About the personified (individual) accounting of citizens of the Kyrgyz Republic for the purposes of compulsory national social insurance

Chapter I. General provisions

Accumulated portion of the insurance account - part of the personal insurance account in which the arrived accumulative insurance premiums of insured persons, investment revenue are considered, based on which payment of investment part of the state pension is made.

Conditional part of the insurance account - part of the personal insurance account in which information on the insurance period in the form of the salary or insurance premiums is considered, based on which insurance part of pension is calculated.

Article 2. The legal basis of the personified accounting

Article 2-1. Use of personal identification number by the ministries and departments of the Kyrgyz Republic

The ministries and departments of the Kyrgyz Republic have the right to use the personal identification numbers of citizens assigned by the authorized state body determined by the Cabinet of Ministers of the Kyrgyz Republic during creation of departmental information databases.

Article 3. The purposes of the personified accounting

The purposes of the personified accounting are:

creation of legal conditions for purpose of pensions according to the brought insurance premiums of each insured person;

ensuring reliability of data on the years of service, the salary and insurance premiums determining pension entitlement and the size of pension in case of its appointment or recalculation;

creation of information base for realization and enhancement of the pension legislation of the Kyrgyz Republic, and also for purpose of pensions on the basis of insurance years of service of insured persons and their insurance premiums;

development of interest of insured persons in payment of insurance premiums in Social fund of the Kyrgyz Republic;

creation of conditions for control of payment of insurance premiums by insured persons;

creation of conditions and information support of expense forecasting on pension payment, determinations of rate of insurance premiums in Social fund of the Kyrgyz Republic, calculation of the macroeconomic indicators concerning the state provision of pensions;

simplification of procedure and acceleration of appointment procedure of national pensions to insured persons;

creation of conditions for the maximum scope the personified accounting of citizens in the Kyrgyz Republic on the basis of interdepartmental interaction;

use of personal identification number by the ministries and departments of the Kyrgyz Republic in common information space, and also ensuring accounting and accuracy of the information.

Article 4. The principles of the organization of the personified accounting

The personified accounting in system of the national social insurance is based on the principles:

obligation of payment of insurance premiums and accounting of information about insured persons;

availability to each insured person of data of the personal insurance account which the bodies of social insurance performing the personified accounting have;

uses of information about insured persons only for the purposes of social protection;

implementation of the personified accounting in the course of labor activity of insured person and use of data of the specified accounting for appointment or recalculation of pension according to the pension legislation of the Kyrgyz Republic.

Chapter II. The organization of the personified accounting

Article 5. The body performing the personified accounting

The body performing the personified accounting for the purposes of compulsory national social insurance is the Social fund of the Kyrgyz Republic.

Article 6. Personal insurance account of insured person

On each insured person the Social fund of the Kyrgyz Republic opens the personal insurance account with the personal identification number assigned by the authorized state body determined by the Cabinet of Ministers of the Kyrgyz Republic.

The personal insurance account of insured person shall contain the following data:

1) personal identification number;

2) surname, name, middle name according to the passport;

3) birth date;

4) floor;

5) nationality;

6) passport details: series, number, date of issue;

7) permanent address (address);

8) number of home telephone number;

9) bank details for having the personal account in bank;

10) place of employment: the name of the company and its code under RCBO;

11) type of activity;

12) education;

13) type of insurance;
