ORDER OF THE MINISTRY OF INTERNAL AFFAIRS OF UKRAINE

of April 28, 2009 No. 181

About the organization of activities of control rooms of bodies and divisions of internal affairs of Ukraine directed to protection of interests of society and state against illegal encroachments

(as amended on 19-10-2012)

According to article 7 of the Law of Ukraine "About militia" and for the purpose of enhancement of activities of control rooms of bodies and divisions of internal affairs of Ukraine, ensuring operational management with their forces and means, to the round-the-clock readiness for response to criminal manifestations, emergency situations and other incidents, coordination of management in case of disclosure of crimes, and also ensuring protection of human rights and freedoms I ORDER:

1. Approve the Instruction on the organization of activities of control rooms of bodies and divisions of internal affairs of Ukraine directed to protection of interests of society and state against illegal encroachments it (is applied).

2. To chiefs of head departments, Departments of MIA in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, on the railroads in a month:

2.1. Organize studying of this Instruction with staff of bodies and divisions of internal affairs.

2.2. Provide acceptance of offsettings on knowledge of requirements of this Instruction from staff of headquarters, staff employees of the control rooms and faces of the commanding structure enlisted in reserve for attraction to watch. Minutes abstracts about tests to attach to their personal records.

2.3. Perform adjustment of plans of protection and defense of office buildings of head departments, Departments of MIA in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, on the railroads, city, district, linear law-enforcement bodies.

3. To quarterly give classes with staff employees of control rooms in the organization and tactics of actions of daily details in the typical situations arising during watch, to studying of the legislation, orders of the Ministry of Internal Affairs, ensuring compliance with the law, vigilance, the polite and attentive attitude towards citizens.

4. Prohibit intervention in activities of control rooms of officials of the Ministry of Internal Affairs who are not their immediate or direct superiors and have on that no special powers, immediately and resolutely to stop all cases of such intervention.

5. To provide to general staff (Grishko V. V.) in accordance with the established procedure submission of this order on state registration in the Ministry of Justice of Ukraine.

6. To impose control over the implementation of the order on the deputy minister - the chief of General staff of the militia lieutenant general of Verbensky M. G.

7. Announce the order to staff of bodies and divisions of internal affairs of Ukraine.

8. This order becomes effective from the date of its official publication.

The instruction on the organization of activities of control rooms of bodies and divisions of internal affairs of Ukraine directed to protection of interests of society and state against illegal encroachments

I. General provisions

1.1. This Instruction regulates the organization of activities of control rooms of structural divisions of central office of the Ministry of Internal Affairs, head departments, the Departments of MIA in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, on the railroads (further GUMVD, Regional Office of the Ministry of Internal Affairs), city managements, city, district, linear departments (managements), departments (departments) of militia, linear departments (Items), educational institutions of system of the Ministry of Internal Affairs, front divisions.

The control room is division which provides operational management with forces and means of bodies and divisions of internal affairs (further - the Department of Internal Affairs), round the clock is in permanent readiness for response to criminal manifestations, emergency situations, other incidents and is the coordinating governing body in case of establishment of persons who are suspected of making of criminal offenses.

In the activities workers of control rooms are guided by the Constitution of Ukraine, the Law of Ukraine "About militia", international treaties of Ukraine, the principles and rules of international law, regulatory legal acts of the Ministry of Internal Affairs, and also this Instruction.

The basic principles of work of control rooms are: knowledge of operational situation in the serviced territory, efficiency, permanent readiness, vigilance, respecting the rule of law, accurate fulfillment of requirements of regulatory legal acts, the tactful attitude towards people, safety of the state secret.

1.2. Enter into structure of control rooms of Department of Internal Affairs:

1.2.1. Control room of the Ministry of Internal Affairs - governing body, collection and processing of operational information of the Ministry of Internal Affairs.

Control rooms of structural divisions of central office of the Ministry of Internal Affairs, internal troops of the Ministry of Internal Affairs, educational institutions of system of the Ministry of Internal Affairs, and also control rooms of all of Department of Internal Affairs are under its operational supervision.

