About schemes and programs of perspective development of power industry

According to the Federal Law "About Power Industry" Government of the Russian Federation decides:

1. Approve the enclosed Rules of development and approval of schemes and programs of perspective development of power industry.

2. Determine that realization of the powers provided by this resolution is performed in the limits set by the Government of the limiting Russian Federation of number and salary fund of employees of central offices of the corresponding federal executive bodies and their territorial authorities.

Rules of development and approval of schemes and programs of perspective development of power industry

I. General provisions

1. These rules determine procedure for development and approval of schemes and programs of perspective development of power industry.

2. According to these rules are developed:

general scheme of placement of power generation facilities;

the scheme and development program of Power pool system of Russia including the scheme and the development program of single national (all-Russian) power network for the long-term period;

schemes and programs of perspective development of power industry of subjects of the Russian Federation.

3. Main objectives of development of schemes and programs of perspective development of power industry are development of network infrastructure and the generating capacities, providing satisfaction of long-term and medium-term demand for electrical energy and capacity, forming of stable and favorable conditions for investment attraction in construction of facilities of power industry.

4. Tasks of forming of schemes and programs of perspective development of power industry are:

a) ensuring reliable functioning of Power pool system of Russia and technology isolated territorial electric utility systems in the long term;

b) ensuring balance between production and consumption in Power pool system of Russia and technology isolated territorial electric utility systems, including prevention of emergence of local production deficits of electrical energy and capacity and restriction of handling capacity of power networks;

c) the coordinated planning of construction and commissioning, and also conclusion from operation of objects of network infrastructure and the generating capacities;

d) information support of activities of public authorities when forming state policy in the field of power industry, and also the organizations of commercial and technology infrastructure of industry, subjects of power industry and consumers of electrical energy, investors;

e) ensuring coordination of development plans for fuel and energy complex, transport infrastructure, programs (schemes) of territorial planning and schemes and programs of perspective development of power industry.

5. The basic principles of forming of schemes and programs of perspective development of power industry are:

a) the cost efficiency of the solutions proposed in schemes and programs of perspective development of power industry based on optimization of working hours of Power pool system of Russia;

b) application of new technology solutions when forming long-term schemes and programs of perspective development of power industry;

c) coordination of schemes and programs of perspective development of power industry and investing programs of subjects of power industry;

d) the coordinated development of the main and distribution network infrastructure;

e) the coordinated development of network infrastructure and the generating capacities;

e) publicity and openness of the state investment strategies and decisions;

g) observance of requirements to development planning of electric utility system, the installed Rules of technology functioning of electric utility systems approved by the order of the Government of the Russian Federation of August 13, 2018 No. 937 "About approval of Rules of technology functioning of electric utility systems and about introduction of amendments to some acts of the Government of the Russian Federation" and provisions of methodical instructions for designing of development of the power supply systems approved by the federal executive body authorized by the Government of the Russian Federation on implementation of functions on development and realization of state policy and normative legal regulation in the field of fuel and energy complex including concerning power industry (further - authorized body in the field of power industry).

II. Development of the general scheme of placement of power generation facilities

6. The general scheme of placement of power generation facilities (further - the general scheme) is developed for the purpose of:

forming of structure of the generating capacities and power grid objects, and also creations of conditions for ensuring perspective balance of production and consumption in Power pool system of Russia and technology isolated territorial electric utility systems, prevention of the predicted deficits of electrical energy and capacity by the most effective methods taking into account the predicted operating modes of power supply systems during the work in the conditions of the maximum and minimum demands, necessary technology reserve and the main technology restrictions of overflow of electrical energy;

determinations of the main directions of placement of the power lines and substations carried to intersystem communications and necessary for ensuring balance of production and consumption on the integrated power systems, and also providing normal electrical power working hours of Power pool system of Russia and issue of capacity new or increases in issue of capacity of the existing power plants which installed capacity corresponds to the parameters specified in Item 13 of these rules.

The general scheme is created for 15 years (with adjustment at least 1 time in 3 years) with disaggregation on the integrated power systems.

7. For development and adjustment of the general scheme the long-term forecast of demand for electrical energy and capacity (further - the long-term forecast of demand) developed by authorized body in the field of power industry (further - authorized body in the field of power industry), on the basis of the forecast of social and economic development for long-term outlook, statistical data about the actual consumption of electrical energy, the forecast of the minimum and maximum amounts of consumption of capacity, and also the data provided by large power-intensive consumers of electrical energy which attached capacity exceeds 50 MW is used.

The long-term forecast of demand determines forecasts of consumption of electrical energy and capacity for 15 years by the integrated power systems taking into account different scenarios of demand for electrical energy and capacity.

8. The long-term forecast of demand is considered on Government Commission on Electricity Generation and joins in the general scheme. Adjustment of the long-term forecast of demand is made at least 1 time in 3 years.

9. The general scheme is developed by authorized body in the field of power industry with the participation of federal executive body, authorized to perform legal regulation in the field of state regulation of the prices (rates) for goods (services) in accordance with the legislation of the Russian Federation and control of their application (further - body of state regulation of rates), State Atomic Energy Corporation "Rosatom", the system operator, the organization for management of single national (all-Russian) power network and it is represented in Government Commission on Electricity Generation.

The general scheme is submitted authorized body in the field of power industry in the Government of the Russian Federation for approval.

10. In case of development of the general scheme are considered:

a) the energy strategy of Russia (regarding power industry);
