The Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on the organization of the notification and communication in emergency situations it (is applied).

2. And for protection of the population against effects of the Chernobyl catastrophic crash together with other interested central executive bodies to provide to the ministry of questions of emergency situations the analysis of application of the Provision approved by this resolution and in case of the need to submit to the Cabinet of Ministers of Ukraine proposals on introduction in it of changes and amendments.

Regulations on the organization of the notification and communication in emergency situations

General part

1. In this Provision terms are used in such value:

emergency situation - the violation of normal living conditions and activities of people on object or the territory caused by accident, catastrophic crash, natural disaster, epidemic, epizooty, epiphytoty, heavy fire, use of weapons of destruction which was given or can be led to human and material losses;

territorial authority of civil defense and on emergency situations (further - territorial authority of civil defense and emergency) - Head department concerning emergency situations and civil protection of the population of Council of Ministers of the Autonomous Republic of Crimea, management concerning emergency situations and civil protection of the population of the regional, Kiev and Sevastopol city state administration, department of questions of emergency situations and civil protection of the population of the district, district state administration in the cities of Kiev and Sevastopol;

zone of possible defeat - the territory in which owing to emergence of emergency situation there is health hazard or lives of people and causing material losses;

the notification - finishing signals and messages of bodies of GO on threat and emergence of emergency situations to central and local executive bodies, the companies, organizations, the organizations and the population;

potentially dangerous object - object on which are used, produced, processed chemically dangerous substances and biological medicines, and also hydraulic engineering and transport constructions, vehicles and other objects which create real threat of emergence of emergency situation remain or transported dangerous radioactive, pozharo-, vzryvo-;