1.2.2. Control rooms of territorial authorities:

head departments, the Departments of MIA in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol (further - GUMVD, Regional Office of the Ministry of Internal Affairs);

city managements (further - GU);

district managements (further - RU), city, district departments, police stations, departments and departments of special militia (daleegorraylinorgana).

1.2.3. Control rooms of transport bodies:

the Departments of MIA on the railroads;

linear managements on the railroads (further - LU);

linear departments, departments, Items at stations;

linear managements, managements, departments, departments, Items in ports, the airports, the subway.

1.2.4. Control rooms of structural divisions in system of the Ministry of Internal Affairs are subordinated to control room of GUMVD, Regional Office of the Ministry of Internal Affairs which part they are on the structure and functions.

1.2.5. Control rooms (commandant's offices) of higher educational institutions in the activities are guided by regulatory legal acts, orders of the Ministry of Internal Affairs and are under direct supervision of vice rectors for service.

1.2.6. Control rooms of front divisions and schools of professional training of employees of militia and other educational institutions of the Ministry of Internal Affairs are under operational supervision of GUMVD, Regional Office of the Ministry of Internal Affairs in the territory of which servicing they are.

1.3. On control room of Department of Internal Affairs tactical technical data sheet of control room is constituted (appendix 1).

Specially equipped rooms are allocated to control room of Department of Internal Affairs, their quantity and requirements concerning the equipment are determined according to the list (appendix 2).

The control room of Department of Internal Affairs is provided with weapon, ammunition, special means, means of communication, video surveillances, the operational, criminalistic and organizational equipment, the software, motor transport and other property according to accessory, and also the in-house documentation.

1.4. The main objectives of control rooms are:

1.4.1. Acceptance, registration of statements and messages on committed criminal offenses and other incidents, organization of immediate response to them.

1.4.2. Ensuring operational management with forces and means which are involved for protection of public order, the prevention and identification of criminal offenses in the territory of servicing, interaction with other Department of Internal Affairs, control room of the highest level and executive bodies.

1.4.3. Collection, study and the report to management of Department of Internal Affairs of data on operational situation in the territory of servicing, their transfer to control rooms of higher Department of Internal Affairs, services of military units operational and on duty of internal troops of the Ministry of Internal Affairs, and also other executive bodies, informing heads of the relevant structural divisions of Department of Internal Affairs and the Ministry of Internal Affairs.

1.4.4. Ensuring introduction of degrees of readiness and special operating plans.

1.4.5. The organization of work with persons brought in control room ensuring their constitutional rights and freedoms.

1.4.6. The placement (release) of the brought persons to rooms for detainees and delivered (further - KZD) control rooms, ensuring supervision of their behavior.

1.4.7. Control of observance of procedure for content and convoy of detainees and the detained persons, their room in temporary detention centers (further - IVS).

1.4.8. Ensuring safety of the in-house documentation, weapon, special means, individual protection equipment, bonds, the operational and criminalistic equipment, other property which is stored in control room.

1.4.9. Accomplishment of help work in case of the address of citizens concerning work of Department of Internal Affairs.

1.4.10. Control of condition of protection of office buildings of Department of Internal Affairs, IVS and the territory adjoining to them.

1.4.11. Maintenance of regulations of Department of Internal Affairs, at night - control of observance of fire safety regulations and sanitary standards and rules in the building of Department of Internal Affairs and in the territory adjoining to it.

1.4.12. The notification of the population about emergence of emergency situations in settlements where the round-the-clock watch of operational and persons on duty (dispatching) services of governing bodies of single state system of prevention and emergency response is not performed.

1.5. Workers of control room serve in uniform of the established sample. Their work will be organized in four changes lasting 24 hours everyone. During watch breaks for acceptance of food and short-term rest by general duration till four o'clock, including till two o'clock in day and two hours are provided to persons of daily details serially at night.

