About procedure of social resettlement of persons injured with the act of terrorism, activities of the terrorist organizations, illegal armed groups or during their suppression

The Council of Ministers of the Republic of Belarus DECIDES:

1. Determine that:

1.1. social resettlement of persons injured with the act of terrorism, activities of the terrorist organizations, illegal armed groups or during their suppression, is performed gratuitously:

Bars in the form of rendering legal aid;

the operational psychological crews on rendering emergency psychological assistance created by local executive and administrative organs in the form of psychological recovery;

the state organizations of health care in the form of medical rehabilitation;

organizations of education and other organizations which according to the legislation of the Republic of Belarus have the right to perform employment rehabilitation, in the form of employment rehabilitation;

bodies for work, employment and social protection regarding rendering assistance in employment;

local executive and administrative organs regarding provision of premises, determination of temporary places of stay;

1.2. to persons injured with the act of terrorism, activities of the terrorist organizations, illegal armed groups or during their suppression, citizens of the Republic of Belarus, foreign citizens and stateless persons concerning whom the causal relationship between the acts attracting responsibility under Articles 124-126, of part 2 Articles 130, to Articles 134, 289-293, 359 both 360 Criminal codes of the Republic of Belarus and the moral, property and physical harm received by them is established (further - victims) belong;

1.3. republican state bodies, local executive and administrative organs within the competence for the purpose of timely identification and accounting of victims, determination of types of social resettlement necessary for them can create the commissions (committees);

1.4. when implementing:

1.4.1. legal aid by the victim of Bar is given necessary legal aid, including explanation of their rights and obligations, stipulated by the legislation the Republic of Belarus, at the expense of means of the republican budget;

1.4.2. psychological recovery of victims the operational psychological crews on rendering emergency psychological assistance created by local executive and administrative organs carry out psychological consultation, psychopreventive and psychocorrectional actions;

1.4.3. medical rehabilitation the state organizations of health care render to victims irrespective of their place of permanent residence (stay) necessary complex of the medical services directed to recovery of normal activity of organism of the patient and compensation of its functionality broken as a result of disease. At the same time medical rehabilitation of victims, including in stationary conditions, is carried out in the presence of medical indications according to clinical protocols of medical rehabilitation and methods of delivery of health care;

1.4.4. employment rehabilitation of victims of organization of education and other organizations which according to the legislation of the Republic of Belarus have the right to perform employment rehabilitation render to victims (including lost capability to carry out former work on the specialties (professions) which are available for them) services in professional orientation, professional training, retraining and advanced training;

1.4.5. employments of victims bodies for work, employment and social protection assist in matching of suitable work;

1.4.6. measures for provision of premises by the victim by local executive and administrative organs the decision on provision by the victim is made:

temporary places of stay;

premises if the premises occupied by them ceased to conform to the health and technical requirements imposed to the premises and acknowledged unsuitable for accommodation;

1.5. social resettlement of victims is carried out at the expense of means of the republican budget if other is not provided by international treaties of the Republic of Belarus.

2. To republican state bodies to take measures for implementation of this resolution.

3. This resolution becomes effective from the date of its official publication.
