Agreement between the Government of the Republic of Kazakhstan and Government of the Republic of Estonia on release of owners of diplomatic passports from visa requirements

The government of the Republic of Kazakhstan and the Government of the Republic of Estonia which further are referred to as "Party", wishing to strengthen the friendly relations between the countries and to develop mutual cooperation,

agreed as follows:

Article 1

The citizens of the state of one Party having the valid diplomatic passports can drive, leave, follow en route and stay in the territory of the state of other Party without visas up to 90 days within 6 months, considering from the date of the first entrance.

Article 2

The citizens of the state of one Party appointed to work in diplomatic representation or consular establishment, and also in representative office of the international organizations, located in the territory of the state of other Party and the members of their families having the valid diplomatic passports can drive, leave, follow en route and stay in the territory of the state of appointment without visas up to 90 days within 6 months, beginning from the first day of entrance.

Article 3

Release from visa requirements according to this Agreement does not exempt persons specified in Article 2, from the requirement of accreditation in the state of the host party according to article 10 of the Vienna convention on the diplomatic intercourses of April 18, 1961 and article 11 of the Vienna convention on the consular intercourses of April 23, 1963 according to the legislation of the state of the host party.

Article 4

Release from visa requirements according to this agreement does not exempt persons specified in Article 1, from obligation to observe the legislation of the state of the host party.

Persons specified in Article 2, shall respect the legislation of the state of the host party.

Article 5

Competent authorities of the states of both Parties according to this agreement reserve the right to refuse entrance or stay in the territory of their states to persons, which stay by acknowledged undesirable.

Article 6

The parties can suspend fully or partially this agreement for the purpose of safety, health or public order.

About acceptance and cancellation of such measures, the Party without delay informs other Party through diplomatic channels at least in 2 (two) days prior to enforcement of such decision.

Article 7

The parties exchange samples of the existing diplomatic passports through diplomatic channels there is at least, than in 30 days prior to entry into force of this agreement.

The parties inform each other through diplomatic channels on changes in the relation of diplomatic passports not later than 30 days before enforcement of the specified changes, and also exchange samples of new passports.

Article 8

This agreement is signed sine die and becomes effective after 30 days from the date of receipt through diplomatic channels of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.

By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are its integral part can be made to this agreement and become effective in compliance paragraph one of this Article.

Article 9

This agreement it can be terminated each of the Parties by the notification diplomatic channels after ninety days from the date of receipt of the notification.

It is made in the city of Astana on September 7, 2009 in two authentic copies, everyone in the Kazakh, Estonian and English languages which are equally authoritative. In case of disagreements in interpretation of provisions of this agreement, the Parties will address to the text in English.