1.6. In case of temporary impossibility to ensure four-shift work of control room (in case of shortage, in case of diseases, leaves or for other reasons) to staff employees of control rooms, and also rest lasting 48 watch can be provided to substitution persons on duty.

1.7. Overtime watches shall not exceed 120 hours a year.

Surcharge for service to workers of daily details of control rooms is performed at night according to requirements of the current legislation.

1.8. It is strictly forbidden involve the permanent members of staff of service on duty to task performance which are not provided by their functional obligations.

1.9. The entrance to the hall of operational management of control rooms of Department of Internal Affairs which door shall be constantly locked is prohibited all officials of Department of Internal Affairs and the Ministry of Internal Affairs, except specified in the Section XV of this Instruction.

II. Organization of activities of control room of the Ministry of Internal Affairs

2.1. The control room of the Ministry of Internal Affairs is division of General staff of the Ministry of Internal Affairs and is under supervision of the deputy chief of General staff of the Ministry of Internal Affairs - the chief of operational management.

2.2. Control of overtime watches of workers of control room is imposed on the chief of operational management.

2.3. Time of change of daily details of control room of the Ministry of Internal Affairs is determined by the chief of General staff of the Ministry of Internal Affairs of Ukraine.

2.4. The chief of control room, his deputy, the chief inspectors persons on duty, the senior special orders inspectors persons on duty, the senior inspectors persons on duty and assistants to the chief inspectors persons on duty of control room of the Ministry of Internal Affairs are appointed to positions and dismissed by the order of the Minister of Internal Affairs on representation of the deputy chief of General staff of the Ministry of Internal Affairs - the chief of operational management.

2.4.1. Positions of the chief inspectors persons on duty, chief inspectors according to special orders and the senior inspectors persons on duty are completed from number of persons employed which positively are characterized, are capable to make independently management decisions, have the higher legal education, service length in Department of Internal Affairs more than 10 years, work experience on the positions connected with protection of public order, operational or investigative activity and worked in service on duty at least 5 years.

2.4.2. Faces of the younger commanding structure which are characterized from positive side which service length in Department of Internal Affairs is at least 5 years and which have work experience with the computer equipment are appointed to positions of assistants to the chief inspectors persons on duty.

2.5. The control room of the Ministry of Internal Affairs provides:

2.5.1. Coordination of activities of control rooms of Department of Internal Affairs concerning protection of the rights and freedoms of citizens, interests of society and the state against illegal encroachments, protection of public order, ensuring public safety.

2.5.2. Operational management by forces and means which are at the disposal of the Ministry of Internal Affairs when making especially serious and serious crimes, mass riots, natural disasters and other emergencies.

2.5.3. Introduction of degrees of readiness, special plans in the Ministry of Internal Affairs and subordinate divisions, coordination of actions of the attracted forces, maintenance of interaction with control rooms of other law enforcement agencies.

2.5.4. Timely informing management of the Ministry of Internal Affairs, relevant organs of the government on operational situation in Ukraine, condition of disclosure of especially serious, serious and resonant crimes, counteraction of economic crime and results of work of structural divisions of the Ministry of Internal Affairs.

2.5.5. Safety of the in-house documentation, arms, special means, means of communication, the operational and criminalistic equipment, remedies and other property assigned to control room.

2.5.6. Maintenance of regulations in control room, control of condition of protection of office buildings of the Ministry of Internal Affairs.

2.5.7. Receipt of correspondence, including from citizens which arrives in the Ministry of Internal Affairs in time off, festive and the days off, for its further transfer to the Department of documentary providing and the mode performing its registration. In case of receipt of urgent correspondence immediately to report on it responsible for the Ministry of Internal Affairs for decision making.

