The purpose of this Law is regulation of the relations in the field of fire safety.
The legislation on fire safety consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about fire safety then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
the fire - the uncontrollable burning which is followed by damnification of life and (or) to human health, property of legal entities and physical persons, and also the surrounding environment;
fire supervision - the activities performed in accordance with the established procedure for the purpose of check of observance of requirements of fire safety and taking measures to its results;
prevention of the fires - set of the preventive measures directed to exception of possibility of the fires and reduction of their effects;
fire protection - set of the governing bodies, forces and means created in accordance with the established procedure for the purpose of protection of life and human health, property of legal entities and physical persons, the surrounding environment against the fires, and also maintenance of required level of fire safety on objects in settlements and in other territories;
fire safety - condition of security of people, property of legal entities and physical persons, and also the surrounding environment from the fires;
requirements of fire safety - the special conditions of social and (or) technical nature established by the legislation for the purpose of ensuring fire safety;
violation of requirements of fire safety - failure to carry out or inadequate fulfillment of requirements of fire safety;
fire and technical products - the special technical, scientific and technical and intellectual products intended for ensuring fire safety including the fire fighting equipment and the equipment, fire equipment, fire-fighting and fireproof substances and materials, means of special communication and management, electronic documents, software products and databases for electronic computers, and also other warning facilities and suppressions of the fires;
fire prevention regime - rules of conduct of people, procedure for production organization and (or) content of rooms (territories) providing the prevention of violations of requirements of fire safety and suppression of the fires;
particular fire prevention regime - establishment according to the legislation of additional requirements of fire safety in certain territories in the period of the raised fire risk;
rescue and fire fighting division - the division of the Ministry of Emergency Situations of the Republic of Uzbekistan created for the purpose of prevention and liquidation of emergency situations and the fires, and also carrying out rescue operations.
The system of ensuring fire safety represents set of legal, organizational, economic, social and scientific and technical measures, and also forces and the funds allocated for the prevention and suppression of the fires.
Subjects of system of ensuring fire safety are bodies of the public and economic board, public authorities on places, self-government institutions of citizens, and also the companies, organizations, the organizations (further - the organizations) and citizens.
Cabinet of Ministers of the Republic of Uzbekistan:
provides carrying out single state policy in the field of fire safety;
approves state programs in the field of fire safety and controls their realization;
coordinates activities of bodies of the public and economic board, public authorities on places in the field of fire safety;
performs financial, material and resource provision in the field of fire safety;
approves the nomenclature, supply rates of fire and technical products for the state needs.
The Cabinet of Ministers of the Republic of Uzbekistan can perform also other powers according to the legislation.
Specially authorized body in the field of fire safety is the Ministry of Emergency Situations of the Republic of Uzbekistan (further - the Ministry of Emergency Situations).
Ministry of Emergency Situations:
provides execution of the legislation on fire safety;
develops and will organize implementation of state programs in the field of fire safety;
performs single technical policy in the field of equipment of divisions of fire protection by the fire fighting equipment and other technical means;
performs suppression of the fires, rescuing of people and property of the legal entities and physical persons which appeared in fire zone;
exercises the state control of ready state of divisions of all types of fire protection to suppression of the fires and work on prevention of the fires;
develops drafts of regulatory legal acts in the field of fire safety;
develops technical regulations, standards, regulations, rules and other regulating documents in the field of fire safety;
exercises the state fire supervision;
considers regarding observance of requirements of fire safety the project documentation on construction, capital repairs, reconstruction, expansion and technical retrofitting of buildings, constructions and other objects in case of reasonable departures from requirements of fire safety or lack of the specified requirements;
participates in work of the commission on the choice (branch) of platforms (routes) for construction, and also the commissions on acceptance for operation of the objects completed by construction (reconstruction);
performs fire-proof promotion, training and information support in the field of fire safety;
coordinates scientific and technical ensuring fire safety;
performs in accordance with the established procedure certification in the field of fire safety, accepts notifications on the beginning of stipulated by the legislation types of activity (actions) in the field of fire safety and keeps their register
