ORDER OF THE CHAIRMAN OF THE AGENCY OF THE REPUBLIC OF KAZAKHSTAN SOFTWARE OF INFORMATIZATION AND COMMUNICATION

About approval of Service regulations and interactions of electronic information resources and information systems, and also information communication networks of state bodies

According to the subitem 16) article 6 of the Law of the Republic of Kazakhstan "About informatization" PRIKAZYVAYU:

1. Approve the enclosed Service regulations and interactions of electronic information resources and information systems, and also information communication networks of state bodies.

2. To department of information technologies of the Agency of the Republic of Kazakhstan on informatization and communication (Eleusizova K. B.) provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and official publication in mass media.

3. To impose control of execution of this order on the vice-chairman of the Agency of the Republic of Kazakhstan on informatization and communication Durmagambetov E. D.

4. This order becomes effective from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan.

Service regulations and interactions of electronic information resources and information systems, and also information communication networks of state bodies

1. General provisions

1. These rules of operation and interaction of electronic information resources and information systems, and also information communication networks of state bodies (further - Rules) are developed according to Item 16) of article 6 of the Law of the Republic of Kazakhstan "About informatization".

2. Rules determine set of compulsory procedures by operation and interaction between participants of ensuring functioning of electronic information resources and information systems, and also information communication networks of state bodies.

3. In these rules the following concepts are used:

1) trial operation - use of information system in working process for the purpose of validation, full value and sufficiency of realization of functionality of system; identifications and error corrections in system operation; completions of the interface of the user; debuggings of algorithms and engineering procedure of data handling in actual practice, and also use of information communication network in working process for the purpose of validation, full value and sufficiency of network functioning; identifications and error corrections in network functioning; debuggings of algorithms and engineering procedure of network functioning in actual practice;

2) commercial operation - use of information system (information communication network) on basic purpose, as fixed asset of accomplishment of tasks for which it was developed.

2. Method of operation of information systems, electronic information resources and information communication networks of state bodies

4. For operation of information systems, electronic information resources of state bodies (further - GO) determines category of the GO electronic information resources and procedure for the organization of access to them according to the Law of the Republic of Kazakhstan "About informatization".

5. For ensuring operation of information systems GO, GO electronic information resources their owners need to be guided by the specifications and technical documentation of information systems GO, GO electronic information resources, state standards and the Law of the Republic of Kazakhstan "About informatization".

The specifications and technical documentation is understood as the specification, the feasibility statement, the description of information system (information communication network), operational documentation and other documentation.

6. In use information systems GO, the GO electronic information resources it is necessary to ensure safety, protection, recovery in case of failure or damage of information, backup and control over timely updating of information in information systems GO, the GO electronic information resources.

7. In use information systems GO, the GO electronic information resources it is necessary to provide the automated accounting, safety and periodic archiving of information on all appeals to information systems GO, the GO electronic information resources.

8. In case of the appeal to information system GO or the GO electronic information resource the automated system of calls accounting saves the following information:

1) date and time of the address;

2) user name or the name of the addressed information system;

3) the IP address of the computer from which the address is made;

4) specifying on logical part of resource to which the address is made;

5) transaction of the address and other office information of the addressed subscriber according to the Law of the Republic of Kazakhstan "About communication".