2.6. Work of control room of the Ministry of Internal Affairs is organized by the chief of control room who directly submits to the chief of operational management and:

provides matching and placement of personnel, respect by staff of discipline, legality and the mode of privacy, organizationally provides collection, processing of operational information, preparation of the daily report and other operational information;

organizes carrying out training of workers of control room of the Ministry of Internal Affairs according to curricula;

provides interaction with other divisions of General staff of the Ministry of Internal Affairs and structural divisions concerning activities of service Ministry of Internal Affairs on duty;

monthly constitutes the schedule of watch of workers of control room;

records overtime watches of workers of control room;

in case of aggravation of situation organizes work of control room on ensuring informing directly from places of incidents, participates in preparation of information to management of the Ministry of Internal Affairs and the interested public authorities, development of offers concerning increase in readiness of bodies of the Ministry of Internal Affairs for actions in emergency situations;

organizes work on enhancement of the automated system of information support of control room, implementation in its operation of computer and other facilities, the best practices;

carries out daily instructing of daily details which takes up, and sums up the results of work of the job specification which is replaced;

makes offers to management of General staff of the Ministry of Internal Affairs concerning encouragement and accountability of subordinate workers;

participates in development of regulatory legal acts concerning enhancement of system of operational informing and response to messages on criminal offenses and emergencies;

checks the organization of work of control rooms of Department of Internal Affairs;

controls storage of weapon, the ammunition and specifics transferred to storage to control room;

exercises control of observance of industrial safety rules, fire safety and sanitary standards and rules;

exercises control of use of motor transport of control room of the Ministry of Internal Affairs.

2.7. The chief inspector person on duty is senior of daily details of control room of the Ministry of Internal Affairs and control rooms of subordinates of Department of Internal Affairs and:

performs the common directorship of work of job specifications on duty;

provides working control and interaction with control rooms and groups of structural divisions of the Ministry of Internal Affairs and GUMVD, Regional Office of the Ministry of Internal Affairs;

provides continuous observation of condition of operational situation in the state, the organization of response to its change, collection and study of the operational information arriving from places;

is responsible for completeness and objectivity of forming of details, issue of operational reports and other information;

reports on management of the Ministry of Internal Affairs, informs heads of the relevant services on criminal offenses and emergencies, data on which arrive in control room of the Ministry of Internal Affairs;

keeps in contact and performs exchange of operational information with persons on duty of the Prosecutor General's Office of Ukraine, the Security Service of Ukraine, Ministry of emergency situations of Ukraine (further - the Ministry of Emergency Situations of Ukraine), other executive bodies and law-enforcement bodies of the CIS countries;

in case of receipt of data of extreme nature together with responsible for the Ministry of Internal Affairs prepares drafts of special messages for relevant organs of the executive authority;

performs transfer of orders of the Minister of Internal Affairs and his deputies to heads of structural divisions of the Ministry of Internal Affairs, GUMVD, Regional Office of the Ministry of Internal Affairs about holding actions for establishment and detention of persons who are suspected of making of criminal offenses, and mitigation of consequences of emergency situations;

provides introduction of degrees of readiness, the notification of management of the Ministry of Internal Affairs and members of Operational staff of the Ministry of Internal Affairs;

according to the order of the Minister of Internal Affairs, his deputies enacts operating plans in the territory of the state (its certain regions), organizes on them urgent first-priority actions, controls their accomplishment;

creates daily operational reports, checks correctness of filling of digital control tables, is responsible for information input in the database within functioning of system of the automated workplace of control room;

performs acceptance from persons of claims, statements and messages on criminal offenses, other offenses and incidents, organizes check and adoption of urgent solutions of rather corresponding response to them;

ensures help functioning in case of the address of officials and citizens concerning work of the Ministry of Internal Affairs and its structural divisions;

organizes acceptance delivery of watch of daily details;

is responsible for safety of the in-house documentation, the weapon, ammunition and specifics and other property transferred to storage to control room;

provides control of work of employees of telegraph of rather timely delivery of telegrams who arrived addressed to management of the Ministry of Internal Affairs;

organizes and controls work of drivers of cars of control room of the Ministry of Internal Affairs;

provides procedure in service premises and household rooms of control room of the Ministry of Internal Affairs;

sums up the results of work of members of daily details of control room, makes offers to management of operational management concerning encouragement or accountability of staff of change and job specifications of GUMVD on duty and Regional Office of the Ministry of Internal Affairs;

in case of acceptance - delivery of watch about the registered especially serious, resonant crimes and emergencies, the taken measures reports on the Minister, his deputies and the chief of operational management.

