som;

- to children with HIV infection or sick AIDS - in the amount of 2000 (two thousand) som;

- to the children born from mothers of HIV-positive people or patients with AIDS - in the amount of 2000 (two thousand) som;

- to disabled people since the childhood of the I group - in the amount of 2000 (two thousand) som;

- to handicapped children - in the amount of 1500 (one thousand five hundred) som;

- to disabled people since the childhood of the II group - in the amount of 1000 (one thousand) som;

- to disabled people from general disease of the I group, in the absence of the right to provision of pensions, - in the amount of 2000 (two thousand) som;

- to mothers heroines, in the absence of the right to provision of pensions, - in the amount of 2000 (two thousand) som;

- to orphans, in the absence of the right to provision of pensions, - in the amount of 2000 (two thousand) som;

- to disabled people since the childhood of III group - in the amount of 1000 (one thousand) som;

- to disabled people from general disease of the II group, in the absence of the right to provision of pensions, - in the amount of 1500 (one thousand five hundred) som;

- to disabled people from general disease of III group, in the absence of the right to provision of pensions, - in the amount of 1000 (one thousand) som;

- to aged citizens, in the absence of the right to provision of pensions, - in the amount of 1000 (one thousand) som;

- to aged citizens, inhabitants of highlands and the remote areas, in the absence of the right to provision of pensions, - in the amount of 1000 (one thousand) som;

- to children, in case of loss of the supporter, in the absence of the right to provision of pensions, - in the amount of 1000 (one thousand) som.

3. To the government of the Kyrgyz Republic till January 1, 2010:

- in accordance with the established procedure to dig up necessary resources on increase in the sizes of public welfare payments and to make corresponding changes to the bill of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2010 and the forecast for 2011-2012";

- submit in accordance with the established procedure for consideration of Jogorku Kenesh of the Kyrgyz Republic the bill of the Kyrgyz Republic "About public welfare payments in the Kyrgyz Republic", providing exception of the guaranteed minimum level of consumption in case of determination of the size of monthly social benefits and strengthening of targeting in case of purpose of single monthly allowances;

- bring the decisions into accord with this Decree.

4. Recognize voided since January 1, 2010:

- The presidential decree of the Kyrgyz Republic "About increase in the sizes of monthly social benefits" of January 31, 2003 No. 44;

- The presidential decree of the Kyrgyz Republic "About establishment of allowances to monthly social benefits" of September 27, 2007 No. 432.

5. This Decree becomes effective from the moment of publication.
