RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

About approval of the Regulations on the center of development of the child

Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on the center of development of the child which are applied.

2. Bring in the Regulations on preschool educational institution approved by the resolution of the Cabinet of Ministers of Ukraine of March 12, 2003 N 305 (The Official Bulletin of Ukraine, 2003 N 11, the Art. 476), the following changes:

to add Item 1 after words of "orphanages of residential type" with words ", the centers of development of the child";

to exclude the paragraph of the seventh of Item 3.

Regulations on the center of development of the child

General questions

1. The center of development of the child (further - the center) is preschool educational institution in which physical, intellectual and psychological development, correction of physical and intellectual development is provided, improvement of children aged from two months up to six (seven) years which visit other preschool educational institutions or houses are brought up.

2. The center in the activities is guided by the Constitution of Ukraine, the Laws of Ukraine "About education", "About preschool education", other legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, orders MON, other central executive bodies, solutions of local executive bodies and local government bodies, this Provision and the charter of the center which is developed based on the Approximate charter of the preschool educational institution approved by MON.

3. The center is formed based on preschool, general education educational institutions, teaching and educational complexes in rooms, buildings which satisfy to sanitary and hygienic and other regulations and rules of content which regulate work of preschool educational institutions, with providing easy access in the center of persons physically challenged. At the same time social and economic, national, cultural and educational and language requirements, territory availability for arrangement of platforms, proper material, educational and methodical base, staffing and so forth are considered.

4. The main tasks of the center are:

ensuring all-round development of children of preschool age according to their bents, capabilities, specific mental and physical features;

ensuring early social adaptation of children to conditions of preschool educational institution and readiness for school training;

provision of complex pedagogical, psychological assistance to children who need correction of physical and (or) intellectual development, long-term treatment and rehabilitation;

provision of the methodical and consulting help to families, involvement of parents to process of education, training and rehabilitation of the child;

interaction with public organizations for the purpose of assistance to all-round development of children who need correction of physical and (or) intellectual development;

implementation of experimental and innovative activities.

5. The center performs activities for such main directions:

the organization of work of groups for the purpose of fulfillment of requirements of the Basic component of preschool education and the Basic development program of the child of preschool age;

social adaptation of children to conditions of preschool institution;

organization of work on training of children for school training;

carrying out various forms of educational process (occupation in circles, sections, studios and so forth) for timely identification, support and development of natural bents and capabilities of children;

carrying out among the population of the explanatory work directed to understanding of problems of the families raising children who need correction of physical and (or) intellectual development, education of the tolerant attitude towards such children;

provision to teachers and parents of the qualified help with questions of development, education, training, rehabilitation and social adaptation of children who need correction of physical and (or) intellectual development;

psychology and pedagogical inspection of children and studying of their environment, development of the individual plan of correction of development of the child on the basis of the individual rehabilitation program of implementation of system psychology and pedagogical actions for the purpose of elimination of variations in psychophysical development and assistance of all-round development of the child;

implementation of the actions directed to compensation of the lost functions, forming of psychological new growths at the child who needs correction of physical and (or) intellectual development, assistance to all-round development of the child in family, forming of the relations with family members and societies and so forth.

 

Organization-legal principles of activities of the center

6. The center is legal entity and acts on the basis of the Charter which affirms its founder (owner) in coordination with relevant organ of management of education and is registered executive committee of city council of the city of regional value or district, district in Kiev and Sevastopol the state administration on the center location.

7. The center has seal, stamps, forms of the established sample, the registration account in bodies of the State Treasury (for state and municipal), can have accounts in banks (for private).

8. Creation, liquidation, reorganization of the center irrespective of subordination, types and pattern of ownership is performed according to the procedure, established by the Cabinet of Ministers of Ukraine.

9. According to requirements of the Basic component of preschool education and the Basic development program of children of preschool age in the center can function:

groups on ensuring early social adaptation of children to conditions of preschool educational institution for children aged from two months up to three years;

groups of preparation for school training for children aged from five up to six (seven) years;

groups of the art and esthetic, sports and improving, musical direction for children aged from three up to six (seven) years;

groups of the correctional and rehabilitation direction (provision of services on correctional, pedagogical, psychological, medical, social resettlement of children who need correction of physical and (or) intellectual development, aged from two up to seven (eight) years and the early help for children aged from two months up to two years).

In the center work of clubs, sections, circles, studios for children aged from four up to six (seven) years, and also advice centers for provision of full assistance to families which raise children of the house can be organized.

10. The working hours of the center irrespective of subordination and pattern of ownership are established by its founder (owner) in coordination with relevant organs of management of education and bodies of health care.
