1. Approve the enclosed Rules of determination of procedure and terms of representation and form of the reporting, and also requirements to the provided information on the course and results of use of the connected grants.

2. (B. Tortayev) together with Legal Department (D. Eshimov) to provide to department of investment policy and planning state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To impose control of execution of this order on the Vice-Minister of Economy and Budget Planning of the Republic of Kazakhstan Kusainov M. A. and Vice-Minister of Finance of the Republic of Kazakhstan Sholpankulov B. Sh.

4. Declare invalid the order of the deputy. The Minister of Economy and Budget Planning of the Republic of Kazakhstan "About approval of Rules of submission of the reporting and information on the course and results of use of the connected grants" of March 16, 2005 No. 36 (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 3519 of March 28, 2005).

Rules of determination of procedure and terms of representation and form of the reporting, and also requirements to the provided information on the course and results of use of the connected grants

1. These rules of determination of procedure and terms of representation and form of the reporting, and also requirements to the provided information on the course and results of use of the connected grants (further - Rules) are developed according to Item 2 of Article 170 of the Budget code of the Republic of Kazakhstan of December 4, 2008 (further - the Budget code), and determine procedure for submission of the reporting and information on the course and results of use of the connected grants.

2. The purposes of submission of the reporting and information, about the course and results of use of the connected grants within implementation of monitoring of their realization the efficiency evaluation of use of the connected grants, enhancement of planning process of attraction of the connected grants and development of recommendations about forming and implementation of state policy in the field of attraction of the connected grants are.

3. Creation of the report on the course and results of use of the connected grants is performed step by step and includes:

1) reflection of the planned data, according to strategic plans of the budget programs of state bodies;

2) comparison of the achieved results (actual data) with planned;

3) specifying of sources and methods of collection, and also the used methods of processing and information analysis for efficiency evaluation of use of the connected grants;

4) results of efficiency evaluation of use of the connected grants;

5) assessment of conformity of the course and results of use of means of the connected grants to terms of agreement about the grant concluded with the donor and also to procedures and policy of provision of the connected grants by donors;

6) recommendations about forming and implementation of state policy in the field of attraction of the connected grants.

The reporting on the course and results of use of the connected grants, is source for preparation of information on efficiency evaluation of use of the connected grants.

The efficiency evaluation of use of the connected grants is carried out on basis below the listed methods of processing and information analysis.

extent of confirmation of the prerequisites accepted on planning stage (basic data), and also expected current costs and sources of their financing is established;

the obstacles which arose in the project progress and measures of their elimination are analyzed and actions of the parties - participants of realization are estimated;

the conclusion about efficiency of achievement of the planned indicators is drawn.

When evaluating influence of the completed project on social and economic situation the following methods are applied:

the project contribution ratio among other projects in achievement of the planned purposes of the state, industry and sectoral programs is established;

the actual data on current costs and extent of confirmation of the prerequisites created on planning stage (basic data) are analyzed;

the conclusion about efficiency of contribution of the project to achievement of the planned purposes of the state, industry and sectoral programs is drawn.

4. Monthly, to the 5th, following for reporting the central executive bodies and other state bodies of the Republic of Kazakhstan (in coordination), responsible for realization of the connected grants, represent to the central authorized body on budget implementation of form of the reporting according to appendices 1-4 to these rules.

5. The central authorized body on state planning on the basis of the acquired information performs assessment of use of the connected grants which includes:

1) assessment of feasibility of attraction of the connected grants;

2) comparison of the planned and achieved results of use of the connected grants, and also the analysis of their influence on social and economic development of the republic and the region;

3) assessment and the analysis of various external factors which influenced use of the connected grants.