2.8. The structure of daily details of control room of the Ministry of Internal Affairs is established by the staff list.

2.9. Workers of daily details of control room reside in control room and leave only on challenge to the Minister of Internal Affairs, his deputies, deputy chief of General staff of the Ministry of Internal Affairs and the chief of operational management, and also for acceptance of food and rest (within the office building of the Ministry of Internal Affairs), checks of premises of the Ministry of Internal Affairs and in other cases - with the permission of the chief inspector person on duty.

2.10. Other members of daily details carry out the tasks assigned to control room of the Ministry of Internal Affairs within the functional obligations and job descriptions approved by the deputy Ministranachalnik of General staff of the Ministry of Internal Affairs.

2.11. It is strictly forbidden involve the workers of control room to task performance who are not provided by their functional obligations.

2.12. With other public authorities in days off and holidays the first deputy and deputy ministers are appointed responsible for coordination of activities of bodies and divisions of the Ministry of Internal Affairs, interaction.

For efficiency of implementation of the round-the-clock control of ensuring protection of constitutional rights of citizens, law and order and counteraction of crime, further enhancement of management activity in the Ministry of Internal Affairs are appointed responsible for the Ministry of Internal Affairs and its deputy.

2.12.1. Heads of structural divisions are appointed responsible for the Ministry of Internal Affairs, deputies responsible - first deputies and deputy managers of structural divisions based on monthly duty rosters.

2.12.2. Duty rosters responsible on the Ministry of Internal Affairs and their deputies it is constituted by General staff of the Ministry of Internal Affairs, approved with deputy ministers and affirms the Minister of Internal Affairs or his first deputy.

2.12.3. Structural divisions of the Ministry of Internal Affairs are appointed responsible from structural divisions only from among administrative board.

Chiefs of structural divisions of the Ministry of Internal Affairs no later than the 25th day of every month shall represent to General staff of the Ministry of Internal Affairs of the offer concerning inclusion of management of division in duty roster on the Ministry of Internal Affairs and the copy of duty roster responsible for division the next month.

2.12.4. During watch responsible for the Ministry of Internal Affairs and to their deputies the right to check at any time the organization of work of all types of office job specifications of subordinates of Department of Internal Affairs is granted. In case of identification of violations office investigation is appointed and urgent measures concerning remedial action according to requirements of the Law of Ukraine "About the Disciplinary charter of law-enforcement bodies of Ukraine" are taken (further - the Disciplinary charter).

2.12.5. Responsible for the Ministry of Internal Affairs and its deputy have the right to give to management of subordinate bodies and divisions, office job specifications obligatory to execution of the order concerning ensuring public order, implementation of urgent measures concerning the prevention and the termination of criminal offenses, establishment of persons suspected of their making, mitigation of consequences of emergencies.

2.12.6. Responsible for the Ministry of Internal Affairs their deputies - are on duty days week.

2.12.7. Responsible for the Ministry of Internal Affairs and their deputies shall inform control room on the place of the stay and constantly keep with it in contact. Deputies responsible for the Ministry of Internal Affairs and responsible from structural divisions leave only with the permission of responsible for the Ministry of Internal Affairs.

2.12.8. Responsible for the Ministry of Internal Affairs shall:

before zastupleniye on watch to get acquainted with operational situation;

in case of complication of operational situation through the chief inspector person on duty of the Ministry of Internal Affairs to make temporary changes to alignment of forces and means. About the made decisions to report on the Minister of Internal Affairs;

come out to the place of making of criminal offense or emergence of other emergency which can cause public response, for coordination of actions of Department of Internal Affairs. If necessary to direct to places of incidents of structural divisions, responsible from management;

perform checks of bodies and divisions of internal affairs, to organize departures of the deputy responsible for the Ministry of Internal Affairs and responsible from structural divisions for implementation of such checks;

within the rights granted by the Disciplinary charter to encourage workers who were marked out in protection of public order, to fight against crime, and in case of failure to carry out or inadequate accomplishment of office discipline - to impose authority punishments.

