About approval of Rules of accreditation of health care

1. Approve the enclosed Rules of accreditation of health care.
2. Declare invalid:
1) the order of the Government of the Republic of Kazakhstan of January 8, 2004 No. 15 "About approval of Rules of accreditation of area in health cares" (SAPP of the Republic of Kazakhstan, 2004, No. 1, the Art. 7);
2) the order of the Government of the Republic of Kazakhstan of October 31, 2006 No. 1033 "About modification of the order of the Government of the Republic of Kazakhstan of January 8, 2004 No. 15" (SAPP of the Republic of Kazakhstan, 2006, No. 40, the Art. 443).
3. This resolution becomes effective after the first official publication.

1. These rules of accreditation in the field of health care (further - Rules) are developed according to the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and establish procedure for carrying out accreditation in the field of health care.
2. In these rules the following basic concepts are used:
subjects of health care - the organization of health care, and also the physical persons practising private medicine and pharmaceutical activities;
the medical organization - the organization of health care which main activities is delivery of health care;
the independent expert - the physical person accredited in accordance with the established procedure for conducting independent examination of activities of subjects of health care;
the accredited subject - the medical organization, physical person;
accrediting body - authorized body in the field of health care (further - authorized body).
3. Accreditations in the field of health care are subject:
the medical organizations - for the purpose of recognition of compliance of the rendered medical and pharmaceutical services to the established requirements and standards in the field of health care;
physical persons - for carrying out independent expert evaluation of activities of subjects of health care.
4. Accreditation has voluntary nature and is performed at the expense of means of the accredited subject and other not forbidden means according to the legislation of the Republic of Kazakhstan.
5. The body (organization) performing (performing) accreditation in the field of health care creates the relevant commissions on accreditation (further - the Commissions) and creates databank of the accredited medical organizations and independent experts in the field of health care.
6. Accreditation of the medical organizations is carried out by accrediting body, or the organization accredited by authorized body in the field of health care.
7. The structure and Regulations on the commissions affirm the decision of accrediting body.
8. When passing accreditation for carrying out independent expert evaluation of activities of subjects of health care physical persons submit the following documents to accrediting body:
1) the statement on passing of accreditation in the form approved by accrediting body with indication of the declared area of accreditation according to the nomenclature of specialties approved by authorized body;
2) copy of the identity certificate;
3) the copy of the diploma about the higher professional medical or pharmaceutical education;
4) the copy of the service record or other document confirming availability of length of service according to subitems 1), 2) or 3) of Item 8-1 of these rules;
5) copies of documents on advanced training and (or) retrainings taking into account requirements of parts two, third Item 8-1 of these rules (for the specialists performing clinical practice and pharmaceutical activities);
6) copies of certificates on assignment of the first or highest qualification categories (for the specialists performing clinical practice);
7) copies of documents on availability of academic degrees, ranks (in case of their availability).
8-1. The physical persons having length of service at least 7 years are allowed to passing of accreditation for carrying out independent expert evaluation of activities of subjects of health care:
1) in state bodies in health sector or the organizations of health care, the qualities performing examination in the sphere of medical services and (or) drug circulation, products of medical appointment or medical equipment;
2) in the organizations of medical or pharmaceutical education (scientific and pedagogical structure);
3) professional medical (clinical practice) and (or) pharmaceutical activities.
Persons for the first time applying for receipt of the certificate on accreditation, except for persons specified in subitems 1), 2) of this Item need advanced training in the organizations of science and education in the field of health care for the last 2 years, concerning conducting examination or on bases of expert activities, in total amount at least 216 hours.
Persons which are repeatedly applying for receipt of the certificate on accreditation, except for persons specified in subitems 1), 2) of this Item need advanced training in the organizations of science and education in the field of health care over the last 5 years, on the corresponding specialty and (or) concerning management of quality of medical services, in total amount at least 216 hours.
9. The accrediting body within two working days from the moment of receipt of documents checks completeness of the submitted documents. In case of factual determination of incompleteness of the submitted documents within the specified terms gives written motivated refusal in further review of the statement.
