About social and economic transformations in the city of Bereket of Balkan Region

For the purpose of implementation of the concept of social and economic development of Balkan Region for 2008-2012, the successful solution of the major tasks provided "By the national program of the President of Turkmenistan for transformation of social conditions of the population of villages, settlements, the cities of etraps and the etrapsky centers for the period till 2020" and also for the purpose of considerable enhancement of architectural appearance of the city of Bereket, social living conditions of the population, I decide:

1. To Hyakimlik of Balkan Region to build the room for hyakimlik of the city of Bereket, four 2-storey 8-apartment apartment houses, the comprehensive school on 340 places equipped with multimedia technologies, the gym and athletic field, recreation center on 400 places, multi-profile hospital on 130 places and the house of health on 100 places, hotel on 50 places, to lay on water and system of the sewerage, including construction for cleaning of sewer waste, to reconstruct intracity highways 22 km long, and also pumping points No. No. 1 and 2, supplying the city with drinking water.

2. The state joint-stock corporation of Turkmenkhala to construct and equip in the city of Bereket the art carpet company on 120 places.

3. To the ministry of the textile industry of Turkmenistan to construct and equip in the city of Bereket garment factory on 150 workplaces.

4. To finance the structures specified in 1-3 Items of this Resolution for the investment account and the means provided by the Government budget of Turkmenistan for development of Balkan Region within "The national program of the President of Turkmenistan for transformation of social conditions of the population of villages, settlements, cities of etraps and the etrapsky centers for the period till 2020" in case of shortage of means - to finance by introduction of amendments to the State budget.

5. To Turkmennebit state concern to construct at the expense of own means comprehensive school on 340 places with multimedia technologies, the gym and athletic field, kindergarten on 160 places.

6. The Turkmennebitgazgurlushyk state concern acts as the prime contractor of construction specified in Items 1 of this Resolution of water supply system and sewer system, and also in Item 5 - comprehensive school on 340 places with multimedia technologies, the gym and athletic field.

7. To the ministry of rail transport of Turkmenistan at the expense of own means:

construct and equip railway locomotive depot in the city of Bereket;

within three months to reconstruct the dining room and sports complex in the operating railway locomotive depot.

8. To the ministry of road transport of Turkmenistan at the expense of own means and the raised borrowing facilities to construct bus station and the autocompany expected 70 units of vehicles in the city of Bereket.

9. To the Ministry of Trade and foreign economic relations of Turkmenistan at the expense of own means to construct shopping center and the market in the city of Bereket.

10. To the Ministry of Communications of Turkmenistan at the expense of own and raised borrowing facilities to construct and equip in the city of Bereket premises of post office and telephone exchange on 1000 numbers.

11. To the Ministry of Energy and Industry of Turkmenistan to build modern power supply system in the city of Bereket, at the same time to perform financing of cost of installation and construction works at the expense of means of the State budget, and to pay the cost of the electrotechnical equipment at the expense of own means and the attracted loans.

12. To the ministry of construction of Turkmenistan:

at the expense of own and raised borrowing facilities to create the construction organization in the city of Bereket;

act as the contractor of construction of the hotel specified in Item 1 of this Resolution on 50 places, bus stations and the autocompanies on 70 motor vehicle equivalents specified in Item 8 of the Resolution.

13. Gosudarstven nomu to concern of Turkmenavtoyellara to act as the contractor of works on reconstruction of the intracity roads with a general extent of 22 km shown in Item 1 of the Resolution.

14. To industry ministry and construction materials of Turkmenistan:

it is uninterrupted to provide the construction objects specified in this Resolution with building materials, besides, to satisfy demand of the population of the city of Bereket for local building materials, necessary for housing construction.

15. Permit hyakimlik of Balkan Region, the relevant ministries and departments:

in accordance with the established procedure on competitive basis to involve in contract works on designing, construction and upgrade of the objects specified in this Resolution the foreign companies and the local organizations irrespective of forms of their property;

hold tenders for overseas purchase of required materials and the equipment for the under construction and modernized objects and constructions.

16. Resolve hyakimlika of Balkan Region, to the Ministry of construction of Turkmenistan, the Ministry of Finance of Turkmenistan and the Ministry of Economics and developments of Turkmenistan to constitute the design estimates on installation and construction works of the objects and constructions specified in the Resolution shares, step by step to carry out their inspection and financing.

17. To Central Bank of Turkmenistan:

together with confidential banks to provide the credits provided by this Resolution under 3% per annum;

for the purpose of financing of the contracts signed with the foreign companies, and also the purchases delivered from abroad foreign in the local organizations, business owners of materials and the equipment, for addresses of the customer to transfer manatny funds of the customer to freely convertible currency.

18. To service of land resources under the Ministry of Agriculture of Turkmenistan together with hyakimliky Balkan Region in accordance with the established procedure to prepare documents for allocation of the parcels of land for construction of the objects and constructions specified in the Resolution.

19. To Hyakimlik of Balkan Region to both the relevant ministries and industry departments at the expense of own means:

to quickly clean from the territory of the construction objects specified in the Resolution the buildings which are on their balance, constructions, engineering systems and installations;

constitute projects of laying of communication systems, electric utility services, supply of gas and water, systems of conclusion of the sewerage out of limits of the areas of the objects and constructions which are under construction within this Resolution, to provide performance of works on their upgrade or construction new and to connection to city system in the appointed terms.

20. For the purpose of control of accomplishment of the construction works provided by this Resolution to appoint by the coordinator the Ministry of Economics and developments of Turkmenistan.

21. To start construction and upgrade of the objects and constructions specified in this Resolution in May, 2009 and to finish works in October, 2010.
