1. Approve the enclosed Rules of assessment of bids on the right to sign the public or municipal contract on deliveries of goods, performance of works, rendering services for the state or municipal needs.

2. This resolution becomes effective since November 1, 2009.

Rules of assessment of bids on the right to sign the public or municipal contract (the civil contract of budgetary institution) for deliveries of goods, performance of works, rendering services for needs of customers

I. General provisions

1. These rules determine evaluation procedure of bids on the right to sign the public or municipal contract (the civil contract of budgetary institution) for deliveries of goods, performance of works, rendering services for needs of customers (further respectively - the request, tender, the contract), content and the importance of criteria for evaluation of requests depending on types of goods, works, services for assessment and comparison of the requests performed by the contest committees for the purpose of identification of the best conditions of execution of the contract.

2. Assessment of requests is performed with use of the following criteria for evaluation of requests:

a) contract price;

the price of the unit contract of goods, work, service which includes:

the price of commodity unit, service in case of order placement on delivery of technical means of rehabilitation of disabled people, rendering services in education, services in sanatorium treatment and improvement for for needs of customers - if the tender documentation provides the right of the customer to sign the contract with several bidders;

the price of spare parts to the equipment, the equipment and the price of work item, service - if when carrying out tender on the right to sign the contract for accomplishment of maintenance and (or) for repair of equipment, the equipment the tender documentation provides the starting (maximum) price of spare parts to the equipment, the equipment;

the service unit price - if when carrying out tender on the right to sign the state or municipal service provision contract of communication, legal services the tender documentation provides the starting (maximum) price of unit of service;

b) functional characteristics (consumer properties) or quality characteristics of goods;

c) quality of works, services and (or) qualification of the participant of tender in case of order placement on performance of works, rendering services;

d) goods operating expenses;

e) expenses on maintenance of goods;

e) terms (periods) of delivery of goods, performance of works, rendering services;

g) term of provision of a guarantee for goods quality, works, services;

h) amount of provision of guarantees for goods quality, works, services.

3. For implementation of calculations according to these rules the following designations are used:

Ka - the importance of criterion "the contract price" ("the contract price for i commodity unit, works, services");

Kb - the importance of criterion "functional characteristics of i (consumer properties) or quality characteristics of goods";

Kc - the importance of criterion "quality of works, services and (or) i qualification of the participant of tender in case of order placement on performance of works, rendering services";

Kd - the importance of criterion "goods operating expenses"; i

Ke - the importance of criterion "expenses on maintenance of i of goods";

Kf - the importance of criterion "terms (periods) of delivery of goods, i of performance of works, rendering services";

Kg - the importance of criterion "the term of provision of a guarantee for quality of i of goods, works, services";

Kh - the importance of criterion "amount of provision of guarantees for quality of i of goods, works, services".

4. The rating represents assessment in points received by results of assessment by criteria. Fractional value of rating is rounded to two decimal signs after comma by mathematical rules of rounding.

The importance of criteria is determined as a percentage. At the same time the importance coefficient equal to value of the corresponding criterion as a percentage, divided on 100 is applied to calculations of ratings.
