expressing desire to expand and deepen mutual cooperation in the field of veterinary science for the purpose of ensuring the corresponding and equivalent protection of animals against infectious diseases and control of their distribution,
being guided by aspiration and further to develop the relations between the states of the Parties,
for the purpose of improvement of mutual trade in animals, products and raw materials of animal origin, the genetic materials of animals, veterinary medicines, sterns and other goods constituting object of veterinary control
agreed as follows:
The parties perform cooperation for the purpose of protection of the territories of the states against drift and spread of infectious and parasitic diseases of animals when exporting, importing and transit through the territories of the states of the Parties of animals, products and raw materials of animal origin, genetic materials of the animal, veterinary medicines, forages and other goods constituting object of veterinary control.
Competent authorities of the states of the Parties on implementation of provisions of this agreement are:
for the Kazakhstan side - the Ministry of Agriculture of the Republic of Kazakhstan;
for the Azerbaijani side - the Ministry of Agriculture of the Azerbaijan Republic.
In case of change of official names or functions of competent authorities of the states of the Parties, the Parties timely notify each other through diplomatic channels.
Competent authorities of the states of the Parties perform interaction for the purpose of simplification of accomplishment of veterinary and sanitary procedures for import, export and transit of animals, products and raw materials of animal origin, genetic materials of the animal, veterinary medicines, forages and other goods constituting object of veterinary control.
The parties hold mutual events in the field of veterinary science on the basis of national legal systems of the states of the Parties.
1. Competent authorities of the states of the Parties inform each other without delay on detection of infectious diseases of the animals who were earlier not registered in the territories of the states of the Parties, or the flashes of others of epizooty which were not shown in recent years.
2. Competent authorities of the states of the Parties exchange as required bulletins about infectious diseases of the animals registered in the territories of the states.
3. The bulletins specified in Item 2 of this Article shall include the name of disease, quantity of sick animals, date and the place of detection of disease, method of diagnostics and control of disease. In case of the outbreak of foot-and-mouth disease the virus type is specified.
4. For the purpose of protection of health of animals competent authorities of the states of the Parties communicate rather practical application of modern knowledge of prevention of emergence of infectious, parasitic and other diseases.
For the purpose of development of cooperation in the field of veterinary science, for increase in efficiency of scientific research competent authorities of the states of the Parties:
carry out experience exchange and information in the field of veterinary science;
help cooperation of research veterinary institutes;
promote exchange of technical journals and other editions in the field of veterinary science;
inform each other on technical meetings and educational programs;
communicate concerning veterinary sanitary standards and standards.
Competent authorities of the states of the Parties communicate about the companies of the states of the Parties which are engaged in export of animals, products and raw materials of animal origin, genetic materials of the animals, forages, veterinary medicines and other goods constituting object of veterinary control.
The parties foot the bill connected with implementation of provisions of this agreement according to national legal systems of the states.
According to the mutual arrangement of the Parties changes and additions which are drawn up by separate protocols can be made to this agreement and are integral part of this agreement.
This agreement does not affect the rights and obligations of the Parties following from other international agreements which participants are the states of the Parties.
Representatives of competent authorities of the states of the Parties meet as required according to the mutual arrangement.
In case of disputes and disagreements in case of interpretation or application of provisions of this agreement, the Parties resolve them by consultations and negotiations.
This agreement becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.
This agreement remains in force before the expiration of six months from the date of receipt of one of the Parties through diplomatic channels of the written notice of other Party of its intention to stop its action.
It is made in the city of Baku on October 3, 2009, in two authentic copies, everyone in the Kazakh, Azerbaijani and Russian languages, and all texts are equally authoritative.
In case of disagreements in interpretation of provisions of this agreement, the Parties address to the text in Russian.