2.12.9. Responsible for the Ministry of Internal Affairs after 21:00 taking into account operational situation which developed continues watch at the place of residence, but in case of need is caused by the chief inspector person on duty for accomplishment of the obligations assigned to it. The deputy responsible for the Ministry of Internal Affairs and responsible from structural divisions continue watch at the place of residence only with the permission of responsible for the Ministry of Internal Affairs at night.

2.12.10. After watch completion responsible for the Ministry of Internal Affairs shall report on the Minister of Internal Affairs on condition of operational situation in the state, the revealed problematic issues in work of Department of Internal Affairs and to offer ways of their decision, to provide offers concerning operational and service activity enhancement.

2.13. The deputy responsible for the Ministry of Internal Affairs shall:

before zastupleniye on watch to get acquainted with operational situation;

come out to places of making of criminal offense or emergence of other emergency which can cause public response, for coordination of actions of Department of Internal Affairs, provision of the practical help with establishment of persons suspected of its making, mitigation of consequences of emergency;

check the organization of work of control rooms of structural divisions of the Ministry of Internal Affairs, bodies and divisions of internal affairs, other office job specifications, to take measures of rather immediate elimination of the revealed shortcomings;

after completion of watch to report responsible for the Ministry of Internal Affairs on the carried-out work, including on the shortcomings revealed during service checks, the taken measures for their elimination and offers concerning operational and service activity enhancement.

2.14. After the end of watch to the deputy responsible for the Ministry of Internal Affairs rest is provided to the deputy, considering time which is actually spent for watch (during the work till 21.0012 o'clock, during the daily work - 24 hours).

2.15. Responsible from structural division of the Ministry of Internal Affairs shall:

2.15.1. Before zastupleniye on watch to get acquainted with operational situation.

2.15.2. At the request of responsible for the Ministry of Internal Affairs, his deputy or the chief inspector person on duty to come out to places of making of criminal offense or emergence of other emergencies for provision of the practical help with establishment of persons who are suspected of its making, mitigation of consequences of emergencies.

2.15.3. Check the organization of work of subordinate divisions. At the request of responsible for the Ministry of Internal Affairs to participate in checks of bodies and divisions of internal affairs, to take measures of rather immediate elimination of the revealed shortcomings.

2.15.4. After completion of watch on activity of structural division to report responsible for the Ministry of Internal Affairs on personally carried out work, including the shortcomings revealed during checks, the taken measures and offers concerning operational and service activity enhancement.

2.16. Work of control rooms of structural divisions of central office of the Ministry of Internal Affairs is organized by the same criteria, as work of control room of the Ministry of Internal Affairs also is controlled by heads of structural divisions of central office of the Ministry of Internal Affairs in the areas of work.

III. Organization of activities of control rooms of GUMVD, Regional Office of the Ministry of Internal Affairs, GU and LU

3.1. Control rooms are divisions of headquarters and submit to chiefs of headquarters of GUMVD, Regional Office of the Ministry of Internal Affairs, GU.

3.2. The number of workers of control rooms is determined by their staff lists.

3.3. Control of overtime watches of workers of control room is imposed on chiefs of headquarters of GUMVD, Regional Office of the Ministry of Internal Affairs, GU.

3.4. Chiefs of GUMVD, Regional Office of the Ministry of Internal Affairs establish time of change of job specifications, single for all subordinates of Department of Internal Affairs, considering operational situation and possibility of completion by job specifications of urgent actions.

