1. Approve the enclosed Rules of provision of the materials proving availability of emergency situation of natural and technogenic nature, actions for its localization and liquidation, calculations of material, financial and human resources.

2. Declare invalid the order of the Chairman of the Agency of the Republic of Kazakhstan on emergency situations of March 3, 2003 No. 139 "About approval of Rules of provision of petitions for assignment from reserve of the Government of the Republic of Kazakhstan for financing of actions for liquidation of emergency situations of natural and technogenic nature" (it is registered in the Register of state registration of regulatory legal acts No. 2224, No. 23-24, of Art. 852 is published in the Bulletin of regulatory legal acts of the central executive and other state bodies of the Republic of Kazakhstan, 2003.).

3. Rules of representation of the materials proving availability of emergency situation of natural and technogenic nature, actions for its localization and liquidation, calculations of material, financial and human resources

1. Rules of representation of the materials proving availability of emergency situation of natural and technogenic nature, actions for its localization and liquidation of calculations of material, financial and human resources are developed in compliance with the Rules of budget implementation and its cash servicing approved by the order of the Government of the Republic of Kazakhstan of February 26, 2009 No. 220.

2. In case of emergency situations of natural and technogenic nature in the territory of the Republic of Kazakhstan petitions for assignment from reserve of the Government of the Republic of Kazakhstan are considered by the central authorized body on emergency situations. At the same time the arisen emergency situation of natural and technogenic nature shall have regional or global scale.

3. In case of emergency situations of natural and technogenic nature of local scale of the petition for assignment from reserve of the relevant local executive body considers regional (the cities of republican value, the capital) authorized body on emergency situations or district (city) department of finance.

4. In the petition data on zone of emergency situation, the number of dead and injured of people, the size of material damage, the size of the funds of local executive body, the organizations and other sources allocated and spent for liquidation of emergency situation shall be specified.
