Requirements of industrial safety for productions of phosphorus and its inorganic compounds

1. General provisions

1. These Requirements establish the technical regulations determining industrial safety in case of production of inorganic compounds:

1) yellow phosphorus;

2) five-sulphurous phosphorus;

3) zinc phosphide;

4) thermal phosphoric acid;

5) other inorganic compounds of phosphorus when which obtaining as one of components of raw materials elementary phosphorus is applied.

2. Production of phosphorus and its inorganic compounds is performed in the presence:

1) the project documentation on construction, expansion, reconstruction, modernization, preservation and liquidation of hazardous production facility;

2) passports of reservoirs, processing equipment, pipelines, fittings, safety devices, devices of control and management systems, buildings and constructions.

3. Modification of the technological scheme, hardware registration, management system, control of communication, lighting and antiemergency automatic protection is performed after modification of the project and technical documentation coordinated with developer of the project or with the certified organization in the field of industrial safety.

4. When designing new or in case of reconstruction of the operating productions:

1) assessment of potential of explosion of technological blocks is performed;

2) radiuses of zones are determined by levels of danger of possible destructions and injuring of personnel;

3) efficiency and reliability of measures and remedies, their capability is proved to provide explosion safety of the specific block and engineering procedure in general, according to regulations and technical documentation;

5) need and type of system of protection by automatic installations of suppression and detection of the fire, according to regulations of fire safety is established;

5. For hazardous production facilities on production of phosphorus and its inorganic compounds, are developed:

1) regulations on production supervision;

2) the liquidation plan of accidents (further - PLA);

3) production schedules.

6. On workplaces of operators the technological scheme of production with designation of pipelines, interblock and intra block armature and function charts of instrumentations and automatic equipment is hung out (further - instrumentation and automated control systems). Numbering of the equipment in the technological scheme of the workshop, in the project and the regulations is accepted by single and is applied on the equipment.