3.5. Chiefs of control rooms, their deputies, assistants to the chief of control room (department) are operations duty officers, the senior inspectors persons on duty, inspectors persons on duty, the senior software engineers, software engineers, assistants to operations duty officers and assistants to operations duty officers on information processing on personal electronic computers (further - PEVM) are appointed to positions and dismissed by orders of the chief of GUMVD, Regional Office of the Ministry of Internal Affairs (based on representation of the deputy chief - the chief of staff of GUMVD, Regional Office of the Ministry of Internal Affairs).

3.5.1. The specified positions, except the senior engineers (engineers) - programmers and assistants to operations duty officers, are completed from number of persons employed which have the legal education highest, as a rule, are characterized from positive side, more than 5 years are capable to make independently management decisions, service length in Department of Internal Affairs, have work experience on the positions connected with protection of public order, operational or investigative activity and worked in control room at least than 3 years. Positions of the senior engineers (engineers) - programmers are completed with persons who have the higher education and work experience with the computer equipment.

3.5.2. Faces of the younger commanding structure which are characterized from positive side are appointed to positions of assistants to operations duty officers on information processing on PEVM and have work experience with the computer equipment.

3.6. Work of control room of GUMVD, Regional Office of the Ministry of Internal Affairs, GU, LU is organized by the chief of control room who:

performs matching and placement of personnel of control room;

observance of the mode of privacy is responsible for high-quality and timely accomplishment of the tasks assigned to control room, respect for discipline among staff;

constitutes schedules responsible from management, their assistants and daily details;

provides daily collection, processing and the analysis of operational information, transfer of special messages, preparation of necessary management decisions;

organizes accomplishment of the planned and separate tasks;

controls work of daily details;

makes office investigation on the facts of violations which took place in control room;

controls and is responsible for storage of weapon, ammunition, the specifics which are in control room;

records works of workers of control room;

controls accomplishment of orders and orders of management;

exercises control of observance of industrial safety rules, fire safety and health regulations;

takes measures for enhancement of work of daily details, implementation of the advanced forms and methods of their activities.

3.6.1. The operations duty officer is senior of daily details of control room and control rooms of subordinates of Department of Internal Affairs and:

reports on management of GUMVD, Regional Office of the Ministry of Internal Affairs, GU, LU, informs heads of the relevant services on criminal offenses and emergencies, data on which arrive in control room;

keeps in contact and performs exchange of operational information with persons on duty of the Ministry of Internal Affairs, territorial gorraylinorgana, GUMVD, Regional Office of the Ministry of Internal Affairs, GU, LU, RU of other administrative and territorial units, bodies of prosecutor's office, the Security Service of Ukraine, the Ministry of Emergency Situations of Ukraine, other executive bodies, military units of internal troops of the Ministry of Internal Affairs;

by order of the chief of GUMVD, Regional Office of the Ministry of Internal Affairs, GU, LU, his deputies or independently with the following report enacts operating plans in the territory of servicing (its certain areas), organizes on them urgent first-priority actions, controls their accomplishment;

creates daily operational reports, checks correctness of filling of digital control tables, is responsible for information input in the database within functioning of system of the automated workplace of control room;

ensures help functioning in case of the address of citizens concerning work of GUMVD, Regional Office of the Ministry of Internal Affairs, GU, LU and their services;

organizes acceptance delivery of watch of daily details;

3.6.2. The structure of daily details of control room is established by the staff list.

at the request of responsible and his deputy to come out to places of making of criminal offenses or emergence of other emergencies for provision of the practical help with establishment of persons who are suspected of its making, mitigation of consequences of emergencies;

check the organization of work of subordinate divisions and for specifying responsible to take part in checks of other bodies and divisions, to take measures for immediate elimination of the revealed shortcomings;

3.12. Duration of service responsible for GUMVD, Regional Office of the Ministry of Internal Affairs, GU, LU - week, their deputies and responsible from structural divisions - days. After the end of watch responsible and responsible from structural divisions rest is provided to deputies, considering time which is actually spent for watch (in case of alternation till 21.00 - 12 o'clock, in case of daily watch - 24 hours).
