About approval of the State target ecological program of reduction in safe condition of uranium objects of Dnieper Chemical Plant production association

The Cabinet of Ministers of Ukraine decides:

1. Approve the State target ecological program of reduction in safe condition of uranium objects of Dnieper Chemical Plant production association (further - the Program) which is attached.

2. No. 970 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 24.10.2012

3. To the Ministry of Finance to provide in time of creation of the draft of the Government budget of Ukraine for the corresponding year of means for accomplishment of the tasks and actions determined by the Program proceeding from opportunities of the government budget.

4. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of November 26, 2003 N 1846 "About approval of the State program of reduction of dangerous objects of Dnieper Chemical Plant production association in ecologically safe condition and ensuring protection of the population against adverse effect of ionizing radiation" (The Official Bulletin of Ukraine, 2003, N 48, the Art. 2528).

Program purpose

The purpose of the Program is liquidation of negative ecological effects of activities of Dnieper Chemical Plant production association (further - the plant), reduction of dangerous uranium objects which are on balance of the state company "Baryer", in ecologically safe condition and ensuring protection of the population and the surrounding environment from adverse effect of ionizing radiation.

Ways and methods of the problem resolution

For goal achievement of the Program step-by-step implementation of actions for reduction of uranium objects which are located on the industrial platform (further - industrial site) the plant and beyond its limits is provided and were used in overtime of uranium ore (further - uranium object), tailings dams of waste of uranium production (further - the tailings dam) "Western", "Central Yar" "Southern east", "Dnieper", Sukhachivskoye and S Base storage in safe condition.

Two ways of solving the problem are possible.

The first option provides dismantle of buildings and constructions, liquidation of the tailings dams located in the territory of industrial site of the plant and export of waste of uranium production which remain in noted tailings dams, in the regulatory legal acts which are specially equipped places for their long-term safe storage according to requirements concerning ecological and radiation safety.

Benefits of noted option, in particular, is:

considerable reduction of amount of the expenses connected with physical protection of objects and implementation of preventive actions for content of the contaminated territories;

the termination of negative impact of waste of uranium production on the surrounding environment.

Besides, cleaning of industrial site of the plant and transfer to the deactivated territory and objects in economic use will stimulate development of the companies in this territory, involvement of potential investors and respectively increase in quantity of workplaces that will provide increase in level of social attractiveness and stable development of the region.

Shortcomings of option is need of attraction of considerable amount of means for carrying out extra search and project works by determination of places which are going to be equipped for long-term safe storage of waste of uranium production, of the most effective and safe method of liquidation and export of waste from the territory of industrial site of the plant, availability of risk of radiation of personnel and emergency pollution of the territory during export is radioactive the contaminated material from tailings dams.

The second option provides burial of tailings dams on site of their arrangement.

Benefits of noted option is creation of conditions for safe storage of waste by construction or reconstruction of protective constructions over tailings dams, construction of drainage systems for collection of the contaminated infiltration waters. This option does not need attraction of considerable means.

Lack of option is that its realization does not provide long-term safe content of tailings dams in the territory of industrial site, in particular on slopes of the Dnieper River, provides permanent repair of protective barriers, implementation of erosion-preventive actions, creation of system of the strengthened radiation and environmental control that will not give the chance to reduce the level of social tension.

Therefore, optimal variant of the problem resolution is dismantle of constructions and liquidation of the tailings dams located in the territory of industrial site of the plant.

Concerning the tailings dam "Dnieper" optimal variant of its reduction in safe condition is, on provisional economic and radiological estimate, conservation. The construction of reliable multilayer protective coating will create conditions for safe content within 500-1000 years of noted tailings dam within its arrangement. At the same time it is necessary to carry out assessment of risk degree of violation of dam of the tailings dam and carrying out it is radioactive the contaminated material in the Dnieper River in case of damage of dam of the Dniprodzerzhynsk water storage basin.

The optimal variant of the problem resolution of reduction in safe condition of tailings dams of Sukhachivskoye and S Base storage can be determined after development of the corresponding project documentation.
