Appendix
to the Order of Customs Service of RM of July 10, 2009 No. 205-0
This methodology was developed based on Explanations to the Harmonized commodity description and coding system, the recommendation of World Customs Organization, one of the parties of which is the Republic of Moldova.
According to Explanations to the Harmonized system the goods item 7616 "Other products from aluminum" includes all products from aluminum, except the products relating to the previous goods items of this group, or the products named or included in group 82 or 83, or the products which more are specifically named in other place of the Nomenclature. Proceeding from it, products from aluminum which are designated in groups 82 and 83, are excluded from group 7616.
The clip-on earrings (in the form of brackets) from aluminum used for klipsovaniye and sealing of covers of sausages and cheeses (watch the enclosed photos), get into group 8305.
In goods item 8305 "Fitment for folders or folders, clerical clips and paper clips, index card indexes and similar clerical products from non-noble metals; stapled wires in blocks (for example, for the clerical purposes, upholstery of furniture, packaging) from non-noble metals" the fitment from non-noble metals in the form of clips, strings, spring levers, rings, screws, etc., for folders or folders joins. Protective rings, covers and angle-pieces for grossbukh or other clerical books also enter it; here metal office supplies for fastening together or pro-stampings of papers are considered (for example, clips for letters, clips for papers, folders for papers, paper clips, labels indexes for card-index and the file, metal fixture for the file); the stapled wires in blocks used in staplers for the clerical purposes, upholsteries, for packaging, etc.
In all Nomenclature the term "non-noble metals" means: ferrous metals (iron, cast iron and steel), copper, nickel, aluminum, lead, zinc, tin, tungsten, molybdenum, tantalum, magnesium, cobalt, bismuth, cadmium, titanium, zirconium, antimony, manganese, beryllium, chrome, germanium, vanadium, gallium, hafnium, indium, niobium (columbium), rhenium and thallium.
Proceeding from the above, the clip-on earrings from aluminum used for klipsovaniye of tubular covers of sausages and cheeses shall be carried in goods item 8305 20 000 "stapled wires in blocks".
