About limits of rates for electrical energy for 2010

1. Establish and enact since limiting January 1, 2010 the minimum and maximum levels of rates for the electrical energy delivered to consumers, on average on the subject of the Russian Federation without differentiation on customer groups, tension levels, annual number of hours of use of the declared capacity, zones (hours) of days and calendar breakdown for 2010, according to appendix 1.

2. Establish and enact since limiting January 1, 2010 the minimum and maximum levels of rates for the electrical energy delivered to the population in zones of the centralized and decentralized power supply, on the subject of the Russian Federation for 2010, according to appendix 2.

3. In case of establishment in the territory of the subject of the Russian Federation of social norms of consumption of electrical energy, the extreme minimum and maximum levels of rates for the electrical energy delivered to the population in zones of the centralized and decentralized power supply on the subject of the Russian Federation for 2010 are established according to appendix 2.

Rates for the electrical energy delivered to the population over the specified social norms of consumption of electrical energy are established at the level of economically reasonable rates.

4. Recommend to executive bodies of subjects of the Russian Federation in the field of state regulation of rates in case of establishment of rates for the electrical energy delivered to consumers including to the population, for the next financial year within specified in Items 1 - 3 presents of the order of limits of rates:

- consider macroeconomic indicators of the forecast of social and economic development of the Russian Federation approved by the Government of the Russian Federation for 2010 and for planning period of 2011 and 2012, the change of structure, amounts and fuel prices used for production of electrical energy, including at the expense of natural factors, change of amounts bought by the power supplying organizations and the electrical energy delivered to consumers, including due to increase in purchase of electrical energy from the wholesale market of electrical energy (capacity);

- provide, if necessary, their calendar breakdown.

Differentiation of rates is made on customer groups, tension levels, annual number of hours of use of the declared capacity, zones (hours) of days, according to the current legislation.

5. The executive body of the subject of the Russian Federation in the field of state regulation of rates in week time from the date of decision making about establishment of rates represents the verified copy of this decision to Federal Tariff Service.

6. This order becomes effective in accordance with the established procedure.
